City of Central Point
City Council Study Session Notes
January 14, 2003
I. MEETING CALL TO ORDER AT 6:00 P.M.
II. ROLL CALL Mayor: Hank Wil-iams
Council Members: Dick Halley, Kay Harrison, and Mike Quilty
were present.
City Administrator Phil Messina, Public Works Director Bob Pierce,
and Deputy Recorder Deanna Gregory were present.
III. BUSINESS
A. Water Issues
Medford Water Commission
Public Works Director Bob Pierce introduced Ed Olson from the Medford Water
Commission. Mr. Olson explained the history of the Medford Water Commission. The
Medford City Council appoints the Board members for the Commission then has nothing
to do with the running of the facility. It is all directed and run by the Commission itself.
They provide water for all the Cities in the Valley excluding only Ashland. He updated the
Council on upcoming projects.
• They have received a $100,000 grant to do a vulnerability study that is required
by the Federal Government due to the 9/11 terrorist acts. The City of Central
Point will be required to provide plans in case of a terrorist act to the water
supply for Central Point by 2004.
• They have made improvements to the Duff Plant in order to remove the bad
taste of water provided to residents in Central Point, White City and surrounding
areas during the summer months when the temperature of the water creates a
moldy taste. Last summer was an improvement after the project was complete.
• There will not be a rate increase to the City of Central Point for 2003.
• The Commission would like Central Point to act on the requirement inthe Water
Agreement to purchase water from Lost Creek Lake. In the current agreement
it is stated that the City is required to purchase water rights by the year 2005.
In order to do this the City must apply to the Corps of Engineers for Water
Rights, and provide the above mentioned reports.
The Medford Water Commission would like to include Central Point residents
in the mailing of their Quarterly Newsletter that is sent to all their customers.
The Commission will have a Annual Cities Meeting in May and would like to
invite the Council to attend that meeting. They will also have their annual tour
of the Springs and the Duff Plant in the Spring of 2003.
There is an attempt to put floride in the Medford water supply. A group called
" Healthy Smiles for Jackson County" will be attempting to put to the voters of
Medford a petition to add floride to the City water supply. Only voters within the
City of Medford will be allowed to vote on this measure, however all entities that
receive-water from the Commission will get the floride if this measure passes.
BCVSA
Chuck Root from Bear Creek Valley Sanitary Authority explained the history of BCVSA and
Central Point and future projects.
• There are no rate increases planned for 2003. Rate was $11.37 in 1994 and
currently $12.10.
• In addition to inflation, etc. the Regional Water Reclamation Facility is proposing
several upgrades, replacements, and switch to effluent reuse. This will result in
100% of all flows being used for irrigation during summer months.
• They will also need to make capacity and water quality improvements to the
Bear Creek Interceptor System. The two mile pressure line from Kirtland Pump
Station to the treatment plan will need to double in size. And, the line from North
Medford to the plant will also need to be upsized.
• New projects in Central Point will include: Bigham Street, the Pump Station, and
replacing service lines.
• The new facility at 138 West Vilas Road will be finished soon and they will be
moving to that location this summer.
B. Workers CompensationNolunteers
Mr. Pierce explained that it has come to our attention that CCIS does not provide liability
coverage for volunteers or contract employees we have working for Parks and Recreation.
It is being suggested that the City approve a Resolution for CCIS stating that we wish to
cover volunteers under Workers Compensation and therefore would be covered under our
liability policy. Staff will return to Council with a recommended Resolution and they will be
rewriting the current agreements with the people that are working in the Parks and
Recreation Department.
C. PERS Update
City Administrator Phil Messina explained that the League of Oregon Cities is asking for
support to join them in an attempt to work on the PERS problem in Oregon.
