A.A Resolution Authorizing the City to Apply for Oregon Department of
Transportation - Oregon Community Pathways Grant Funds.
Park Planner Dave Jacob presented to the council a Resolution
Authorizing the City to Apply for Oregon Department of Transportation
- Oregon Community Pathways Grant Funds. The draft Central Point
– Bear Creek Master Plan provides a design for a 50-acre park that, if
developed, would be the largest Central Point Park. The proposed
park site includes city properties on both the east and west sides of
Bear Creek. The Oregon Department of Transportation’s – Oregon
Community Pathways Program (OCP) could potentially provide funds
to construct the pedestrian bridge. For a 200-foot multi-use bridge,
estimated construction costs would be $2,365,525. ODOT requires
administrative costs plus a 30% contingency. With these additions,
total project costs would be $3,293,458.75. The total grant request
would be $2,955,220.54 with a required 10.27% match of
$338,238.21 from the city.

Resolution Authorizing the City of Central Point to Apply for
Oregon Department of Transportation – Oregon Community
Paths Program Grant Funds for Construction of a Pedestrian
Bridge Across Bear Creek as Part of Implementation of the
Central Point – Bear Creek Greenway Master Plan.

Planning Director Stephanie Powers presented the Downtown Parklet
Program to the council. Salt Light & Home, a downtown retail
business, approached the city regarding installing an outdoor
gathering space within on-street parking spaces in the public right-of-
way. These are referred to as "parklets" and are innovative and cost-
effective ways to create open space amenities for pedestrians and
downtown business patrons. Currently, the municipal code does not
allow parklets within the public right-of-way. The staff is looking for
direction from the council to prepare a Downtown Parklet Program.
The council questioned the safety and fire issues and neighboring
businesses. Staff responded that the Building Official reviewed what
was being presented and that the parklets would need to be directly in
front of the requesting business. The council thinks this is a great idea
and wants more information about how the city can make this happen
to support our local businesses. The council agrees to start it as a
pilot program to see how it would work, limit the number allowed to
start, and ensure that camping is not permitted in the parklets.
Melody Thueson moved to direct staff to prepare a Downtown
Parklet Program, including program guidelines, standards,
application requirements fees and necessary municipal code
amendments for consideration at a future City Council meeting.

B.Downtown Street Closures for Paving - Pine and Front
Construction Services Supervisor Greg Graves presented to the
council the downtown street closure for paving - Pine and Front. The
city has contracted with Knife River Materials, Inc to pave the
downtown area. Paving will start next week and will entail some night
paving.

C.2024 Second Quarter Financial Statements and FY 2024 Report
Finance Director Steve Weber gave a brief overview of the June 30,
2024, financial statements. City Manager Chris Clayton discussed
with the council an update to FY 2024 financial status of each fund
and outlined the expected fund activity for the second half of the
2023-2025 budget cycle.

Mayor Williams reported that:
•He attended the Oregon Mayors Summer Conference.
•He attended the Access Mayors United Breakfast.
10 City Manager’s Report
City Manager Chris Clayton reported that:
•He met with Rogue Disposal today, and there is going to be a big
push for public information. They are proposing picking up all
Central Point residents' trash on Fridays.
•He and Matt toured the Little League Project with Doug Norman,
and shared with the council some pictures of the work being done
on the project.

Council Member Taneea Browning reported that:
•She had a meeting with Jessica LeBerge about regional solutions to
give her a tour of Central Point, specifically the Bear Creek
Greenway project.
•She attended the Oregon Mayors Association Conference.
•She attended the Bear Creek Greenway master plan meeting.
•She attended the City Manager's Summit.
•She attended the LOC Foundation meeting.

•She met with RVCOG to establish water testing at Creekside with
the stream smart program.
•She received a water leak alert from the city leak detection program
and announced that the system works.
Council Member Mike Parsons reported that:
•He attended the Rogue Valley Sewer Service Board of Directors
meeting.
•He attended the Parks and Recreation Foundation meeting.
•He attended the DARE Show & Shine, and Cruise.
•He attended the Jackson County Fire District 3 Civil Services
Commission.
•He received a phone call from a Central Point resident that lives on
Nancy Ave regarding the creek being full of trees and blackberries.
12 Department Reports
Police Chief Scott Logue reported that:
•They are currently down two positions, and down another next
Thursday. They have a lateral in background.
•They received their new tasers and staff have been through training
and are now carrying the new tasers.
Planning Director Stephanie Powers reported that:
•There will be a Planning Commission meeting in September, where
there will be a Public Hearing about the Sunnybrook Village Master
Plan and the tentative plan, site plan and architectural review for
Grocery Outlet, and Par Lumber also submitted a site plan and
architectural review.
•They have received interest in pre-application conferences for
commercial developments on Biddle and Pine.
•Justin attended a meeting with FEMA regarding National Flood
Insurance. Justin will be bringing flood plain updates to the council
this fall.
•Climate Friendly and Equitable Communities, the draft code

amendments deadline is September 30th to submit code changes
to the DLCD.
•Joint study session on August 26th, for session two of the Climate
Friendly and Equitable Communities.
•On September 16th there will be a town hall meeting giving citizens
information on Climate-Friendly and Equitable Communities.
Finance Director Steve Weber reported that in June, he presented to the
council a Resolution to receive State Revenue sharing. A report came
out, and over 40 cities still have not complied with the state requirement
to pass a resolution and are not receiving their portion of state revenue.

SUMMARY AND BACKGROUND:
Recently, the Citizens Advisory Committee had a member move to the Planning
Commission. Planning Director Stephanie Powers and City Manager Chris Clayton
interviewed Kelly Akin to fill one of the two vacancies on the Citizens Advisory
Committee. After interviewing Ms. Akin, staff recommended that the Mayor and Council
appoint Kelly Akin at the August 22, 2024, Council Meeting.

SUBJECT: First Reading Ordinance Amending CPMC 8.08.020.E
SUMMARY AND BACKGROUND:
CPMC Chapter 8.08.020 sets forth the process to abate violations of Chapter 8.08, and
assess and lien properties where the violation is not corrected, and the city is required
to abate the nuisance and collect its abatement costs. The chapter makes reference to
Chapter 11.04 for purposes of enforcing a lien to collect such charges. The purpose of
this amendment is to update the code reference for enforcement of liens as Chapter
3.40 deals expressly with lien enforcement.
FINANCIAL ANALYSIS:
LEGAL ANALYSIS:
The proposed amendment is a matter of updating a cross-reference within the
code. When Chapter 3.40 was added to the code, the cross-reference contained in
Chapter 8.08 was not updated. This amendment will make the process of enforcing
liens more consistent and provide more clarity as to the required procedures.

AN ORDINANCE AMENDING IN PART CPMC CHAPTER 8.08.020.E REGARDING WEED
ABATEMENT LIENS
FINDINGS:
A. Pursuant to CPMC, Chapter 1.01.040, the City Council, may from time to time make
revisions to its municipal code which shall become part of the overall document and
citation.
B. CPMC Chapter 8.08.020 sets forth the process to abate violations of Chapter 8.08, and
assess and lien those properties where the violation is not corrected, and the city is
required to abate the nuisance and collect its abatement costs.
C. The proposed amendment is intended to update a reference in the code for
enforcement of liens.

THE PEOPLE OF THE CITY OF CENTRAL POINT DO ORDAIN AS FOLLOWS:
SECTION 1. CPMC 8.08.020.E is amended as follows:
8.08.020 Notice and abatement--Proceedings.
E. If a lien is filed, the lien shall be enforced in the same manner as provided in Chapter 3.40
liens for special assessments in Section 11.04.070, and shall bear fees, interest and
collection costs, as provided in Chapter 3.40 interest at the rate established for special
assessments per Section 11.04.080, beginning ten days after the entry of the lien in the lien
docket. All such assessment liens of the city shall be superior and prior to all other liens
or encumbrances of property as permitted by state law. An error in the name of the owner
or occupant shall not void the lien and it shall remain a valid lien against the property.
The above remedy shall not be exclusive and, in addition to proceeding by abatement, the city
may proceed against the responsible owner or occupant in city court in the manner prescribed
by law, or, if the condition is permanent, substantial or continuing, may proceed by suit in
equity for mandatory injunction or such other relief as may be afforded by a court of equity.
(Ord. 2051 §1(part), 2019; Ord. 1952 §1, 2011; Ord. 1420 §2, 1981; Ord. 1071 §2, 1972).
SECTION 2. Codification. Provisions of this Ordinance shall be incorporated in the City
Code and the word "ordinance" may be changed to "code", "article", "section", "chapter"
or another word, and the sections of this Ordinance may be renumbered, or re-lettered,
provided however that any Whereas clauses and boilerplate provisions (i.e. Recitals A-C)
need not be codified and the City Recorder is authorized to correct any cross-references
and any typographical errors.

SECTION 3. Effective Date. The Central Point City Charter states that an ordinance enacted
by the Council shall take effect on the thirtieth day after its enactment. The effective date of

SUBJECT: Water Conservation Plan
SUMMARY AND BACKGROUND:
The City updated the Water Master Plan in 2019, and one of the last items needed to
comply with the state rules as a water provider was to adopt a water conservation
plan. As part of our contract, buying water from the MWC was also a requirement. The
City did a solicitation last year for a provider and selected GSI Water Solutions, Inc. to
provide the plan. GSI has made a variety of these types of documents for other
municipalities, including the Medford Water Commission. GSI has also worked for the
city to help us establish a coordinated plan for our water rights.
In discussing the overall program with staff, four main reasons were established for the
plan.
1. highlight the City's stewardship of its finite water resources.
2. assess the adequacy and reliability of it water supply relative to future demand.
3. document the City's approach to managing its water resources and
4. Confirm that the city meets its contractual obligation to maintain a curtailment plan in
alignment with the MWC pan.
We established four main goals.
1. Implement conservation measures that should measurably reduce demand.
2. Maintain water supplies capable of meeting projected 20-year demands.
3. Maintain a state of preparedness to address supply shortages.
4. Implement practices that promote tracing and recording of water use.
The main element of the implementation measures is presented in section 3-1 and
includes a variety of programs that the City can or has already implemented, including
tier'd billings, water audits, water loss analysis, and financial assistance.
The curtailment plan is presented in section 4-1 and is very similar to the plan produced
by the Medford Water Commission. The curtailment plans put together a variety of
options if there is a water shortage and how we would still distribute water to the
residents of Central Point.
A representative from GSI will present an overview of the plan to the City Council at the
Council Meeting. Mike McClenathan, the City's Public Works Operation Manager, was

the project manager for the conservation plan and will also be available to answer any
questions at the meeting.
FINANCIAL ANALYSIS:
The City Budgets annually for water conservation, this plan introduces a variety of other
incentives staff will prepare for the 2025/2027 FY budget for Council to consider.

A RESOLUTION ADOPTING THE WATER MANAGEMENT AND CONSERVATION
PLAN DATED JUNE 2024 PREPARED BY GSI WATER SOLUTIONS INC.
RECITALS:
A. WHEREAS, the City is required to have a Water Management and Conservation
Plan as a water purveyor in the State of Oregon.
B. WHEREAS, the City is required to have a Water Management and Conservation
Plan per our contract with the Medford Water Commission.
C. WHEREAS, the contracted with GSI Water Solutions, Inc. to develop such a
plan.
D. WHEREAS, the Council has reviewed the plan and determined that the plan is
in accordance with state requirements.
The City of Central Point resolves as follows:

WATER MANAGEMENT
AND CONSERVATION PLAN
Why Develop a WMCP?
Developing a WMCP gave the City the
opportunity to consider new ways to improve
management of the community’s water
resources in a manner that meets present and
future needs and promotes efficient use of
these resources. The City’s WMCP:
• Evaluates the City’s water supplies to
determine if they meet current and future
water needs.
• Identifies strategies to help retain as much
water as possible in the City’s surface water
sources, like the Rogue River, as well as help
stretch water supplies to accommodate
projected City growth.
• Highlights the City’s stewardship of its
finite water resources and its commitment
to water conservation.
• Documents the City’s approach to
managing its water resources.
What is a WMCP?
Central Point developed a Water Management
and Conservation Plan (WMCP) in 2024 to help
the City manage its water supplies. The WMCP
is designed to align with state requirements
for WMCPs. The WMCP includes the following
components:
• A summary of the City’s water system that
provides a historical review of water use and a
description of available supplies.
• An account of the City’s water conservation
activities and a description of measures that
encourage efficient use of water by users.
• A plan to manage water use in the unlikely
event of a water shortage, including what the
City and customers can do to help reduce the
severity of a shortage.
• An analysis of future water needs and
available supplies.

Your Water Sources
Central Point’s water supplies are sourced
from Big Butte Springs and the Rogue River.
Medford Water diverts, treats, and transports
this supply to Central Point customers. Since
1927, Big Butte Springs has been a primary
source of drinking water in the region and
can provide up to 26.4 million gallons of
water per day to communities like Central
Point that rely on this source. The springs
is an underground water supply, while
the Rogue River is a surface water supply
that supplements the springs during the
summer when the productivity of the springs
decreases. The river water is treated at the
Robert A. Duff Water Treatment Plant before
being delivered to the City.
Summer Water Use
Water use in Central Point in the summer is
about three times greater than in the winter.
This difference is mostly due to increases in
outdoor uses of water, such as irrigation by
residential customers.
Benefits of Water Conservation and Conservation Tips
Water is a finite and valuable resource. Conserving water helps protect our water sources, keeps the
environment healthy by retaining water in our sources of supplies, and saves you money.
Outdoor Conservation Tips:
Use a carwash facility that recycles water instead of using
your hose.
Sweep—don’t spray—your driveways and sidewalks to
clean them.
Water your yard when temperatures are cooler, late at
night and early morning (11 P.M. to 5 A.M.). Adjust the
amount of water you use to match weather conditions.
Mulch around trees, shrubs, and garden plants to help
retain moisture and prevent weeds.
Indoor Conservation Tips:
Replace older showerheads with
water-efficient models and save up
to 40 percent more water.
Check for and repair leaks to save
money on water bills and help
conserve water. Running toilets,
dripping faucets and shower heads
are common areas for leaks.
Add a few drops of food dye to the
tank. If water in the bowl changes
color after 15 minutes, you have a
leak. This may be fixed by replacing
the flapper valve in the tank.

SUBJECT: Homeowner's Association Irrigation Audit Review
SUMMARY AND BACKGROUND:
Last winter, staff presented the Council with various water conservation tools utilizing
tiered rates. One of these was the establishment of a tier 2 irrigation rate. The rate
mostly affects Homeowners Associations (HOAs) and businesses with designated
irrigation meters. These meters serve a specific purpose as they are not billed with
RVSS as part of the average water consumption. The Council agreed to implement
the new fee but wanted our water staff to do audits of the highest users and delay the
rate until October 1, 2024.
This past spring, our water customer service technicians reviewed the highest HOA
users and audited their systems.The vast majority of the issues arose within the Twin
Creeks area, which has a number of associations and a variety of maintenance
levels. Attached are the audit reports. Most of the systems were in fine to good
condition. However, all of them had broken valves or heads or were watering
incorrectly. As part of the audits, changes were recommended that would reduce water
consumption.
Since then, we have reached out to all associations to ask if they would like us to
review their systems, after fixes may or may not have occurred. None of the
associations has requested a review. Based upon the existing use, all the
Homeowner's Associations will have Tier 2 rates affect them in the spring/summer of
2025. Staff would like to ask for another audit next spring before the irrigation season
to continue addressing the system's inefficiencies.
FINANCIAL ANALYSIS:
Based upon the current review of the last two years of water consumption, there has
only been a minimal improvement in a few of the Association's water consumption.

Before we began the evaluation we were able to have a conversation with Rico. Rico informed
us the sprinkler timers were being re-set for the upcoming watering season. He informed us of
the Days/Start Times/Length of watering for each controller. The consumption details are using
the refence points he provided as the base line for the Gallons Per Month.
GENERAL OBSERVATIONS
We visually inspect and manually ran random sprinkler stations/Zones at each of your
water meters to assess the configuration, general condition, and performance of your
system.

We ran water from controllers connected to the irrigation meters on the property.

The example below is based off a 10 year average the City of Medford created
containing percentages for the entire valley. It takes into consideration evaporation rates
for our climate. This example is a reference, adjust as needed to reflect actual weather,
site conditions and specific sprinkler used. Take into consideration that trees and shrubs
prefer less frequent watering one to two days a week for deeper root penetration
whereas grass prefers two to three days per week.

Landscape Sprinkler Evaluation Report
Thank you for participating in our Sprinkler Evaluation Program. Overall, your system appeared
to be in excellent condition. The majority of the issues we observed were either flagged for
repair, or one of you team verbally addressed the deficiencies before we reached the
Zone/Station. However, you can improve on its operation and increase water efficiency by
addressing those maintenance items and with seasonal adjustments for the watering schedule.
This report is provided as a summary of the observations and recommendations made during
the site visit.
GENERAL OBSERVATIONS

We collected program info including watering days, start times and Gallons per min.
Attached is a copy of Medford’s suggest watering schedule for Lawns and shrubs.

RECOMMENDATIONS
Your system is in great shape. Your grass strips appear to have good application efficiency
which is visible by the color. There are no dead spots. The only questionable thing we noticed
was the amount of water in valve boxes. The origin is unknown. It may be a good idea to
determine why they are full of water. Other than that fantastic job with your irrigation.

Commission. It is based off a 10-year study of the valley’s climate. I hope the Sample Watering
