PLANNING COMMISSION MEETING MINUTES
February 6, 2024

Commissioners Tom Van Voorhees (Chair),Kay Harrison, Pat Smith, Jim Mock, Alicia Van Riggs, Don Dixon, and Robin Stroh were present. Also in attendance were Planning
Director Stephanie Powers, Community Planner Justin Gindlesperger, and Planning Secretary Karin Skelton.

Kay Harrison made a motion to approve the December 5, 2023 Minutes. Alicia Van Riggs seconded. ROLL CALL: Kay Harrison, Pat Smith, yes; Jim Mock, yes; Alicia Van Riggs, yes; Don Dixon,

Natural Hazard Mitigation Plan Update
Community Planner Justin Gindlesperger gave an overview of the Natural Hazard Mitigation Plan. He reviewed the statewide planning goals and the Environmental Management Element. He
explained the Hazard mitigation planning process and the criteria for ranking risk for each natural hazard category. The Commissioners discussed the City’s protocols and expressed
significant concern regarding wildfire danger. They expressed enthusiasm for the proposed Community Center being planned in conjunction with Jackson County.
Minor Comprehensive Plan Amendment (Public Hearing)
Chair Tom Van Voorhees read the rules governing a quasi-judicial hearing. The Commissioners had no Conflict of interest, Ex Parte Contact or bias to declare.
The Public Hearing was Opened.
Planning Director Stephanie Powers explained the Minor Comprehensive Plan Map Amendment. She explained it includes changes to the General Land Use Plan (GLUP) Map and the Overlay Map
in the Land Use Element of the Comprehensive Plan. There were two locations. One on Taylor Road and North Haskell Street and one at 1777 East Pine Street.
She reviewed the property at Taylor Road and Haskell Street explaining a development is proposed for cottage style multifamily units to support affordable, age-in-place housing. This
will require a designation change from Civic to High Density Residential.
At 1777 East Pine Street the Housing Authority is proposing development of public affordable housing on a portion and selling the remainder for a combination of market-rate housing and
commercial use. She reviewed two scenarios
Change 7.4 acres to High Density Residential and retain 13.73 acres as Employment Commercial
Change 12.9 acres to High Density Residential and retain 8.23 acres as Emplyment Commercial.
The Commissioners discussed the options. Ms. Powers stressed this presentation is conceptual. A final scenario for the property has not yet been decided.
She reviewed the flood plain impacts and explained the criteria for approval.

Sheryl Young
Ms. Young stated she lives near Haskell and Taylor streets. She expressed appreciation of the open spaces. she said she enjoys the mature trees on the subject property and is concerned
that any development might remove them. Additionally she stated she was concerned about an increase in water consumption and wondered where the City got its water supply.
Mr. Van Voorhees said the area has been master planned for a long time.
Sylvia Lopez, Jans Court
Ms. Lopez stated she was concerned about traffic impact and the loss of the open space and the mature trees. She was also concerned about a decrease in her water pressure.
Killian Yates, Old Stage Road
Mr. Yates stated he lives in the County but recreates in Central Point. He expressed concerns about traffic impact and loss of open space. He was concerned about higher density development
close to the school.
Ms. Powers explained any discussion regarding trees and design would be evaluated during the site plan and architectural review process. She added that Municipal Code addresses open
space and landscaping requirements within the City. She added a traffic engineer’s evaluation indicated no additional impact from the Taylor/Haskell development.
Ms. Powers stated that Public Works has standards which require a standardized water pressure in throughout the city.
Ms. Powers reserved the right to rebuttal
Sheryl Young
Ms. Young wanted to clarify her concern was regarding water consumption and not water pressure. The Commissioners explained the sources and sufficiency of the City’s water supply.
Kiliian Yates
Mr. Yates asked if the current zoning was not changed would development still occur. Ms. Powers responded that development could occur but could be quite different than the current
proposals.
The Public Hearing was Closed
The Commissioners discussed thoughtful development and the proposed zone changes. They rs agreed scenario 2 was the best option for the Pine Street property.

yes; Robin Stroh. Motion passed.
Minor Zone Map Amendment (Public Hearing)
Chair Tom Van Voorhees stated the rules for a quasi-judicial hearing stood as previously read. The Commissioners had no conflict of interest. Ex-parte contact or bias to declare.
The public hearing was opened
Ms. Powers gave a summary of the application including the background and objective of the application. She reviewed the proposed zoning of the two locations.
The commissioners discussed the proposed zoning. They agreed scenario 2 would be their recommendation for the Pine Street property.

Mr. Yates asked for clarification of the zoning. The Commissioners reviewed the proposed zone changes to each property. They explained how the proposed zoning was compatible with the
surrounding areas.
Ms. Powers extended an invitation for any citizen who had any questions regarding land use within the City to come to the Planning Department and discuss it with City staff.
The commissioners explained the purpose and duties of the Planning Commission.
The Public Hearing was closed.
