The following staff were also present: City Manager Chris Clayton, City

7 Public Hearing
B. Home Occupation Permit Renewal Fee
Planning Director Stephanie Powers presented to the council a
Resolution adopting a Home Occupation Permit Renewal Fee. On
December 12, 2024, City Council approved Ordinance No. 2120
making various land development code amendments including
changes to Home Occupation Permit requirements. As part of the
amendments, Council established a one-year renewal period subject
to payment of a renewal fee and verification of compliance with the
requirements in CPMC 17.60.190. Currently there is not an adopted
renewal fee for Home Occupation Permits. At this time, City Council is
considering a $65 annual renewal fee.
Mayor Browning opened the public hearing, no one came forward and
the public hearing was closed.

Neil Olsen moved to approve Resolution No. 1811 the Resolution
of the City of Central Point setting a Home Occupation Permit
annual renewal fee.
8 Ordinances and Resolutions
A. Parks Ordinance Changes
City Attorney Sydnee Dreyer presented the second reading of the
Ordinance amending the Central Point Municipal Code Title 4 to add
new chapters 4.04 (rules and regulations of public parks-- defining
and punishing certain offenses against the public general welfare);
4.06 (bear creek greenway); 4.08 (skate park guidelines rules); and
4.10 (park violation — expulsion remedy) and repealing chapters 9.68
(rules and regulations of public parks-- defining and punishing certain ii..4

11 offenses against the public general welfare); 8.69 (bear creek
greenway); and 8.36 (skate park guidelines and rules). There were no
changes since the first reading.
During the discussion, Council raised questions about the speed
limits and whether all jurisdictions had similar language in their codes
regarding speed limits. Staff responded that the City of Medford has
the same speed limit, but they were unsure about the County's
regulations. Regarding enforcement, staff clarified that it is handled
on a case-by-case basis, depending on the situation.
Council also asked for clarification regarding the closure hours and
whether they exclude passage through the paved path. Staff
explained that the language was primarily aimed at addressing issues
related to vandalism currently being experienced.

Michael Parsons moved to approve Ordinance No. 2121 an

B. Resolution Adopting Council Rules of Procedure 2025
City Attorney Sydnee Dreyer presented to the Council a Resolution
adopting Council Rules of Procedure Effective January 2025. The City
Council is required, by Section 10 of the City Charter to adopt rules
governing its meetings. The Council rules were last amended in
January 2021 , via Resolution No.1524. The Council should review
r.,i and discuss the existing rules and either adopt the current version or
propose additions, deletions or amendments to the existing rules.
Council has directed a minor change to its Order of Business to allow

Rob Hernandez moved to approve Resolution No. 1812, a
Resolution approving the Rules of the City Council of Central
Point, Oregon effective January 2025.
A. Code Amendments to Allow Parklets in the Public Right of Way
Planning Director Stephanie Powers presented to the Council the first
reading of an ordinance amending CPMC 12.20.0202(A)(2) to allow
parklets and other similar structures in the public right-of-way.
Staff noted that a change would be needed to remove the section
concerning N. 2nd St, as the presence of bike lanes would prevent
the installation of a parklet in that area. Staff also noted a minor
revision to the draft ordinance from the language in the packet which
clarifies that both parklets and sidewalk cafés are permitted in the J
right-of-way upon issuance of a permit from the city.
Council inquired whether a tavern or restaurant with a parklet would
be permitted to serve alcohol in these areas. Staff responded that this
would be regulated by OLCC (Oregon Liquor and Cannabis
Commission) guidelines. Council also expressed concerns about how
parklets would integrate into the city's overall plan and whether they
could detract from other areas of the city.

Grey Zimmerman move to forward the Ordinance amending
section 12.20.020(A)(2) of the Central Point Municipal Code to
add a provision allowing parklets or other similar structures
within the public right-of-way and forward it to a second reading
with the recommended changes. t I
C. Resolution to Establish a Downtown Parklet Program

Planning Director Stephanie Powers presented to the council a
resolution to establish a downtown parklet program.
Council questioned the limit of two parking spaces for parklets. Staff
responded that this limitation helps maintain traffic visibility from
alleyways and other cross streets. Council also inquired whether
neighboring businesses would need to approve the parklet, as it
could impact parking for their customers. Additionally, Council asked
whether a business could trespass someone out of the parklet. Staff
clarified that since the business would be investing in the parklet, it
would be considered private property, and the business would have
the authority to manage access.

A. 2025 City Council Committee & Board Assignments
Council discussed changes regarding the designation of the liaison for
local boards, commissions, committees, and foundations.
B. Election of 2025 Council President
Council discussed the role of the Council President. Mike Parsons
nominated Rob Hernandez to serve as Council President for 2025.

C. Community Christmas Tree Location

Parks and Public Works Director Matt Samitore discussed with the
council the options for future community Christmas events. The
options given were 4th and Pine, Pfaff Park, City Hall, New
Community Center or the Community Park (Skatepark).
Council suggested testing a mobile tree at different locations to see
how it fits and gather feedback from citizens. They also recommended
planting a medium-sized tree at City Hall and observing its growth, as
well as planting trees at multiple locations to provide future options.
For 2025, staff was directed to speak with the property owners of 4th
and Pine to negotiate holding the Community Christmas event at that
location.
D. City Council 2025-2027
City Manager Chris Clayton presented the 2025-27 City Council goals
to the Council.
Most of the Council agreed with the presented goals. However, Mr.
Whitaker requested that staff review emails for clarification, as he
could not recall the exact wording he had sent. Staff will review the
emails, make any necessary adjustments, seek further clarification,
and present the resolution at the next meeting.
10 Mayor's Report
Mayor Browning reported that:
• She attended the Medford Chamber Forum.
• She attended the study session.
• She met with constituents.
• She attended the CASA luncheon with Medford Mayor Zerizinksky.
• She attended an all-day Elected Essentials training put on by the
League of Oregon Cities and CIS Insurance.
• She attended the Phoenix Economic Development Summit with City
Manager Chris Clayton.
11 City Manager's Report
City Manager Chris Clayton reported that:
• Monday morning he will be signing the documents to complete the
property transfer with School District 6. .—.

• This morning a car crashed into the library building, no one was
injured. The city is in the process of getting the damages repaired.
• Tuesday he attended the Economic Summit in Phoenix with Mayor
Browning.
• This week utility account holders will be receiving the newsletter
that has an article on the Diesel Tax; Monday he and Matt will be
sitting down with a reporter with the Rogue Valley Times.
• This week the City sent the annual funding to the Foods and
Friends program.
• We have seats available at the Denims & Diamonds Event being
held on February 7th, please let Rachel know if you would like to
attend.
12 Council Reports
Council Member Kelley Johnson reported that:
• She attended the study session.
• She attended the Rogue Valley Council of Governments board
meeting.
Council Member Brian Whitaker reported that:
• He is still working on two constituents concerns, he has been
reading ordinances and policies and will be requesting code
changes.
• He attended the League of Oregon Cities training in Phoenix.
Council Member Neil Olsen reported that:
• He had an interview regarding
• He listened to the study session recording.
Council Member Grey Zimmerman reported that he is looking forward to
attending the School Board meetings, the RVTD Board Meetings, and
the Citizens Advisory Committee meetings.
Council Member Mike Parsons reported that:
• He attended the Citizens Advisory Committee meeting.

• He attended Rogue Valley Sewer Services Board meeting.
Council Member Rob Hernandez reported that:
• He attended the Medford Chamber Forum.
• He attended the study session.
• He attended the TRADCO meeting.
• He attended the Jackson County Fire Dist. 3 Board meeting.
• He had lunch with Hank and Chris on Tuesday.
• He took Hank to the Rotary meeting on Wednesday.
13 Department Reports
Planning Directory Stephanie Powers reported that:
• The study session of February 24th will be on Climate and Friendly
and Equitable Communities followed by a Public Hearing on the
27th.
• There will be a special Planning Commission meeting on February
11th as well as the regular meeting on February 4th.
• Ferment and Fire submitted a mobile food vendor pod type 2 land
use application. ---•
• They also received a site plan and architectural review Scenic
Heights Phase II.
Police Chief Scott Logue reported that:
• He attended the Chiefs of Police Leadership conference with
Captain Bruce.
• They are focused on filling vacant positions, and have given a few
conditional job offers to potential new hires.
Parks and Public Works Director Matt Samitore reported that:
• President Trump's executive order put a hold on part of the West
Pine project.
• Dave Jacobs received a $57,000 grant for Urban and Community
Forestry Planning and Program Development .
• They had over 90 applicants for the two openings in the water
department and held interviews this week; they are hoping to fill two

vacancies.
• Jackson County Planning Department finally approved the permits
for the community center.
