I EI.S A RESOLUTION ADOPTING THE CITY COUNCIL GOALS FOR THE 2025-2027 BUDGET CYCLE WHEREAS, the City of Central Point is committed to fostering a family-friendly, safe, and livable community that cultivates a small-town feel by managing growth and inspiring meaningful connections between people and places; and WHEREAS, the City Council has identified strategic priorities to guide the City's policies, programs, and investments over the 2025-2027 budget cycle; and WHEREAS, the Council's strategic goals and objectives align with the long-term vision and priorities outlined in the City's 2040 Strategic Plan; and WHEREAS, the following goals have been developed to reflect the City's ongoing commitment to responsible governance, economic growth, community engagement, and quality of life enhancements for all residents; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1: Adoption of City Council Goals The City Council hereby adopts the following goals for the 2025-2027 budget cycle: 1. Youth Education and Involvement— Engage and inspire local youth to develop an interest in local government through education, leadership opportunities, and pathways for future civic engagement. 2. Fiscal Responsibility— Ensure a sustainable financial future by balancing the delivery of essential services, funding capital projects, and maintaining affordability for residents. 3. Active Transportation— Develop a connected and accessible active transportation network to enhance health, sustainability, and mobility throughout the community. 4. Community Policing and the "Central Point Way" — Expand and foster the City's community policing program to promote small-town values, approachability, and public safety. 5. Public Engagement and Transparent Communication— Enhance transparency and public participation by fostering communication between the City and residents to ensure informed and involved decision-making. 6. Government Efficiency and Effectiveness— Promote efficient governance by fostering collaboration between the City Council and staff to deliver major capital projects on time and within budget. 7. Economic Development— Encourage economic growth by streamlining the planning process, supporting local businesses, and implementing strategic land use policies. 8. Supporting Marginalized Communities and Accessibility— Foster an inclusive community by enhancing ADA accessibility and ensuring equitable access to resources and opportunities for all residents. 9. Enhancing Equity and Opportunity—Promote equity and fairness by ensuring equal treatment, fostering inclusion, and supporting public services and business development efforts. Section 2: Implementation and Review The City Manager is directed to incorporate these goals into City programs, policies, and budget planning efforts. Progress toward achieving these goals shall be reviewed periodically, with updates provided to the City Council and the public. Section 3: Effective Date This resolution shall take effect immediately upon its passage and approval. Cultivating youth engagement today will help build the next generation of leaders and policymakers for Central Point. Goal 2: Fiscal Responsibility Strategic Priority 2040 Strategic Plan: Responsible Governance Source: Councilmen Neil Olsen Goal Description: Ensure a sustainable financial future by balancing the delivery of essential services,funding capital projects, and maintaining affordability for our citizens. Goal 3:Active Transportation Strategic Priority 2040 Strategic Plan: Community Investment Source: Councilmen Neil Olsen Goal Description: Develop a connected and accessible active transportation network to enhance health, sustainability, and mobility throughout the community. Goal 4:Community Policing and the"Central Point Way" Strategic Priority 2040 Strategic Plan: Responsible Governance Source: Councilmen Mike Parsons Goal Description: Continually enhance the sense of safety in the Central Point community by expanding and fostering the City's community policing program. By policing the "Central Point Way,"the City will promote small- town values, approachability, and dedication to service, creating a welcoming and secure environment for all residents. Goal 5: Public Engagement and Transparent Communication Strategic Priority 2040 Strategic Plan: Community Engagement Source:Councilmen Mike Parsons Goal Description: Foster transparency and increase public participation by enhancing communication between the City and its residents. By proactively engaging the community,the City will ensure citizens are informed, involved, and empowered to participate in local decision-making. Goal 6:Government Efficiency and Effectiveness Strategic Priority 2040 Strategic Plan: Responsible Governance Source:Councilmen Rob Hernandez Goal Description: Promote efficient and effective governance by fostering collaboration between the City Council and staff, ensuring major capital projects such as the community center and Little League fields are delivered on time,within budget,and with maximum community benefit. Goal 7: Economic Development Strategic Priority 2040 Strategic Plan:Vibrant Economy Source: Councilmen Grey Zimmerman Goal Description: Foster economic growth by streamlining the planning process and implementing strategic land use zoning to encourage free-market development. Support the local business community through professional resources and grant opportunities that enhance their success and sustainability. Goal 8: Supporting Marginalized Communities and Accessibility Strategic Priority 2040 Strategic Plan: Community Engagement Source:Councilmen Brian Whitaker Goal Description: Foster an inclusive and supportive community by addressing the needs of marginalized populations, enhancing ADA accessibility, and ensuring equitable access to resources and opportunities for all residents.
