HomeMy WebLinkAboutCouncil Resolutions 1813 RESOLUTION NO. A RESOLUTION TO ESTABLISH A TEMPORARY PARKLET PROGRAM IN THE PUBLIC RIGHT-OF-WAY RECITALS: A. Revitalizing the downtown and promoting destination businesses is part of the City's strategy to foster a more vibrant economy in Central Point. B. Providing an opportunity for businesses to expand their operations outdoors or provide outdoor gathering space either in the public right- of-way or private property will generate greater pedestrian activity and help increase patronage and overall interest in the area. C. A Parklet is an on-street parking space that is converted to an outdoor seating or community gathering space. A parklet can include seating, plants, tables/chairs, public art and other approved amenities. D. To be successful, parklets must adequately address infrastructure, be tied to a specific location, be safe for public use, be easily maintained by the permittee and be capable of easy and fast installation and removal. E. At the August 8, 2024 meeting, the City Council considered the merits of establishing a temporary parklet program as a pilot and directed staff to prepare program guidelines, design standards, application requirements, fees and necessary municipal code amendments. F. The Parklet Program is contingent upon Council adopting an ordinance amending the Central Point Municipal Code to allow such structures in public right of way, which Council considered at its regular meeting on January 23, 2025. The City of Central Point resolves: Section 1. The City Council adopts Exhibit A, the Downtown Parklet Program ("Program"), which establishes the area of eligibility within the Employment Commercial Zone within the right-of-way on 1st through 6th Streets. Additionally, the Program establishes requirements for parklets including but not limited to location, amenities, prohibited items, dimensional standards, accessibility, Page I 1 Resolution No. I&lam ; Council Meeting 1/23/2025) platform materials, safety, drainage, sidewalk encroachment, waste removal, maintenance, shade coverings, vertical elements and signage. Section 2. The Program will take effect on April 1, 2025 and will sunset on December 31, 2029 unless extended by Resolution of the Council or codified as a permanent use.
