City Council Meeting Minutes
October 11, 2007
I. REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE
III. ROLL CALL: Mayor: Hank Williams
Council Members: Bruce Dingler, Dick Halley, Kay
Harrison, Walter Moczygemba, and Matthew Stephenson
were present. Mike Quilty was excused.
City Administrator Phil Messina; City Attorney Doug Engle;
Public Works Director Bob Pierce; Finance Director Jill
Turner; Police Chief Jon Zeliff; Development Services
Coordinator Matt Samitore, Public Works Director Chris
Clayton, and City Recorder Deanna Gregory were also
present.

IV. PUBLIC APPEARANCES
Representatives from La Clinica Del Valle invited the Council to attend their open
house on October 16, for the new Central Point clinic. The services are available
for low income and uninsured citizens. They are looking forward to working with
the City of Central Point on this project.
V. CONSENT AGENDA
A. Approval of September 13, 2007, City Council Minutes.
Kay Harrison evade a motion to approve the consent agenda as presented.
Dick Halley seconded. Roll call: Bruce Dingler, yes; Dick Halley, yes; Kay
Harrison, yes; Walter Moczygemba, yes, and Matt Stephenson, yes. Motion
approved.
VI. ITEMS REMOVED FROM CONSENT AGENDA
No items were removed.
VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
A. Second Reading -Ordinance No. 1908, An Ordinance Establishing
Guidelines for Large Trucks.
Public Works Director Bob Pierce stated this is the second reading of an
Ordinance limiting truck parking on specific streets in the city limits, and updates

the list of travel exceptions for truck traffic where it is necessary to deliver
products.
Matt Stephenson made a motion to approve Ordinance No. 1908, An
Ordinance Establishing Guidelines for Large Trucks. Bruce Dingler
seconded. Roll call: Bruce Dingler, yes; Dick Halley, yes; Kay Harrison, yes;
Walter Moczygemba, yes, and Matt Stephenson, yes. Motion approved.
B. First Reading - An Ordinance Establishing a Transportation Utility Fee.
Development Services Coordinator Matt Samitore explained that an Ad Hoc
committee of Council Members and City Staff reviewed several transportation
funding options with a Financial Consulting Solutions Group, Inc (FCS Group).
Their recommendation is a Transportation Utility Fee, based on Average Daily
Trips (ADT): residential fee is $4.98 per month, commercial fee ranges between
$20 and $300 per month. This is a 68/32 split. Most of the funding for Capital
Improvements comes from the declining State Gas Tax.
There was discussion regarding other available options. Pubic Works funds no
longer receive allocations from the General Fund. In order to get capital
improvement projects done, some kind of funding needs to be put in place soon.
Mayor Williams opened the Public Hearing.
Kathy Mons, Central Point Resident
Ms. Mons stated that the total trips for the truck companies needs to be
reviewed. She thinks they should pay more than recommended.
Debbie Miles, Central Point Resident
Ms. Miles stated that Redaway Trucking runs more than the listed ADT.
She doesn't mind the fee if the City can keep the trucks off residential
streets.
Brice Crowe, Central Point Resident
Mr. Crowe stated the Central Point Chamber and other businesses are
concerned that the ,
fees-City taxes will be so high that people will not want to open
businesses or purchase houses here. (Changed by motion on
10/25/07).
Bill Christy, Central Point Business Owner
Mr. Christy stated that the Business Community does not support this fee.
Government can not keep taxing people and businesses.
Rick Nunes, Central Point Business Owner
Mr. Nunes stated that this is nothing but a back door tax. The City should
look at other options.

Ms. Debo is appalled that the City wants more money without researching
all other options.
Ruben Robles, Central Point Resident
Mr. Robles asked why something this important wasn't put to a vote of the
people.
There was discussion regarding other options and the cost of sending a measure
to the voters. Council is not convinced that all other options have been
researched. They would like a committee to look at Franchise Fees, Gas Tax,
Urban Renewal Agencies, special assessments, and grants. Staff reminded
Council that most grants require some sort of matching fund which is not
currently available.
Mayor Williams appointed Council Members Mocxzygemba, Quilty, Stephenson,
Bill Christy and Debbie Miles to a new Ad Hoc committee to research other
options.
No action was taken on this Ordinance.
VIII. COUNCIL BUSINESS
Council Member Bruce Dingler asked about the issues that came out of the
Strategic Planning Process. City Administrator Phil Messina explained that most
of the key components of the Strategic Plan fell on the Planning Department.
Community Development Director Tom Humphrey has been busy with the RPS
process and the Twin Creeks Rail Crossing.
Council Member Walt Moczygemba stated that Council received a letter from Mr.
Shults regarding noise from the Amphitheater during concerts. Mr. Messina
stated that he will contact the Expo and see if they have received any complaints.
He will also contact Mr. Shults regarding this issue.
Council Member Dingler stated that he has received several calls about trash on
property within the City. He asked what the process is for the Community
Services Officer. Chief Zeliff explained the process. Mr. Barnett is working on an
Ordinance that will allow the enforcement of these issues.
Council Member Matt Stephenson is frustrated with the traffic circle in Twin
Creeks. He gets calls about parking issues all the time. Mr. Samitore stated that
Mr. Humphrey has talked with Brett Moore and they would like to give it a little
more time to allow construction in the area before making a decision to change
the direction.
IX. MAYOR'S REPORT
Mayor Williams reported that:
• He attended two RPS Pubic Hearings.

He attended the LOC Conference.
He has been dealing with issues at the Twin Creeks Soccer Fields. He
wrote a letter to the Pop Warner Soccer Club regarding police issues. He
stated in the letter that they would not be able to continue to use the fields
if they continue to have issues with the Police Department.
XI. CITY ADnIIINISTRATOR'S REPORT
City Administrator Phil Messina reported that:
• He attended a meeting regarding the Twin Creeks Rail Crossing.
• Monday night is a Study Session regarding the School District Excise Tax
and Flood Mitigation.
• He attended the LOC Conference.
• He has been elected to be the President for OCCMA.
• He attended the International City Managers Conference last week.
XII. COUNCIL REPORTS
Council Member Matt Stephenson reported that
• He has been appointed to the So-Redi Executive Board.
• He attended the first Annual Bite of the Rogue Valley.
• He will be out of town for the November 8~' meeting.
Council Member Bruce Dingier reported that he attended the Peoples Bank
ground breaking ceremony and the Twin Creeks Rail meeting.
Council Member Dick Halley reported that:
• He attended the LOC Conference.
• He attended the Study Session.
• He attended a Greenway meeting.
• The Central Point Chamber will be conducting a door to door campaign to
encourage downtown business owners to improve their store fronts.
Council Member Kay Harrison reported that:
• She attended the LOC Conference.
• She attended a School Board meeting where they explained SB1036, the
Construction Excise Tax.
Council Member Walter Moczygemba reported that he attended the LOC
Conference, a Transportation Planning Meeting and the Peoples Bank ground
breaking ceremony.
XIII. DEPARTMENT REPORTS
Finance Director Jill Turner reported that:
• Staff has been working on cross training and getting ready for the office
move.
• She has been working on Audit preparation and Fixed assets.

Public Works Director Bob Pierce reported that:
• The city will host a pig roast on Wednesday after work as a welcome back
for James Sollee and Ed Cobb.
• Staff has been working on water modeling and GIS inventory.
• Staff is running the street sweeper daily to keep up with falling leaves.
Public Works Assistant Director Chris Clayton reported that:
• Scenic/Upton/10t" project will be completed early and under budget.
• ODOT will be closing the Upton Bridge for about eight months.
• He will be having a meeting with ODOT to talk about CMAC Grants for
paving parking lots and alleys.
Development Services Coordinator Matt Samitore reported that:
• They have completed the estimates for the Sr. Center and will be
prioritizing the items for this year and return to the Budget Committee
next year for any additional work.
• The Blue Grass Downs Park will be complete next week under budget.
• There will be volunteers working on the Snowybutte Station Park this
weekend.
Police Chief Jon Zeliff reported that:
• They had one new officer start on October 1, and the second will begin
October 15tH
• The HTCU open house will be October 24`h from 9 -11.
• Police Office Specialist Micki Broeski is being trained on Data Analysis.
XIV. ADJOURNMENT
Kay Harrison moved to adjourn, Dick Halley seconded, all said "aye" and the Council
Meeting was adjourned at 8:55 p.m.
The foregoing minutes of the October 11, 2007, Council meeting were approved by the
City Council at its meeting of October 25, 2007.
