AMENDIIAENI' NO. 1
The State of Oregon, acting by and through its Department of Transportation,
hereinafter referred to as "ODOT" or "Agency", and City of Central Point, hereinafter
referred to as "City", entered into an intergovernmental agreement on February 28,
2011 ("Agreement"). Said Agreement covers a Transportation and Growth
Management grant for City of Central Point, East Pine Street Corridor Refinement
Plan.
It has now been determined by ODOT and City that the Agreement referenced above,
although remaining in full force and effect, shall be amended to include an addendum to
the Statement of Work. Except as expressly amended below, all other terms and
conditions of the Agreement, as previously amended, are still in full force and effect.
Exhibit A, the Statement of Work, shall be amended to include an Addendum to
Exhibit A Statement of Work.
This Amendment may be executed in several counterparts (facsimile or otherwise) all
of which when together shall constitute one agreement binding on all Parties,
notwithstanding that all Parties are not signatories to the same counterpart. Each copy
of this Amendment so executed shall constitute an original.
IN WITNESS WHEREOF, the parties hereto have set their hands as of the day and
year hereinafter written.
On December 29, 2008, the Oregon Transportation Commission ("Commission")
approved Delegation Order No. 2, which authorizes the Director of ODOT to approve
and execute agreements for day-to-day operations when the work is related to a
project included in the Statewide Transportation Improvement Program ("STIP") or a
line item in the biennial budget approved by the Commission.
On September 15, 2006, the Director of the Oregon Department of Transportation
approved Subdelegation Order No. 2, Paragraph 1, in which authority is delegated to
the Deputy Director, Highways; Deputy Director, Central Services and the Chief of
Staff, to approve and sign agreements over $75,000 when the work is related to a
project included in the Statewide Transportation Improvement Program or in other
system plans approved by the Oregon Transportation Commission such as the Oregon
Traffic Safety Performance Plan, or in a line item in the biennial budget approved by
the Director. The Director may also delegate to other Administrators the authority to

execute intergovernmental agreements over $75,OpU for specific programs such as
transportation safety, growth management and public transit.

Addendum to Exhibit a
Statetment of Work
for
City of Central Point
East Pine Street Corridor Refinement Plan
Task 3 Methodology shall be deleted in its entirety and replaced with the following:
Methodology: Based on land-use projections provided by City, Consultant shall prepare
transportation forecasts for two configurations (four-lane, and three-lane), for two land-use
scenarios, for a total of four forecasts.
Ongoing coordination with ODOT's TPAU during this task will be necessary for success.
Subtasks 3.1 and 3.2 shall be deleted in their entirety and replaced with the following:
3.1 Transportation Forecasts Report
Consultant shall prepare draft and final Transportation Forecasts Report, a summary and
presentation of modeling findings for 2034. Actions taken to prepare Transportation Forecasts
Report must include:
City shall provide the following two future land use scenarios to Consultant for the forecast
year 2034, based on a revised RVMPOv2 model, incorporating the OR62 Interim Solution
Bypass:
• No redevelopment, based on current City Comprehensive Plan
• Aggressive Redevelopment Scenario
Redevelopment scenarios will be used only for sensitivity testing. Consultant shall provide
model Transportation Analysis Zone (TAZ) structure to City. City shall provide population,
employment, and housing totals per TAZ within the redevelopment area to Consultant.
Consultant shall proportionately scale growth in TAZs outside of the redevelopment area to
maintain future control totals within the City and shall provide the scenario land use data to
ODOT for the creation of new model scenarios.
2. Consultant shall develop four future demand forecasts, based on: two development scenarios
(above), for one future year (2034), and two lane configurations (three-lane and four-lane).
Consultant must use TPAU's official model request form
(htt~//www.oregon.,gov/ODOT/TD/TPAU/M TravelDemand.shtml) to request modeling
services and allow at least four weeks from time of official request to when the model data
is needed.

Consultant shall develop a mesoscopic focus-area network for the area surrounding Pine
Street bounded by Maple Street, Front Street, Ash Street, Freeman Road, and 10`h Street that
utilizes local street level, node based operations delay for re-assigning the revised
RVMPOv2 travel demand model trip-tables to assist in post-processing model volumes. The
eastern network boundary must be established as Pine Street/ 10`h Street, with forecasted
volumes and analysis from the Exit 33 IAMP study used for the Pine Street/ 10~' Street
intersection and other locations to the east to avoid conflicting findings. The methodology
for creating the focus-area trip table and assigning the trip table to the mesoscopic network
must be approved by ODOT to ensure consistency with the regional travel demand model
trip patterns and traffic volume forecasts. Future year 2034 motor vehicle volumes must be
developed and post-processed using National Cooperative Highway Research Program
Report 255 guidelines, as coordinated with TPAU. Consultant shall document the
forecasting methods in a Traffic Modeling Methodology Memorandum for review and
approval by Agency prior to completing the traffic forecasts.
Travel demand forecasts must be presented in graphic format to illustrate and identify travel
volume and movements, points of conflict, and the effect of proposals (before and after
illustrations).
3.2 Tech Memo 4 (Forecast Future Analysis and Impact Mitigation Analysis)
Consultant shall prepare draft and final Tech Memo 4, a summary and presentation of analysis
findings for the future. Actions taken to prepare Tech Memo 4 must include:
For each forecast scenario based on "no redevelopment" land use assumptions that are
consistent with the current Comprehensive Plan:
Consultant shall analyze vehicular, pedestrian, bicycle, and freight movements in the
Project Corridor. Consultant shall use analysis methods per ODOT's Analysis
Procedure Manual. Turning movements, pedestrian activity, LOS, and v/c ratio must be
reported for each intersection. Consultant shall use the Highway Capacity Software
ARTPLAN module to determine separate vehicular, bicycle, pedestrian, and transit
segment LOS for comparative purposes. Consultant shall obtain parking utilization data
for two blocks (four block faces) of East Pine Street, and estimate and incorporate delay
due to parallel parking maneuvers into operational analysis. Consultant shall compare to
the OHP v/c ratio standards for state-controlled intersections for the no-build scenario,
and the Highway Design Manual v/c ratio standards for the build scenarios and City
LOS standards for City-controlled intersections. Consultant shall use micro-simulation
to determine 95`"percentile queues on intersection approaches and travel times and
average speeds along Pine Street.
2. For each of the forecast scenarios, Consultant shall identify mitigation necessary to
maintain an acceptable minimum LOS for City-controlled intersections, or v/c ratio for
state-controlled intersections. Consultant shall provide estimated costs of mitigation for
2034. Consultant shall summarize mitigations and costs in the Tech Memo 4.

For the aggressive redevelopment land use scenario, only a sensitivity analysis of operations
will be performed, including motor vehicle operations analysis at study intersections and a
qualitative assessment of the potential impacts on bicycle and pedestrian travel along Pine
Street.
1. Consultant shall use analysis methods per ODU"1"s Analysis Procedure Manual. Motor
vehicle LOS and v/c must be reported for each intersection. Consultant shall compare to
the OHP v/c ratio standards for state-controlled intersections for the no-build scenario,
and the Highway Design Manual v/c ratio standards for the build scenarios and City
LOS standards for City-controlled intersections.
2. For each of the forecast scenarios, Consultant shall provide a qualitative assessment of
the potential adequacy of mitigation developed for scenarios consistent with the
Comprehensive Plan.
Consultant shall prepare revisions to draft Tech Memo 4 after TAC & POC meetings.
