City Council Meeting Minutes
November 8, 2007
I. REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE
III. ROLL CALL: Mayor: Hank Williams
Council Members: Bruce Dingier, Dick Halley, Kay
Harrison, and Walter Mocygemba were present. Mike
Quilty arrived at 7:02 p.m. Matt Stephenson was excused.
Community Development Director/Assistant City
Administrator Tom Humphrey; City Attorney Doug Engle;
Public Works Director Bob Pierce; Police Chief Jon Zeliff;
Finance Director Jill Turner; and City Recorder Deanna
Gregory were also present.
IV. SPECIAL PRESENTATION -INTRODUCTION OF VIPS GRADUATES
Police Chief Jon Zeliff introduced six new volunteers for the Central Point Police
Department: Howard Johnson, Bob Coleman, Gloria Neumann, Barbara Tenney,
Kirby LeBaron, and Charles Hewitt. He explained that the volunteers have put in
over 4300 hours over the last year.

There were no public appearances.
VI. CONSENT AGENDA
A. Approval of October 25, 2007, City Council Minutes.
B. Authorization of Street Closures -Community Christmas
C. Approval of Traffic Safety Committee Recommendations.
Mike Quilty made a motion to approve the Consent Agenda as presented.
Kay Harrison seconded. Roll call: Bruce Dingier, yes; Dick Halley, yes; Kay
Harrison, yes; Walter Moczygemba, yes; and Mike Quilty, yes. Motion approved.

Vlil. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
A. Resolution No. 1159, A Resolution assessing Costs for Weed
Abatement at 372W10AC Tax Lot 220 -445 W. Pine Street, and
372W03DD Tax Lot 2000 - 262 N. Second Street, Central Point Oregon.
Finance Director Jill Turner stated that the Public Works Department was forced
to cut weeds at 445 W. Pine Street and 262 North Second Street in July. The
property owners were notified prior those dates that the weeds needed to be cut
because of fire danger. The City did not receive a response from the property
owner's and proceeded with the abatement. The owners were notified by certified
mail of the cost associated with the City cutting the weeds. Neither property own
has responded to the repeated request for payment. The attached resolution
assesses the cost for weed abatement in the amount of $275 for 445 W. Pine
Street and $515.50 for 262 N. Second Street. There was discussion regarding
the difference in the amount charged for each address.
Mike Quilty made a motion to approve Resolution No. 1159, A Resolution
Assessing Costs for Weed Abatement on 372W 10AC Tax Lot 220 - 445 W.
Pine Street, and 372W03DD Tax Lot 2000 - 262 N. Second Street, Central
Point Oregon. Kay Harrison seconded. Roll call: Bruce Dingier, yes; Dick Halley,
yes; Kay Harrison, yes; Walter Moczygemba, yes; and Mike Quilty, yes. Motion
approved.
lX. BUSINESS
A. Planning Commission Report
Community Development Director Tom Humphrey presented the Planning
Commission Report for November 6, 2007:
1. The Commission approved a Conditional Use Permit to construct a Southern
Oregon Head Start facility on the Central Point Elementary Campus in the R-
1-6 zoning district. The Head Start facility was contemplated at the time of the
original site plan review with the understanding that the facility would go
through this process. The Commission judged the proposal to be consistent
with the City's conditional use criteria and imposed a number of conditions,
the most significant of which was to preserve the Third Street View Corridor
as described in the Downtown Revitalization Plan.
2. The Commission approved a Site Plan for the Southern Oregon Head Start
facility on the Central Point Elementary Campus in the R-1-6 zoning district.
The new building will be constructed to compliment the existing elementary
school and administration building architecture and building materials. The
Commission concurred with a staff analysis that there is sufficient parking to
accommodate the addition of another building on the CPE campus.
3. The Commission approved a Site Plan to expand the Conger-Morris, Central
Point Funeral Chapel in the TOD Corridor-GC zoning district. The facility
expansion includes the modification of a receiving area, additional indoor
temperature controlled storage, and astate-regulated crematorium. The

Commission determined that the proposal was consistent with the uses and
modifications permitted by the Municipal Code. The applicants wi(I be
required to make various frontage improvements to include a new sidewalk
and additions{ landscaping. They will also remove andJor relocate a sign and
fence on the property.
4. Under miscellaneous items, Commission members were introduced to the
new Community Planner Dave Jacob and were also given a copy of an APA
publication called "The Commissioner". A status report about the RPS
progress and the results of the regional public hearings was also given.
Mike Quilty made a motion to approve the Planning Commission Report as
presented. Dick Halley seconded. Roll call: Bruce Dingler, yes; Dick Halley,
yes; Kay Harrison, yes; Walter Moczygemba, yes; and Mike Quilty, yes. Motion
approved.
B. RPS Status Report
Mr. Humphrey stated that the RPS Policy Committee held two public hearings to
receive feedback regarding the Regional Plan. In order to address the testimony
received from those hearings, the Committee has asked that the participating
jurisdictions consider the specific statements directed toward their growth areas.
After authorization to continue is received from the jurisdictions the draft plan will
be sent to state.
Mr. Humphrey summarized the comments that were directed toward Central
Point's urban reserve areas. He presented maps and excerpts from the regional
plan.
There was discussion regarding the inclusion of the CP-6 areas. There may be
some hesitation because it is located in EFU designated areas. The MPO does
not see any fatal flaws for any of the recommendations. They are confident the
traffic model will support the growth areas.
Kay Harrison made a motion to affirm the proposed urban reserve areas
and forward that recommendation to the RPS Policy Committee. Mike Quilty
seconded. Roil call: Bruce Dingler, yes; Dick Halley, yes; Kay Harrison, yes;
Walter Moczygemba, yes; and Mike Quilty, yes. Motion approved.
C. Discussion of November and December Council Meeting Dates
Mr. Humphrey explained that the next regularly schedule Council meeting falls on
Thanksgiving Day. The second regularly scheduled meeting in December falls
two days after Christmas. Staff believes there is enough business to hold two
meetings before the end of the year.
Mike Quilty made a motion to cancel the regular meeting of November 22,
and reschedule the December meetings to the 6~' and the 20"'. Walter
Moczygemba seconded. Roil call: Bruce Dingler, yes; Dick Halley, yes; Kay
Harrison, yes; Walter Moczygemba, yes; and Mike Quilty, yes. Motion approved.

X. COUNCIL BUSINESS
Council Member Kay Harrison would like to see a list of annexation applications
that have been presented to the City. She is also interested in the abatement of
properties around the City that have accumulated junk. Police Chief Jon Ze{iff
stated that the Community Service Officer is working on an ordinance to help
enforce clean-up on blighted property.
Council Member Dick Halley thanked the two Boy Scout troops for attending
tonight's City Council meeting.
Xt. MAYOR'S REPORT
Mayor Williams reported that he:
• Attended the RPS meeting.
• Attended a Realtors Luncheon.
• Woutd like the Council to start thinking about City Administrator Phil
Messina's upcoming review.
XII. CITY ADMINISTRATOR'S REPORT
Community Development Director/Assistant City Administrator Tom Humphrey
reported that:
• City hall will be closed on Monday in observance of Veterans Day.
• City Administrator Phil Messina will be back in the office November 13tH
• He attended the street utility ad-hoc committee meeting.
• There will be a meeting in City Hall on November 14"', to review the new
General Services Contract if Council is interested in attending.
XIII. COUNCIL REPORTS
Council Member Mike Quilty reported that:
• He attended an RPS meeting.
• He attended the street utility fee ad-hoc committee meeting.
• He had a two hour conference call regarding the Northwest Corridor
Commission.
• He is working on the commuter rail process.
• He has heard the Governor will be proposing a carbon fuel tax.
Council Member Walter Moczygemba reported that he attended the RVTD open
house, the street utility fee ad-hoc committee meeting, and researched the
Diamond Arena project.
Council Member Kay Harrison reported that she attended an RVTD Board
meeting and the open house, and the Fair Board volunteer recognition dinner.

Council Member Dick Halley reported that he attended the Greenway meeting.
They have prepared an Intergovernmental Agreement for each of the
jurisdictions to review.
XIV. DEPARTMENT REPORTS
Public Works Director Bob Pierce reported that:
• Crews are currently using the Vac truck to clean storm drains.
• The annual leaf pick up will begin November 26~'.
• They will start tree trimming soon and will begin with trees that are
obstructing street signs or vision triangles.
• They are working with the Medford Water Commission on the water model
and future reservoir sites.
Finance Director Jill Turner reported that:
• Staff is still in the process of providing information to the Auditors.
• She is working on the water revision ordinance.
• She has been working on the LID financing options.
• She is working on franchise negotiations.
Police Chief Jon Zeliff reported that:
• They are currently recruiting for new volunteer Explorers.
• The Community Services Officer graduated from the crime prevention
academy. He will now be able to do home security assessments.
• The city now has five neighborhood watch areas.
• The GEM Car was unveiled on October 31St
• Halloween was fairly quiet this year, other than one motorcycle accident on
Pine Street there were no major issues associated with the holiday.
Council Member Moczygemba asked if the City would be putting a Pan Handlers
Ordinance in place now that Medford has passed theirs. Chief Zeliff stated that
there are currently state codes in place and Central Point has not had any issues
with panhandlers in the past. They would like to wait and see if the two cities that
have passed those types of ordinances, are able to enforce them.
XV. ADJOURNMENT
Mike Quilty moved to adjourn, Kay Harrison seconded, all said "aye" and the
Council Meeting was adjourned at 8:30 p.m.
The foregoing minutes of the November 8, 2007, Council meeting were approved by the
City Council at its meeting of December 6, 2007.
