City. Council Study Session
June 18, 2007

Mayor Williams called the meeting to order at 6:00 p.m.
II. ATTENDEES Mayor: Hank Williams
Council Members: Dick Halley, Kay Harrison, Bruce Dingier,
and Matt Stephenson were present.
City Administrator Phil Messina; Parks and Recreation
Manager Matt Samitore; Community Development Director
Tom Humphrey; Planning Manager Don Burt; Public Works
Director Bob Pierce; Deputy Public Works Director Chris
Clayton; Flood Manager Stephanie Woolett; and City Recorder
Deanna Gregory were also present.
III, BUSINESS
A. Pine Street Present and Future
Community Development Director Tom Humphrey explained that the Urban Core
of Central Point is the downtown area. The transportation and downtown
redevelopment committee will consist of business owners. This is not currently a city
- committee, they will meet as needed and the Community Development Department
will be invited to those meetings.
Jim Hanks with JRH Transportation explained that the City of Central Point Strategic
Plan Goal #2 directs the city to create a plan to revitalize and redevelop the
Downtown in support of retail, office, housing, arts and entertainment. Tonight's
study session is to decide what the Central Point Business District should look like.
Safe Transportation should include the Highway 99 business area.
• reduce speed on Hwy 99 to 35 mph in the business district.
• there will be a light installed at the high school when the Rail Crossing
is complete to help with traffic speed.
• we should begin work on this section immediately to encourage the
artisan corridor.
• the city can add visual items to help slow traffic in this area.
• Access to businesses for pedestrian and truck traffic delivery without
restricting, traffic.
• Council does not want down town changed to three lanes. They are
afraid it will bottle neck traffic.
• the business owners do not feel it is worth the trouble to try and fix the
downtown area for pedestrian traffic.
• Council highly recommends changing the block on Pine Street
between 1 and 2"d back to the way it use to be so traffic does not
bottle neck.
• the businesses downtown are not concerned about increasing
pedestrian traffic, they do not feel they are reliant on pedestrians.
Their clients drive and go to their businesses. They do not rely on
people walking by for business.
• Council and businesses would prefer no more bulb outs.
• Council would like to see one of the crosswalks at the post office
removed .
• New businesses should be added to Oak and Manzanita.
Planning Manager Don Burt explained the challenges he had when Medford
redeveloped the downtown area. Central Point should focus on economy, history,
design, housing, transportation and partnerships when redeveloping the downtown
area. We should be supporting destination businesses that are already in town and
encourage more along hwy 99.
Conclusion: The next step will be to revisit the current downtown plan and goals.
They need to sit down with the downtown merchants and go over the plan.
B. Griffin Creek Flooding at Flighway 99
Engineering Tech Stephanie Woolett explained the current memo on the 100 year
flood flows. There may be a problem with the Twin Creeks area if culverts along
Hwy 99 are not enlarged. It will take time, money and cooperation with the state to
improve them. The City does not currently have a study of Jackson Creek. Staff
should know in a few weeks what FEMA will recommend for this area.
Conclusion: Ms. Woolett will work with the property owners and developers on this
issue to make sure they are out of the flood way.
