CITY OF CENTRAL POINT Parks Commission, Meeting August 2, 2000 Public Works Director Lee Brennan, Police Chief Mike Sweeny, and Deputy Recorder Deanna Gregory were also present. • VI. REGULAR MEETING CALLED TO ORDER The meeting was called to order by Planning Director Tom Humphrey at 7:05 p.m. ROLL CALL: Carol Fischer; Ralph Hale; John LeGros; and Jeff Smith were present. Chairperson Bob Gilkey; Nancy Hanson; and Sarah Richards were absent. INTRODUCTION OF NEW MEMBERS REVIEW OF PARK COMMISSION DUTIES Mr. Humphrey presented the Commission with the Duties of the Park Commission. PUBLIC APPEARANCES Mac Lewis, Central Point resident spoke on behalf. of Central Point Youth who are interested in turning Liberty Park into a skateboardpark. He stated that the youth of Central Point.would be interested in helping anyway that they can to create a skateboard park. -There was discussion regarding the placement of Liberty•Park being too close to the Railroad Tracks and South Pacific Highway and for safety reasons this would not be a good place for teenagers to hang out. There were other suggestions such as the property between the Gleaning House and the Cookhouse on South Pacific Highway, the lot next to the Power plant and the High School on Highway 99, three lots at 4th and Oak are up for sale, or the Family Fun Center. It was decided that Mr. Humphrey will contact Roseburg for information regarding a skateboard park there, and City Staff will contact the owners of the lot between the Gleaning House and the Cookhouse. Mr. Lewis will contact the youth and they will try and design above ground structures they would like to have at the park. Mr. Humphrey closed the Public Appearances portion of the meeting. BUSINESS A. Introduction of Parks ~ Open Space Plan for Central Point TOD Paul Morris spoke regarding the Central Point TOD area parks, open space, street tree and land use plans. He stated the TOD committee would like the Parks Commission to offer design ideas and themes for the parks: Mr. Hale suggested a park that will allow dogs. Mrs. Fischer suggested Basketball Courts. Mr. Sweeny suggested lots of lighting and noise abatement. Mr. Smith suggested recreational areas for large picnic gatherings. B. Update on Jason Menteer Memorial Park Mr. Brennan updated the Commission on the Memorial Park for Jason Menteer. He stated that the Public Works Staff have designed and done most of the work to create an adult oriented park in this area. There will be a gazebo, a fountain, and horseshoe pits. The `~, Dedication of the Park will be September 9th at 10:00 a.m., after the City dedication there will be an Indian dedication in memory of Mr. Menteers background. C. Preliminary Design Plans for.Southeast (Moore Subdivision) Park Mr. Brennan presented the preliiminary plan for the Southeast park on Gatepark Drive. He stated that the park will have a walking path, picnic tables, a full size basketball court, play equipment like the one at Phaff Park. He estimates that the park will be completed sometime this fall, or early spring. D. Parks and Recreation Position Mr. Brennan explained that the Budget Committee approved a Parks and Recreation Position to be added to the Public Works staff. He explained the things that this position will be accomplishing. E. Northeast Park Land Clean-up 8~ Development Schedule Mr. Brennan explained the future plans for the new park land located on West Vilas Road. He stated that volunteers are needed to help clean.the area prior to development of this park. Mr. Smith asked what needed to be done in order to get the neighborhoods involved. Mr. Brennan stated that adults are needed at this point because there is a lot of scrap metal on the property. Mr. Smith will try and get volunteers from the neighbor hoods in that area. F. Regional Park Update ' Mr. Brennan explained the challenges that have presented themselves regarding this project. Chris Pellet from the Jackson County Citizens League stated that the J.C.C.L. is interested in assisting Central Point in creating this park. She stated that the League is ready to go to the County Commissioners to encourage the sale of the proposed property to Central Point. She would like the City to provide information to help with a campaign flyer. A suggested name for th'e park could be Heart of the Valley Regional Park. She • would like information regarding!i local churches, equestrian groups, nature groups, sports clubs and teams, Chamber and Rotary Members. VII. ADJOURNMENT The Central Point Parks Commission Meeting was adjourned by consensus at 9:20 p.m. •
