MEETING CALLED TO ORDER Mayor Williams called the meeting to order at 7:40 p.m. II. ATTENDEES Mayor: Hank Williams Council Members: Bruce Dingier, Mike Quilty, Allen Broderick, Carol Fischer, and Kay Harrison. Planning Commission: Connie Moczygemba, Tim Schmeusser, Chuck Piland, and Mike Oliver. Citizens Advisory Commission: Jeff Pfiefer, Herb Fazber, Larry Martin and Sam Inkley Jr. City Administrator Phil Messina; Development Director Tom Humphrey; and City Recorder Deanna Casey were also present. III. BUSINESS A. RPS Update Community Development Director Tom Humphrey explained the back ground regazding Regional Planning for Jackson County. This is the first attempt to try to plan growth on a regional basis in the State of Oregon and they are still working the bugs out of the process. He presented the Draft Regional Plan and urban reserve growth maps for all the areas involved in the process and explained the different issues associated with Gibbon Acres and other lands in that area. The Tolo azea will be included because of Erickson Air Crane and the availability of municipal services to that area. The Tolo area will be industrial use when it is annexed into the City. The RPS application explains the legal aspects of the proposed areas. In order to be prepared for the Central Point Public Meetings he recommends reading Chapters 3 and 4 of the Plan which pertain to Central Point. Jackson County held their second public hearing today. Staff will attend the County meetings when they are discussing Central Point. The County is taking the lead on the process and has asked the Cities to hold their own process. These public hearings will lead to a Comp Plan update for the County and the Cities. After the County Commissioners have adopted their Comp Plan revisions, the cities will be able to proceed with their updates. Mr. Humphrey presented the proposed public hearing schedule for Central Point starting with the Citizens Advisory Committee open house on March 9`s, 2010, at 6:00 p.m. After the CAC has a recommendation, the Planning Commission will have public hearings, and both recommendations will be heard at the Council is planned to heaz the recommendations at their May ] 3`s and 27`" meetings. City of Central Point Joint Study Session February 25, 2010 Page 2 A Thousand Friends of Oregon might appeal some of the exception lands which would cause a delay in the final form being sent to LCDC. Other than that the public has been involved in the process all along. There have been plenty of opportunities for the citizens to voice their concerns. If a citizen approaches the city about being included in the process it is recommended that an adjustment be considered after the process has been completed. Once the regional plan has been completed the State allows for adjustments in five to ten yeazs. It would be easier to make amendments after the process is complete because only that city would be involved. It was decided in the beginning that the entire county wanted to participate in this process. The advantages of doing the process regionally are joint agreements between cities and the county, and it is easier to plan regional transportation issues that will enhance the entire valley. Central Point needs to expand our UGB and staff is ready to submit a UGB expansion request as soon as the RPS process is complete. If anything happens to stall the completion of the 12PS, the City will be ready to submit a plan to the County and State to include the property already discussed in 12PS. Conclusion: This was an informational update to provide the Council, Committee and Commission members with the Public Hearing dates and information for those meetings. B. Zoning Ordinance Update Mr. Humphrey stated that staff has been working with the local property owners to amend the C-4 and C-5 zoning requirements for Central Point. The new recommendation will concentrate on design standards in order to help keep the "Small Town" feel for Central Point as stated in the 2007 Strategic Plan. The Business owners aze cun•ently looking over the recommendations and will be back in touch with the City soon. There was discussion of what a "Small Town Feel" is. It would be good to have a specific definition of what we really want. People may not think a Small Town Feel is the same thing. Conclusion: Staff is waiting on the property owners to review the recommendations. Council wants to keep the property and business owners involved and encouraged staff to proceed with the recommendations. IV.
