Ordinance and report back to this committee.
The Committee would like to add their presence to community events by
participating in the Friday night festival and 4`" of July parade. They will look into
hosting the pancake breakfast for the festival.
There was discussion on ways to let the community know what they are doing. A
Committee member will work with the City of Medford's Multicultural Committee
to see what they have axomplished, they will ask to join with the City of Medford
for the Cultural Awareness Month activities and promote Central Point.. They will
work with Outreach to find grants and other organizations for resources.
ACTION ITEMS:
• Marilyn Wilbur will contact local restaurants to see 'rf they would like to get
involved.
• Shannon Moulin and Deanna Casey will work on the pancake breakfast idea.
• Amy Sweet and Jaymey Sweeney will work with the School Districts to get
information to them and see what they are teaching about Cultural
Awareness.
• Carol Robbins will research the intemet on what other committees and cities
have been able to accomplish.
• Shannon Moulin will check with the Southern Oregon Multicultural
Committee.
• • Deanna Casey will make name badges for the first few meetings and events.
• Jill and Shannon will contact the Parks and Recreation Department about a
booth at the Friday night festivals.

MEETING CALLED TO ORDER -
Chair Shannon Moulin called the meeting to order at 6:00 p.m.
II. ROLL CALL: Roll call: Shannon Moulin; Jill Gregg; Linda Lochard; Carol
Robbins; Jaymey Sweeney; Amy Sweet; and Marilyn
Wilbur were present.
City Administrator Phil Messina and City Recorder Deanna
Casey were also present.
III. BUSINES
A. Welcome and Introductions
Committee Chair Shannon Moulin asked the committee members to introduce
themselves and explain why they wanted to be on this committee.
B. Meeting Management and Expectations
Mrs. Moulin stated that meeting will be held quarterly on the 2ntl Monday of the
• months of February, May, August and November. The committee has agreed
that 6:00 p.m. is a good time. They were all presented a copy of the cities'
Acceptable Use Policy which has to be signed and then the Committee will be
issued City email accounts. They were given a booklet on Parliamentary
Procedures which will be followed for all meetings. City Recorder Deanna Casey
will send the agenda items to committee members by email.
C. Defining the Muki-Cultural Committee
Mrs. Moulin stated that the Council appointed this committee to help with
diversity within the City of Central Point. She is hoping that all members will be
able to voice their ideas and work on them as a committee. This committee will
be a voice for the city in regards to tolerance and acceptance.
D. Community Projects
Linda Lochard stated that she just spent time in the Salem area where they have
a special Graffiti Committee. This committee is charged with removing any graffiti
that is found in the City limits. She was wondering if Central Point has a
committee of this kind or if this committee would be interested in doing this kind
of project.
Mr. Messina stated the Police Department has been working on a Graffiti
Ordinance. If a committee was interested in removing graffiti they would
have to do so quickly. This would not be a wait till the weekend type of
project. The important thing about removing graffiti is to da it quickly. He

C. Appointment of Sub-committee members
Chair Moulin stated that she has been informed that she can appoint non
members to work with the sub-committees. Any interested person is
welcome to complete an application and submit it to the City Recorder for
consideration.

posted on the street they are assigned. Members would be interested but
feel they need more information.
B. Sub-committee updates
Education Subcommittee:
There was discussion of meeting the 3rd Tuesday of each month at 6:30
p.m. in the Bridge Room at City Hall. They feel there will be more
interaction with the Schools once school has started.
Marilyn Wilbur asked if the Committee was interested in diversity training.
She would be willing to research the issue and return with a report at the
next committee meeting. Ms. Duran stated that she has access to
educational material and knowledge about grant opportunities for this
type of committee. Ms. Boardman explained the process of becoming a
non-profit and that most grants are awarded to non-profit organizations.
She explained the option of partnering with another non-profit to apply for
grants. Mrs. Moulin will speak with the school district about grant
partnerships
The next meeting for the education subcommittee will be September 8th.
Events Subcommittee:
• The committee would like to start meeting monthly on the 2"d Tuesday at
6:30 p.m.
Marilyn Wilbur stated that they will have a booth at the Friday Night
Festival on August 21". It will be an information booth if anyone would like
to help, set up is at 6:00 p.m.
Mrs. Moulin stated that the 4t" of July event was very successful. She
presented several new brochures she has received from her contacts.
Mrs. Gregg would like to check with local businesses for promotional
materials to hand out at the events.
Parks and Recreation Coordinator Jennifer Boardman explained what the
Committee could do at the Battle of the Bones event. They could sell
popcorn and split the proceeds with the Parks Foundation. The
Committee decided they would not have enough people to man the entire
event, but they will consider this for next year.

REGULAR MEETING CALLED TO ORDER
Chair Shannon Moulin called the meeting to order at 6:00 p.m.

Council Member Kay Harrison and City Recorder Deanna Casey were also

III. APPROVAL OF MINUTES
A. Approval of June 8, 2009, Committee Minutes
Shannon Moulin made a motion to approve the minutes as presented. Jill Gregg
seconded. Minutes were approved as presented.
IV. PUBLIC APPEARANCES AND CORRESPONDANCE
• Autumn Chadbourne introduced herself and stated that she is interested in
serving on the Education Subcommittee and has submitted her application to be
considered. She explained her background and had met Shannon Moulin at the
4N of July event.
Blanca Duran introduced herself and stated that she is interested in being on the
committee. She explained her background and is very interested in serving on
the Multicultural Committee. She would like to be involved and could be a
translator for the committee at events. Mrs. Moulin stated that she would like to
have the brochure translated into Spanish and will be in touch with more details.
V. BUSINES
A. New Business
Committee Vacancy:
Mrs. Moulin reported that Linda Lochard has resigned from the
committee. The City Recorder has advertised in the newsletter and will be
taking applications for another week. A recommendation will be presented
to the Council for appointment on August 27"'.
Adopt a Road Project:
Debbie Saxbury would like to know if the Multicultural Committee would
like to participate in a new "Adopt a Road" program she is trying to get
together for the City. It will be a yearlong commitment and a sign will be
E. Gty Council Interest- Carol Fischer from the Central Point City Council attended the
meeting. She had some questions about the meaning of multi-culturalism and her
interest in learning more about our activities. She expressed her admiration in young
people and their ease in accepting one another and being open to diversity. Her
questions and comments sparked a greater discussion about what multiculturalism
meant. She will also attend our November meeting.

I. MEETING CALLED TO ORDER

IV. BUSINESS
A. NIOT Review- Jaymey attended the 'Not In Our Town' training which consisted of
participants from Ashland, Medford and Central Point. There, she met a CHS drama
teacher along with other CHS students. Jaymey is concerned that some of the NIOT
videos and materials are outdated. She also felt that more training and observation was
needed before we could present information to classrooms.
B. Crater High School- Caleb Zilmer discussed the International Club at Crater High and
brainstormed ways we could work together on future project or events. The
International Club has 30 members and Darcy Rogers is the advisor. Within the group
are two sub-committee's which include the NIOT committee and the Invisible Children
Committee (Child Soldiers in Africa), The NIOT subcommittee attended the same
training as Jaymey and was energized by the program. They plan Co spearhead NIOT
programs and activities at CHS. Amy will be attending the club's next meeting this
Thursday, October 15th from 12:30-SPM to introduce us to them. She will also be
learning more about their motivations about multi-cultural and diversity issues. The
International Club leadership will attend our November 9th mule-cultural committee
meeting.
C. Big-Picture Ideas- We also discussed some big-pictures ideas. Caleb mentioned his
desire to see us adopt a sister city where students can participate in foreign exdiange
programs. Autumn discussed her desire to see us introduced or presenting within the
schools by Martin Luther"King Day. A community wide 'Cinco de Mayo' celebration was
also discussed.
D. Classroom Accessibility- There were concerns that the NIOT materials would need
approval by the school district or school administration before they could be shown
or taught. Jaymey will contact the Superintendent to schedule a meet and greet, and to
discuss NIOT. Autumn and Amy will attend that meeting.

V. BUSINESS
A. Old Business
a. Subcommittee Chair Appointments: Mrs. Moulin stated that she has
appointed Jamey Sweeney as the Chair person for the. Education
Subcommittee and Jill Gregg as Chair for the Events Subcommittee.
These ladies will be the contact people for these committees and will give
reports at each meeting.
b. Education Subcommittee Report: Ms. Sweeney gave a brief
overview of the NIOT (Not In Our Town) Program that is starting in
Medford and Ashland. This is a new program that fhe committee should
look into for Central Point. Ms. Sweet stated that she attended a meeting
at Crater where students were discussing the NIOT Program. Committee
members may view a video presentation at NIOT.org. This is a good
starting point to begin discussions about participating in the program.
Ms. Sweeney stated that Crater High School would like to see the City
participate in Sister City events.
The Committee would like to see the Council approve a proclamation
• regarding diversity in Central Point.

• c. Event Subcommittee Report: Jill Gregg reported that the
Multicultural Fair held in Medford had a good attendance. Marilyn Wilber
stated that she brought flyers from other organizations for the committee
to review
B. New Business
a. Chairperson Report: Mrs. Moulin reported on:
• Southern Oregon Historical Society is looking for volunteers to
help restructure for today's needs. Ms. Chadboum would like to
work with SOHS as a liaison. Council member Kay Harrison
stated that the Cities' 120 year video should be complete in
December. The Committee and SOHS could use this video as a
celebration tool.
Debbie Saxbury is working with the City to implement an Adopt a
Road program for the City. After it is approved by Council the
Committee would be interested in adopting a road for the
program.
Monthly E-alerts will be sent to interested citizens through the
website. Mrs. Moulin will send out an email updating the list of
subscribers. if members would like to include information please
have it to her by the 20'" of each month.
• She attended a Jackson Oaks Neighborhood Association meeting
• and introduced them to what the committee is trying to achieve.
She has researched some online grant opportunities. If any of the
committee members have experience with grant writing the
committee may be able to receive money for projects.
• Debbie Saxbury is trying to solicit interest and money to purchase
a banner introducing Random Acts of Kindness week for February
15 - 21~'. For more information you can go to

C. Miscellaneous
• It was brought to the attention of the committee that the deaf
community should be considered in our diversity outreach.
• The City Recorder will be posting the Quarterly Packets on the
website and then send out an email to the members to download.
• It was suggested that the names of the committee members be
removed from the committee brochures. When there is a change
in committee members it will require all new brochures. It is more
economical to not include member names when reproducing the
brochures.
• There was discussion that suggestion boxes could be made to
post at events. This would give the committee ideas of what the
community would like to see this committee involved in.

EDUCATION SUB-COMMITTEE MEETING MINUTES
January 11, 2010
I. MEETING CALLED TO ORDER
H. ROLL CALL: Jaymey Sweeney, Amy Sweet and Autumn Chadbourne
III. PUBLIC APPEARANCES: None
IV. BUSINESS
A. NIOT UPDATE: Autumn was unable to attend the December NIOT meeting due a death in the
family. Jaymey will forwazd Autumn the list serve information to be notified of the next meeting.
B. Cmter High School International Club at CHS-
1. Amy will check in with the international student club and attend their next meeting.
This is mostly to check-in with the group, and to be updated on then progress and
activities and offer assistance/ support where needed.
2. Amy will contact District 6 Superintendent Randy Gravon to schedule an
introductory meeting. Shannon would like to attend this meeting. Amy will notify
everyone of the meeting time. The following issues will be discussed:
• introduce our sub-committee,
• • discuss NIOT, discuss the city of central point multiculturalism awazeness awazd,
• hear his thoughts about multi-cultmal awazeness issues within the schools,
• find out the best way to get in touch with educators concerning announcements we
might have
• and invite him to attend the next Multi-Cultural committee meeting.
3. The teacher of the CHS Drama club is raising funds for his group to go to Edinburgh,
Scotland. Jaymey's son has attended some of his drama workshops and Jaymey will be
in touch with him on how the multi-cultural committee can support their efforts.
C. Diversity/Multi-Cultural Awazeness Award Martin Luther King Day-
As away to honor Marlin Luther King, Jr Day within the schools, the committee wants to develop the
"Central Point Multi-Cultural Awazeness Awazd" to be awarded to a local high school student who
promotes tolerance and acceptance among their peers. The following aze examples of ways a student
might merit a nomination (taken from the Rockville Human Rights Coalition):
• promote peace within school
• break down barriers between groups
• promote acceptance among all their peers
• develop a peer mediation program
• develop an awareness project highlighting diversity
The Rockville Human Rights Commission of Rockville, Maryland has a "Martin Luther
King, Jr. Youth Award" and we would like to use their same application and announcement
format. The examples listed above aze taken from their announcement form. CHS teachers and
staff would nominate the students, and the City of Central Point Multi-Cultural Committee
would select the chosen candidate. Nominations will be due November 30m, 2010 so that a
student can be selected by Martin Luther King, Jr. Day 2011. Whether or not to attach
scholarship money to this award was discussed, and we will revisit this idea in the future. Issues
of how we raise scholarship money, and how/when we would spend that money in time for the
student to go to school need to be reseazched.
Autumn will schedule a meeting with city administrator Phil Messena. This meeting will be to
discuss the "Central Point Multi-Cultural Awareness Award" and make sure is in accordance
with city policies/procedures. Autumn will follow up with Shannon and subcommittee
members following the meeting.
