Bob Matthews was absent. III. APPROVAL OF MINUTES Commissioner Piland moved to approve the Minutes of the August 6, 1991 Planning Commission Meeting Minutes. Commissioner Bettenburg seconded the Motion. Roll Call Vote: Bettenburg, yes; Fish, yes; Governor, yes; Hugo-Johnson, yes and Piland, yes. The Motion passed by a unanimous vote. ,~ IV. CORRESPONDENCE -None ,, V. BUSINESS A. Public Meeting -Review Development Plan for Griffin Creek Estates. George Rubaloff referred to the items listed in his Staff Report of September 3, 1991, vvhich were: LocatiomMap, Certificate of Posting, Reduced Copy of the Development Plan, Public Works Staff Report dated -August 27, 1991 and Sample Consent Statement and entered them into the record by reference: - Larry Blanchard, Public Works Director reviewed his staff report of August 27, 1991, and explained that the Development Plan outlines a base for- reviewing any necessary requirements- in that particular development. There were no conflicts of interest or ex 'pane' communication on the part of the Commission, Chairperson Ellard opened the Public Meeting. Herb Farber, 102 Corcoran Lane, Central Point came forward as the representative for Ted Branch, Nadine Branch, Bob Bauman in support of the Development Plah. ~O1 w~ 0 tl C/TY OF CENTRAL PO/NT P/arming Commission Meeting Minutes September 3, 1991 -Page Two The Commission asked Herb Farber if there was an Agreement reached between the Presbyterian Church and the Applicants for the proposed Nadine Avenue. Mr. Farber said that they had a verbal commitment, but that the Church wanted to make sure. the wording was, correct for a written agreement. The Commission also needed to know about Lot #12 on the Plan which was a flag lot. Mr. Farber explained :Ghat he .had revised the configuration of the 15 lots on the Plan and that the 15 lots now did not contain a flag lot. Staff reminded Mr. Farberthat the revised plan needed to be in place for the City Council Meeting on September l 9, 1991.. In answer to the Commission's concern about drainage, Larry Blanchard assured them that the Master Plan shows adequate drainage. No one else came forward in support of or in .opposition to the Development Plan. Commission Chairperson Ellard closed the Public Meeting. Mr. Farber remained seated at the table during the Public Meeting on the Tentative Plan. .Commissioner Fish moved that they approve the Development Plan for Griffin Creek Estates located generally south of Flagstone Subdivision in the vicinity of where Corcoran Lane intersects with West Pine Street. (37 2W 10A6 Tax Lots 2100 and 2500) by minute motion, subject to conditions contained in the Staff Report dated 8/27/91. The Motion was seconded by Bettenburg: Roll Call Vote: Bettenburg, yes; Fish, yes B. Public Meeting: Tentative -Plan -Review: and recommendation for a Tentative Plan for Griffin Creek Estates located generally south of Flagstone Subdivision in the vicinity of where Corcoran Lane intersects with. George Rubaloff, Administrative Assistant referred to his Staff Report of .September 3, 1991, and the attached items, .which were the Location Map, Certificate of Posting, Tentative PIan.Application, Reduced Copy of Tentative Plan, Assessors and Aerial Maps and Public Works Staff Report dated August 27, 1991 and entered them into the record by reference. .~. ~~ ~~ 'r'xoO ~ ~,~ C/TY OF CENTRAL PO/NT P/arming Commission Meeting Minutes September 3, 1991 -Page Three Larry Blanchard reviewed his Staff Report of August 27 1991, and entered the following corrections for the record. -0n the Conditions listed, #4 would be taken out as Lot 12 is not now a flag lot. This would cause all items to be numbered down 1 number. ptem 5 becomes Item 4, etc.) On No. 13, the wording is Fiood Plain (Not Flood Plan). No. 15 of the Conditions would become#14, and would read as follows: A Traffic Control Signing Plan shall be included as part of the final construction plans, and will be installed by the City and all costs associated vvith Traffic Control Sign installation shall be paid for by the Developer. Nd''parking will be allowed along the curbs adjacent to lots 2, 3, 4, 5, 6, and 7: Item # 23 shall now read: "A 25' clear vision area at all" intersections shall be noted as a part of the Subdivision Construction plans. An additional condition is added as item #27 and would read: "Where there is a discrepancy between Title 17 and the Covenants and Restrictions for the subdivision, if the CC&R's are less restrictive, Title 17 shall prevail. George Rubaloff also made a correction to the wording in the Resolution, which would now read "Park SDC" rather than "Park Dedication". The Commission expressed• concern about fire and safety equipment turn-around room in that type of cul-de-sac. Mark Servatius, Fire Chief/ Building Official'talked' about the room needed to turn fire apparatus around in the cul-de-sac and the reason for no curbside parking. No one else came forward In support of or in opposition to the approval of the Tentative Plan. C. Staff Report, dated September 3, 1991, and entered the following items into the record by reference: The Location Map, Certificate of Posting for Public Meeting, Tentative Plat Application, Assessors Map and PW Staff Report dated August 27, 1991. Mr. Rubaloff informed the Commission that Mr. Malot and Staff had reviewed the conditions previous to the Planning Commission- Meeting. Larry Blanchard made the following corrections to .his .Staff Report dated August 27, 1991: In the Conditions, the paragraph between Items 14 and 15 became Item #15, and all remaining items moved up one number,. (#15 became #16, etc.) and an Item #27 was added which reads as follows:."Where there is discrepancy between Title 17 and the Covenants and Restrictions for the Subdivision, if the CC&R's are less restrictive, Title 17 shall prevail." There were no conflicts of interest or ex parte communication on the part of the Commission. Chairperson. Ellard opened the Public Meeting.; Tom Malot, Applicant, 525 Renee's Circle, Central Point, Oregon came forward in support of the Tentative Plan for Phase II of Unit 3 of Jackson Creek Estates. Staff clarified the status of the Park Dedication, that this phase of Jackson Creek Estates would still come under the Dedication process, and that any new phases beyond Mr. Malot's planned 200 units would come underrthe nevv Park SDC requirement. Commissioner Piland moved that the Commission approve Resolution No. 227, a Resolution Recommending Approval for a Tentative Plan for Phase 11 of Unit No. 3 of Jackson Creek Estates, located generally where Vincent Avenue extends in a southerly direction from existing phases of Jackson-Creek Estates. (37 2W 10TL 3100) (Applicant: Tom Malot) Commissioner Fish seconded the Motion. Roll Call Vote: Bettenburg, yes: Fish, yes: Governor, yes; Hugo-Johnson, yes; and Piland,yes. The vote was unanimous and the motion passed. F. Public Meeting -Site Plan Review and determination fora Community Recreation Center located at the southwest corner of Oak and First Street (37 2W 10AA TL 3600) (Applicant: Dale Mauck for First Baptist Church). George Rubaloff, Administrative Assistant, referred to his Staff Report of August 27, 1991 and entered the following items into the record by reference: -~ Location Map, Certificate of Posting, Site Plan Application, Tax Assessor and - Aerial Maps, Planning Department Site Plan Review Requirements, and Public Works Slt Pian Review. Rubaloff explained that the applicant would have to revise the on-site, in order to position off-street parking out of the Public Right of Way. Rubaloff reviewed the Planning Department Site Plan Review Requirements. Larry Blanchard referred to his report of August 29, 1991 and reviewed the conditions from the Public Works Department. There was no ex-pane communication or conflict of interest on the part of the Commission, Chairman Ellard opened the Public Meeting. Dale Mauck, 2348 Beatl Lane, Central Point and Jeff Venables, 52 Oak Grove, Medford came forward in support of the proposed Recreation Center. After staff's explanation of the requirements, the Applicants stated that they would be willing to go through the lengthy process of having land vacated in order to meet the parking requirements. Because of the changes needed in the site plan to meet requirements, the Applicants voluntarily withdrew their application, while they make other arrangements to request vacation of public right of way that is the northerly '~?l~~lt,l ~Q~ area adjacent to Oak. (Then applicants would re-apply). ' VI. Appendices VII. Miscellaneous -There were no miscellaneous items. VIIL Adjournment Commissioner Bettenburg moved that the meeting be adjourned. Commissioner Piland seconded the Motion. The Meeting was adjourned on a unanimous voice vote. We have included both existing and proposed site plans to provide a clear picture of the scope of work being proposed. The purpose of the proposed site plan modifications is to create additional-parking and better on-site circulation to serve a proposed addition and remodeling of the Central Point Medical Group Clinic. The present site has 51 designated parking spaces. The proposed site plan would create 72 designated spaces for a net gain of 21. As part of the proposed site plan, a partial vacation of the mid-block alley between Fifth & Sixth streets wi1T be requested. This vacation will allow the development 'of approximately nine new parking spaces and improve the on-site vehicular circulation. The existing alley has no public utilities located `in its boundaries. The private utilities situated in the alley will be granted a full public utility easement for all future service, repairs or modifications. In addition, a full cross-access easement will be given to allow the same level of access to the site that is presently available. The Central Point Medical Group is the largest family practice group of physicians in the Rogue Valley. They have over a forty year history of professional healthcare service to the Central Point community and southern Oregon. In planning the proposed expansion of their existing clinic, they have made a long-term commitment to provide the best and most accessible healthcare services to the southern Oregon area. Applicant-owner-agent shall ensure that the building expansion on the northerly end of Tax Lot 2200 complies with the special requirement on secondary arterial streets which calls for the setback to be 45 feet from centerline of 1~1an?.A~;ta Street. 2 3 Applicant-owner-agent shall ensure that lighted signing and lighting is designed so that direct rays are not toward or parallel to the public street for 'highway' or directed toward any property which 'is residentially zoned. Applicant-owner-agent shall provide off-street parking. at a standard that is equivalent to one space for every 200 square feet of gross floor , area of the Central Point Medical Center.- Applicant-owner-agent shall provide said parking according to the following design requirements. and attached illustration of parking standards: a. The standard size for automobile parking spaces shall be nine .feet in width by twenty feet in length. A compact car parking space shall be eight feet in width by fifteen feet in'length. b. .The driveway width shall be a minir,mm of twenty feet and a maximum of thirty feet. .. U1~ ~~ ~ ~~ - ,, c. All areas utilized for off-street parking, access and maneuvering of vehicles shall be paved with durable materials for all-weather use and shall be adequately drained to prevent the flow of run- . off water across sidewalks or other pedestrian areas. d. Required parking areas shall be designed with painted striping or other approved method of delineating the individual spaces. e. Parking spaces shallbe designed so that no backward movements or other maneuvering takes place within the street or other public right-of-way. f. Parking spaces located along the outer boundaries of a parking. lot shall be contained by a curb or a bumper- rail so placed to prevent a motor vehicle from extending over an adjacent property line, a public street, public sidewalk, or a required landscaping area. g. Parking,. loading or vehicle maneuvering areas shall 'not be located within any portion of a setback area along side the street which is required to be landscaped. 4. Applicant-owner-agent shall ensure that all projections from buildings do not project more than eighteen (18) inches into a required open 'space area. 5. Applicant-owner-agent shall provide for clear vision areas on the corner where Man~an;ta and Sixth. Streets intersect. east west alley adjacent to the westerly property line. -Said clear vision area shall contain no planting,. fence, wall, structure, or temporary or permanent obstruction exceeding forty-two (42) inches measured from the top of curb, excepting trees as,provided in Section 17.60.110 of the Central Point Municipal Code. The clear vision triangle shall be measured in accordance with Section 17.60.120 of the Central Point Municipal Code, and shall be a minimum 15 foot triangle for the street intersection and a 10 foot triangle for the street alley intersection. 6. Beall Lane, Merriman Road shall be constructed to a 48' curb to curb width 100 ft. south of the-subdivision's -ingress/egress and. north to ,the aquthwest property corner with tapers to match pavement widths. The widening shall include curbs/gutters, sidewalks, street .lights,. storm drainage, street improvements. for a southbound left turn pocket on Merriman Road, and a northbound right turn pocket, minimum width 48', curb to curb. Farwest Avenue shall be widened to a 60' right of way at Merriman Road to provide two 12' lanes and one 18' lane at 40' curb to curb,. at the entrance.
