I. MEETING CALLED TO ORDER AT 7:05 P.M.
II. ROLL CALL: Present were Garth Ellard, Candace Fish, Karolyne Hugo-
Johnson,llatearrival) Bob Matthews and Chuck Piland. Rick Bettenburg
was absent. Lloyd Governor was sworn in as the new Commissioner.
Also present were Larry R. Blanchard, Public Works Director, and Cecelia
Gordon, Planning Commission Secretary. Administrative Assistant
George Rubaloff was out of town due to illness in his family.
III. APPROVAL OF MINUTES:
A. Commissioner Fish (Rayburn) moved to approve the June 6, 1991
Minutes, and the Motion was seconded by Commissioner Matthews
Roll call Vote: Fish, yes; Governor: abstain, Matthews; abstain, Piland,
i yes. The Motion carried unanimously.

V. BUSINESS
A. Proposed Resolution 222 denying applications for Conditional Use
Permit, Planned Unit Development Permit .and Site Pian approval for
West Park Place, aten-unit residential develo mp ent proposed at the
Northeast corner of Bursell Road and Beall Lane (37 2W 11 D TL 2200-N.
2201-N and 2202-NI (Applicant: Roger Richardsonl.
There were no conflicts of interest or ex parte communication on the
part of the Commission, Chairman Ellard opened the Public Meeting.
Larry Blanchard, Public Works Director, referred to the proposed
Resolution in the Packet and the letter from the Richardsons preferring
that their application lapse.

Commissioner Piland made a motion to approve Resolution 222.
Commissioner Fish seconded the Motion. Roll Call Vote: Fish, yes;
Governor, yes; Hugo-Johnson, yes; Matthews, yes; Piland, yes. The
Motion carried unanimously.
B. Puhlir Meeting -Resolution No 223 - Review and Recommendation regardino
Application for Final Subdivision Plat for Stonecreek No. 4. Phase I located
generally where the most southerly extension of Glenn Way connect to Beall
Lane (372W 1ODA TL 100 200 301 and 4001 (Applicant Gary Whittle -
Pacific Crest Properties. Inc.1
There were no conflicts of interest or ex parts communication on the
part of the Commission. Chairman Ellard opened the Public Meeting.
Larry R. Blanchard, Public Works Director referred to George Rubaloff's
Staff Report of June 24, 1991. He also referred to the following
exhibits and entered them into the record by reference: Vicinity and
zoning map, Certificate of Posting for Public Meeting, Proposed Final Plat
(folded copy attached to Agenda) Tentative Piat approved on February
21, 1991, Public Works Staff Report, and proposed Resolution
recommending approval of Final Plat. Blanchard also handed out copies
of a small map to the Commission.
Larry Blanchard informed the Commission that the developer will
probably begin construction within the next two weeks.
Herb Farber, Farber Surveying, 843 E. Main St., Suite 110, Medford,
Oregon, and Gary Whittle applicant, P 0 Box 1488, Medford, Oregon
came forward to support the Resolution approving the application for
Final Subdivision Plat for Stonecreek No. 4, Phase i.
Gary Whittle informed staff that this subdivision was not in the Rogue
Valley Irrigation District. Larry Blanchard answered that Rogue Valley
Irrigation District has requested that all new subdivision plats in Central
Point be signed with their signature before recording.
Also Larry Blanchard requested approval from the Commission for his
determination of the amount of the Letter of Credit. The developer will
have one year to complete all the conditions or the City will draw on his
Letter of Credit.

No one else came forward in support of or in opposition to the proposed
Final Subdivision Plat.
Chairman Ellard closed the Public Meeting.
In answering the Commissions question, Mr. Farber said that
monumentation would be completed when ail the underground utilities
are in.
Larry Blanchard explained to the Commission that Glenn Way would still
be a collector street, but that it would be built to a residential standard
as the City had narrowed the Right of Way.
Larry also informed the Commission that the Bond would not cover the
whole job, but only that part that is remaining.
I Commissioner Piland moved to approve the Resolution. Commissioner

carried unanimously.
C. PUBLIC MEETING -RESOLUTION # 224 Review and Recommendation to the
Cjty Council regarding request for Final Subdivision Plat approval for Phase I of
Jackson Creek Estates No. 3, located in the southwest quadrant along the

There were no conflicts of interest or ex parte communication and
Chairman Ellard opened the Public Meeting.
Larry R. Blanchard, Public Works Director referred to George Rubaloff's
Staff Report of June 25, 1991 along with the following exhibits and
entered them into the record by reference: Vicinity and Tax Assessor
Maps, Certificate of Posting for Public Meeting, Application for Final Plat,
City Council Resolution No. 582, Proposed Final Plat, Tentative Plat
approved on May 18, 1991, Public Works Staff Report, and Proposed
Resolution recommending approval of Final Plat.

Larry Blanchard pointed out fo the Commission that in the Conditions
listed on Page 67, that #2 had been met and the monumentation had
been completed.
Tom Malot, Applicant, 525 Renee Circle, Central Point, Oregon came
forward in support of the proposed approval of the Final Subdivision Plat
for Phase I of Jackson Creek Estates No. 3.
The Commission did not have any questions of Mr. Malot.
Mr. Blanchard explained to the Commission that this Subdivision did not
require a Letter of Credit as all improvement will be completed prior to
issuing any building permits. No one else came forward in support of
or in opposition to the proposed resolution.
Commissioner (Rayburn) Fish moved for approval of the proposed
resolution.
Commissioner Hugo-Johnson seconded the Motion, RoII Call Vote: Fish,
yes; Governor, yes; Hugo, yes; Matthews, yes; and Piland, yes; the
Motion passed unanimously.
VI. MISCELLANEOUS
The Commission vvas asked for their consensus regarding the Final Plat
Review. They all agreed that if there were no changes between the
preliminary Plat Review and submission of the Final Plat, that it would
not abe necessary for the Commission to go through a Final Plat Review.
Also the Commission requested that they be provided copies of the City
Council Minutes.
VII. ADJOURNMENT
Commissioner Matthews moved that the Meeting be adjourned.
Commissioner Piland seconded the Motion,. The Motion was carried
unanimously by voice vote.

Public Hearing - Review and determination regarding request
for conditional use permit to operate a graphics and silk
screen business at 411 East Pine (37 2W 2CC TL 5600 & 5700)
(Agents for property owner Noel Moore - Cindy Wall and Gilbert
Dale Wall, Off the Wall Silk Screen)
The Planning Commission is scheduled to conduct a public hearing, review the
evidence and testimony and then decide whether to grant or deny the permit
request to operate a printing shop in the C-3 zone.
Cindy and Gilbert Wall have conducted a silk screen and graphics business as a
home occupation within the City since January, 1990. The business has grown and
subject to obtaining a City permit, the Walls wish to operate in a larger space
in the City!s Downtown Business District (C-3). The proposed operation includes
a silk screen printer, silk screen dryer unit, washout sink, computer graphics
and',:areas to provide for graphic layout and customer service. The proposed
business is similar to printing and lithography and therefore most appropriately
falls under the conditional use classification listed under CPMC 17.40.030E.
In;acoordance with CPMC 1.24, the property owners of record within a 100 foot
radius bf the proposed site were sent notices regarding the permit request and
scheduled hearing.
The, proposed use would be conducted in an existing building. City records
indicate that the existing building was legally established prior to the
establishment of the applicable zoning rule. Moreover, the proposed use is less
intensive than the previous use (Post Office) and would not .cause any greater
;demands for off-street parking: Therefore, the proposed use"could be exempted
from`off-street parking requirements.
Judging by the proposed layout of equipment, work areas and internal. circulation,
it appears that the site is adequate to serve the use.
Public Streets
East'Pine has approximately 20,000 trips per day and is capable of handling
between '20,000 and 30,000 trips per day before the City must eliminate street
,parking, The proposed business is expected to generate 10 trips per day. East
Pine is' in-good condition. Based upon this data, the site is adequate with
regard to vehicular access.
The.,'-proposed site is an existing building. Therefore, staff has no zoning
concerns regarding setbacks, building height, walls, fences, outdoor lighting
'he intended use of the washout sink may require industrial sewer inspection and
permit. Backflow protection may also be required on water lines serving the

,Planning and Public Works Departments recommend that the following specific
3tion'be attached to the permit if approved by the Planning Commission.
Permit holder or his assignee shall apply for a review of the off-
street parking requirement if the proposed business shifts from a
"phone and delivery" to a "walk-in customer" system, or for any
future printing, lithography and publishing businesses which may
operate at this site under the authority of this permit.
The wash out of inks could place this facility into a possible
industrial sewer category. A sewer use form shall be completed and
a complete inspection of the facility prior to beginning operation.
If an NPDES permit is required, the owner shall complete all
necessary steps required by the NPDES permit.
A review of the plumbing shall be completed prior to beginning
operation to determine if backflow prevention is required. If
backflow protection is required, the owner shall take the necessary
steps as required by the City.

Notice is hereby given that the Central Point Planning Commission will conduct
a public hearing to review a Conditional Use Permit application submitted by
Gilbert Dale Wall on behalf of property owner Noel Moore. Said application
proposes to operate a graphics and silk screen business at 411 East Pine. The
site is located within the downtown Business District (C-3 zone) and is further
described as Jackson County Tax Assessor Map 37 2W 2CC Tax Lots 5600 and 5700.
The proposed business will be operated within an existing structure known as the
old Post Office Building.
The proposed land use is a conditional use within the C-3 zone, and the
application will be reviewed in accordance with conditional use standards
outlined in Chapter 17.76 and applicable zoning regulations of Title 17 of the
Central Point Municipal Code.
The Public Hearing is scheduled as follows:
Date: Tuesday, August 6, 1991
Time: 7:00 p.m. (approximate)
Place: Central Point City Council Chambers

Said hearing will provide for an opportunity for testimony and for questions to
be answered. Individuals may submit written comment no later than Thursday,
July 29, 1991. Testimony and written comment must be directed toward the
criteria which is applicable to the proposed land use.
Pursuant to CPMC 1.24.070(5)(C) and ORS 197.763(3)(e), failure to raise an issue
during this hearing, in person or in writing, or failure to raise an issue with
sufficient specificity to afford the decision-maker and the parties an
opportunity to respond to the issue will preclude appeal to the Land Use Board
of Appeals based on that issue.
The application, applicable criteria and staff report will be available for
inspection at Central Point City Hall on Friday, July 30, 1991 at approximately
3:00 p.m. or for copies of same at 15 cents per page.

We as owners and operators of Off the Wall Silk
Screen, are requesting a conditional use permit to conduct
business at 10 N. 4th Street in Central Point.
The business in question is a Graphics and Silk Screen
Business. We take 9096 of our orders over the phone. We also
provide to our customers deliveries. Our business is dealt with
volume. We don't anticipate heavy foot traffic in our shop. We
feel the traffic generated by our business will in noway effect
the land usage of the neighborhood community.
A Ifftle back ground into our business. We have a
graphics art dept. that can produce business logos, and put
that logo in print on a garment. We do volume business with
large groups, churches, clubs, schools, business, government
offices, etc. We can produce a logo or use camera ready art
and produce this on a substrate, such asJackets-t-shirts-hats.
About 6596 of the business is Graphics, the Graphics dept. is well
equip, with art lay out, drafting, computers, lasers and art
material. This dept will take up about 33-45°~ of the business
site. As we deal in volume we need adequate area in which
to print these Items, this area will take up to about 33°k of the
site.
The printing Is done with a plastisol ink that needs to
cure at 280-300 degrees. There are no fumes or chemicals that
could harm the enviroment of the neighborhood. The printing
area will have ventalation in the printing and the wash out
area. This vent is used mostly for pulling heat out of the room,
not chemicals.
We willprovide an area of about 6X15 in the front of
the site for customer use only. This will be used for pick up (is
needed) it will also be blocked off so that client are not
permited to be in the printing area.

We will have no supplies outside of the shop/Deliveries
will be made at the side entrance at 4th Street. These deliveries
are light and made by U.P.S.
A. The business site proposed is adequate in size fora
Screen Printing shop/Graphics shop. We will have 2 spaces to
the rear of the building for off side parking. There is a side door
on 4th street to accomodate deliveries. 50 % of all
merchandise is delivered by myself or husband. We don't
generate much foot traffic. We fell we would in noway affect
the land usuage of the neighborhood.
B. This business site Is located in the major downtown
area on E pine Street, the traffic would not refelect any
significate change by our business in this area.
C. This site will have no effects on neighboring
property. Remodling the exterior building would visibly improve
the site. The only interior changes would be the ventalation
system for the dryer-washout booth and electrical to
accomodate the computer and dryer. The signs from our
business will be limited to the exterior windows.
D. The silk screening business complies with all
regulations and health codes for safety and health. The noise
level is that of a air conditioner. We have no odors or fumes or
vibrations. We will conduct business during normal business
hours Monday thru Saturday.

Off the Wall Silk Screen doing business at this location. Ali
supplies used are bio-degradable and ventalated.
#3. We have 2 off road parking areas for our
business. The business wlll house around 780 sq ft. with a 6 X 15
area in the front for clients.

OPERATING A PRINTING, LITHOGRAPHY AND PUBLISHING USE AT 411 EAST PINE
(37 2W 2CC Tax Lot 5600 and 5700)
WHEREAS, on behalf of Noel Moore, Cindy and Gilbert Wall submitted an
application for operating a silk screen and graphics business at 411 East Pine
in the City of Central Point, Oregon, further described as Jackson County Tax
Assessor's Map Page 37 2W 2CC Tax Lots 5600 and 5700, and
WHEREAS, pursuant to Central Point Municipal Code 1.24.060 and ORS
197.763(2), a public hearing was scheduled and a notice of said public hearing
was prepared and sent to property owners of record within 100 feet of location
of subject conditional use, and,
WHEREAS, the Planning Commission of the City of Central Point held a public
hearing upon said application for conditional use permit on August. 6, 1991
pursuant to Central Point Municipal Code Section 1.24.020B, and having at said
public meeting received and reviewed the City staff report, testimony and the
applicant's findings statement, a copy of which is attached hereto as Exhibit
"A" of this document and which was included within Item C of said staff. report,
and being fully advised now therefore,
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT,
OREGON AS FOLLOWS:
A. The proposed site is an existing building, therefore zoning standards
relating to setbacks, lot coverage, building height, fences, outdoor
lighting and landscaping are not applicable to the proposed use.

The space plan of the proposed silk screen and graphics operation
illustrates an orderly and efficient layout of equipment, work
stations and internal circulation, therefore it appears adequate in
size and shape to accommodate said use.
B. The proposed site is adjacent to North Fourth Street and East Pine
Street and therefore, is adequately accessible to outgoing and
incoming deliveries, pedestrian and vehicular traffic. North Fourth
is 36 feet wide curb to curb, East Pine is 64 feet wide curb to curb,
both streets are equipped with sidewalks, and the streets are in good
condition. East Pine has a remaining traffic capacity of 10,000 vtd
which will provide for the proposed use which is expected to generate
approximately 10 trips per day.
C. The proposed site is an existing building. Therefore, zoning
standards relating to setbacks, building height, walls, fences,
landscaping, outdoor lighting, and on-site improvements are not
applicable. The two {2) off-street parking spaces .provided on the
site ingress and egress onto North Fourth Street, and all parking
maneuvering will occur on the site. The agents have assured the City
that the silk screen process does not generate chemical odor and that
ventilation will be provided to remove excess heat generated from
the print curing process. The agents have also assured the City that
the noise generated by the machinery is minimal and not greater than
those noise levels normally associated to a downtown business
district. Therefore, the business activities will have no adverse
affect upon abutting properties and will not be detrimental to the
health, safety or general welfare of persons residing or working in
the surrounding neighborhood, or to the general welfare of the
community.
Section 2. The Planning Commission hereby approves the conditional use
permit application for operation of a printing, lithography and publishing land
use which includes the proposed silk screen and graphics business, subject to
the applicant, Noel Moore, or his assignees meeting all the conditions and
requirements set forth in Exhibits "A" and "B", attached hereto, and by reference
expressly made a part of the within resolution.
