Those present were Garth Ellard, Rick Bettenburg, Jack Crumm, Dick Halley, Karolyne
Hugo, Bob Matthews and Chuck Piland. Also present were George Rubaloff, City
Administrative Assistant, Larry R. Blanchard, Public Works Director, Mark Servatius,
Fire Chief/Building Official, and Cecelia Gordon, Secretary.
III. APPROVAL OF MINUTES
A. Commissioner Bettenburg moved to approve the December 4, 1990 Planning
Commission Minutes as written and the motion was seconded by Commissioner
Halley. Roll Call Vote: Bettenburg, yes; Crumm, yes; Halley, yes; Hugo, yes;
Matthews, yes; and Piland, yes. The motion carried unanimously.
IV. BUSINESS

Report, Planning Department Conditions of Approval and Proposed Resolution
approving Conditional Use Permit. He also identified the parties and their
interest as follows: Richard and Carmelita Wright -owners of property at 744
E. Pine; Chuck Findley -Real Estate Agent for Buyer; and Alan Corbeth -
Representative for KOPE FM (Medford Judeo-Christian Outreach).
There were no conflicts of interest on the part of the Commission. Chairman
Ellard opened the Public Meeting. Alan Corbeth, KOPE FM, 1308 N.W.
Washington, Grants Pass, Oregon and Chuck Findlay, 4683 Lower River Road,
Grants Pass, Oregon (Prestige Home Realty) came forward to answer questions
and discuss the proposed Conditional Use with the Commission and Staff. In
answer to a question concerning maximum radio station employees on site at
one time, and adequate parking spaces, Mr. Corbeth said that the most
employees at one time would most likely be 4 or 5, and that there would be

adequate parking with the proposed 7 parking spaces. Mr. Corbeth reviewed
the proposed radio station as outlined in the December 17, 1990 letter from the
Medford Judeo Christian Outreach, Inc. which was included in the Planning
Commission Agenda Packet as part of the application materials.
Chairman Ellard inquired of the applicant, if he was familiar with the Conditions
of Approval listed in the. packet, and Mr. Corbeth said yes, that he and Mr.
Findley. had met. with staff on January 7, 1991, and' had done a complete
revievv of said conditions at that time. No one else came forward in support of
or in opposition to the Conditional Use Application,Chairman Ellard closed the
Public Hearing.
Commissioner Halley moved that Resolution #213 - KOPE-FM Radio Station
(Medford Judeo-Christian Outreach, Inc.) at 744. E. Pine (37 2W CC TL 7500)
be approved. Commissioner Hugo seconded the Motion. Roll Call Vote:

B. Public Meeting -Resolution #214 -Preliminary Subdivision Plat for Stonecreek
No. 4 - Phase. I -located South of Glenn Way and North of Beall Lane.
(Applicants, Gary Whittle, Dennis C.W. Smith and Gina Smith) 37 2W 10DA
Tax Lots 100, 200, 300 and 400.
City Administrative .Assistant, George Rubaloff entered into the record by
reference the Vicinity Maps, Certificate of Posting, Tax Assessor Map, Aerial
Map., reduced version of Tentative Plat Map, Application for Preliminary Plat,
Director's Report regarding Preliminary Plat Review and the proposed Planning
Commission Resolution. Rubaloff referenced the January 3, 1991 Staff Report
wherein paragraphs 4 and 6 contained the phrase "master plan" in error; and
asked the Commission to delete the same. George Rubaloff also handed out
a corrected copy of the ;December 21, 1990 letter from'Farber Surveying,
showing a correction in the last paragraph to Tax Lot 100, 37 2W 10DA (rather
than Tax Lot 100,. 39 2W 10DA as shown incorrectly in the letter in the
packet). City Administrative Assistaht, George Rubaloff informed the
Commission, that the previously approved Stonecreek Phase' I was' no longer
applicable, and that Phase I and planned Phase III of Stonecreek 4 are now
combined into the present (proposed) Stonecreek 4, Phase I; which is the
subject of tonight's review. City Administrative Assistant, George Rubaloff
also handed out the December 26, 1990 letter from the Division of State Lands
which confirmed that the site for the proposed Subdivision is no longer
designated wetlands.

There were no conflicts of interest and Chairman Ellard opened the Public
Meeting.
Herb Farber, 102 Corcoran Lane, Central Point, Surveyor came forward to
respond to the Commission and discuss the proposed preliminary subdivision
plat .for Stonecreek 4, Phase 1. Commission members -asked if the large flag
lots would ever be partitioned. .Gary Whittle, 843 E. Main, Medford came
forward and assured the Commission that the flag lots in this proposed
Subdivision would not be partitioned, and that they would be sold to people
who may. want a large lot. for fruit trees, garden, etc.
Larry Blanchard, Public Works Director, informed the Commission that Gary
Whittle was notposting a bond, nor a letter of credit for this subdivision. Gary
Whittle as Developer assured staff that he would meet all,conditions listed and
would complete all the necessary subdivision construction according to the
time frame .under Chapter 16.
No one else came forward on behalf or in opposition to the proposed
Preliminary Subdivision Piat. Chairman Ellard closed the Public Meeting.
The Commission asked staff if all the items in the Public Works Staff Report
had been acknowledged by Gary Whittle. Larry R. Blanchard, Public Works
Director, said that Mr. Whittle and staff had met and covered all the items
listed.
Commissioner Piland moved that Commission approve the Resolution for the
Preliminary Subdivision Plat for Stonecreek No. 4, Phase I -located south of
Glenn Way and. North of .Beall Lane, (Applicant Gary Whittle, Dennis C.W.
Smith and Gina Smith) (37 2W 10DA TL 100, 200, 300 and 400) as written,
and that the condition that the Developer, Gary Whittle would complete all the
subdivision construction according to the time frame under Chapter 16 be
entered into the record. Commissioner Hugo seconded the Motion. Roll Call
Vote: Bettenburg, yes; Crumm, yes; Halley, yes; Hugo, yes; Matthews, yes;
.and Piland, yes. The Motion carried unanimously.

C. Public Meeting -Resolution #215 -Minor Land Partition at 446 W. Pine
(Applicant: Don Wilson) (37 2W 10A6 Tax Lot 23001.
George Rubaloff, City Administrative Assistant, entered into the record by
reference, Vicinity Map, Certificate of Posting, Application for Minor Land
Partition, Aerial Map, Tax Assessor Map, Proposed Tentative Partition Piat,
Minor Land Partition Staff Review, Proposed'Planning Commission Resolution
recommending Approval. Rubaloff also referred to his January 3, 1991
Memorandum stating that at a future time, the Applicant wanted to place a
manufactured home on the rear lot, but that this issue was not tied to approval
of the above Resolution.
There were no oonflicts of interest. Chairman Ellard opened the Public Meeting.
Don Wilson, 446 W. Pine Street, Central Point, Oregon, Applicant, came
forward in support of the Resolution and to respond to the Commission and
' Staff.
No one else came forward in behalf of, or in opposition to the Resolution.
.Commissioner Bettenburg moved that the Planning Commission recommend
.approval of the Minor Land Partition submitted by Don Wilson for property
known as Tax' Lot 2300, Jackson County Assessor's Map Page 37 2W 10A6.
Roil Call Vote: Bettenburg, yes; Crumm, yes; Halley, yes; Hugo, yes;
Matthews, yes; and Piland, yes;, the Motion carried unanimously.
D. Public Meeting- Site Plan Review for Quality Fence Project located on the north
side of West Pine between Amy and Haskell Streets at 37 2W 10A8 Tax Lots
1000 and 1100. (Applicant\Owner -Steve Rietmann).
George Rubaloff, City Administrative Assistant entered into the record by
reference, Vicinity Maps, Tax Assessor Maps, Aerial Map, Certificate of Posting
for Public Meeting, Site Plan Application Materials, Planning Department Site
Plan Review, Full size copy of site plan for Quality Fence Project. (It was also
noted that the correct spelling of the owner's name is Rietmann.)
Chairman Ellard asked if there were any conflicts of interest. Commissioner
Matthews brought up a concern under the City's General Provisions Code
1.24.070 before the Commission. The Commission determined that there was
no conflict of interest. Chairman Ellard opened the Public Meeting.

Steve Rietmann, 3697 Highway 238, Jacksonville, Oregon ,Applicant, and
Raymond Kistler, Abeloe Architect, 865 Jacqueline, Ashland, Oregon came
forward in support of the site plan application and to discuss the project with
the Commission and City Staff.
The Commission asked about. the type of operation and where the storage
would be. Mr. Reitmann answered that it would be the same as the present
operation and. the storage would be behind the facility. There was some
discussion about the design of the ingress and egress. Larry Blanchard said
that there would be a left turn pocket on West Pine to provide for safe ingress.
No one else came forward in behalf of or in opposition to the matter. Chairman
Ellard closed the Public Meeting.
Commissioner Halley moved to approve the Site Plan Application for Quality
Fence Project located on the north side of West Pine between Amy (alleyway)
and Haskell Streets at 37 2W 10AB Tax Lots 1000,1100) subject to conditions
outlined in the January 3, 1991 Planning Department Site Plan Review and the
January 3, 1991 Public Works Department Staff .Report (Contained in the
Agenda Packet)., Commissioner Bettenburg seconded the Motion. Roll Call
Vote: Bettenburg, yes; Crumm, yes; Halley, yes; Hugo, yes; Matthews, yes;
and Piland, yes. The Motion carried unanimously.
V. Miscellaneous -There were no miscellaneous items.
VI. Adjournment - A Motion to adjourn was entered by Commissioner Bettenburg,
Commissioner Halley seconded the Motion and the Motion carried unanimously.

The Puppy's Tub, a dog ,grooming service, 237 E. Pine
(37 2W 3DD TL 10800)
SUMMARY
Applicant Milton Gorden has applied for a Conditional Use Permit to operate The
Puppy's Tub, a dog grooming service at 237 E. Pine Street located in the C-3
zoning .district.. The Planning Commission is scheduled to conduct a public
hearing at the February ,5,.1991 meeting, after. which the Commission can
deliberate on the permit request.
BACKGROUND
City records indicate that a Conditional Use Permit was issued to Sandra and
Richard Hoskins in 1982 to operate the dog grooming service at 321 East Pine
Street. This use is classified under the broad category of pet sales and related
supplies., and is considered a conditional use in the downtown business district
(C-3 zone). Since Condi Tonal Use Permits are reviewed and granted on a site
specific basis, the recent relocation of the business has prompted an application
for conditional .use permit.
The proposed dog grooming service would be operated within a 1400+ square foot
store space, located at 237 East Pine Street. The operation would consist of
areas designated for washing, temporary animal containment, grooming, supplies
and office administration. .The project. does not involve any improvements to the
property. or the structure.
Public notices were distributed to property owners within a 100 foot radius of
the proposed site. As of 5:00 p.m. on January 31, 1991, the City has not
received any written comments regarding the proposed conditional use permit.

REVIEW DISCUSSION
Staff reviewed the conditional use permit application in accordance with those
standards outlined in 17.40, 17.60, 17.76 and applicable development sections
of the Central Point Municipal Code. Planning Department staff has included
several conditions within this report which should also be attached to any
resolution approving the permit.
PLANNING DEPARTMENT OBSERVATIONS
1. According to County Health Department, dog or pet grooming is not
regulated by the State and does not require any permits outside of
the local jurisdiction.
2. Off-street parking requirements are waived 'in the' C-3 zone for
buildings, lots and uses existing on the effective date of the
ordinance (7/89) provided said buildings, lots and use was legally
established. Moreover, that waiver. is not lost since the building
is not being structurally expanded nor is the previous use being
replaced by a more intensive use that will cause greater off-street
parking demands.
Regardless of the off-street parking exemption in C-3 zone, the
applicant is providing off-street parking space for the proposed use
at the rear of the building. Staff estimut~es that there are
approximately five standard parking spaces, inc~.uding maneuvering
space available to the proposed business, and to other businesses
which access the rear area. It is staff's"uhderstahding that the
off-street parking space i§ allocated by lease to the businesses in
the area (not solely the proposed business).
3. Customers will be able to enter the dog grooming service from the
front or rear. For convenience, the customers will be encouraged
to drop and pick up dogs at the rear access. The business operator
.plans to place more gravel at the rear access.
~4. Sign blanketing, when. applied'to signs projecting over a public
sidewalk, means the partial or complete shutting off of the view of
the display surface of a sign by another sign, when viewed'by a
person standing upon the sidewalk. The applicant intends to relocate
the (Puppy's Tub) sign which is designed to protrude over the '
sidewalk.
5. The business operator intends to mitigate odors which are generated
by the dog grooming activities `by using odor reduction products, an
air purifier unit and improved ventilation at the new site.' The
operator also uses a muzzle in those occasions when animals will not
remain quite.

PLANNING DEPARTMENT CONDITIONS
1. Applicant shall provide signage in the rear parking area to orient
customers as to available parking spaces and circulation pattern.
All vehicle maneuvering associated to the off-street parking provided
by the applicant shall occur on-site and shall not occur in the
public alleyway adjacent to the property.
2. Applicant shall apply for a sign permit prior to installing sign
during which time the applicant and the City can re-evaluate and
resolve. any blanketing problems at the new location.
3. Applicant shall report changes in the business license record to the
City business license clerk.
4. Applicant shall continue to mitigate odor and sound generated by dog
grooming .:and ariy legitimate accessory use, and thus maintain the
.general welfare of adjacent properties and land uses. Inability of
the applicant to control odor, sound and any other such effects may
be cause for revocation of the conditional use permit.

MEETING CALLED TO ORDER
Chairman Orrin Frederick. cal led. the meeting to order at 7:10 p.m. and intro-
duced and welcomed our new Planning Commissioner, Virgil Elbert, who has filled
the vacant position #3.
ROLL'CALL
Present were Chairman -0rrin Frederick and Commissioners Christy, Elbert, Piland,
and Novasad. Commissioner Garth Ellard was excused, as he was out of town. The
Mayor, Oon Jones, was present, as well as staff members Administrator Dave Kucera
and Secretary Peggy Malos.
APPROVAL OF MINUTES - (July 6, 1982)
Commissioner Piland made a motion to approve the minutes of the July 6, 1982
meeting as written. Commissioner Christy seconded the motion. Roll call vote:
Christy, yes; Piland, yes; Novasad, yes. All in favor. The motion carried.
CORRESPONDENCE
No correspondence was brought before the Planning Commission at;this meeting.,

Mayor Don Jones introduced and welcomed Mr. Jack Crumm, stating that he is a
candidate for the Planning Commission position #6, and advising that with
Council approval on July 22, 1982, he will be a new Planning Commissioner..

Administrator Kucera stated that the applicants, Sandra and Richard Hoskins,;
2954 Tablerock Road, Medford, are requesting a Conditional Use Permit to do Pet
Grooming at 321 f. Pine Street, Central Point, in a C-3 Zone, Tax lot 3800,
Lot 6; of the original town, Block 58, also described as Jackson County Map Page
37-2W-3D0.
The Administrator presented Exhibit #1, a Notice of Public Hearing which was
published in the Medford Mail Tribune on July ll, 1982, and July`18, 1982;
Exhibit #2, Application for Conditional Use Permit; and' Exhibit #3, an attach-
ment to the Conditional Use.Application.
Chairman Frederick stated that the Public Hearing was open for testimony from
proponents and wished 'the record to-show there .were no conflicts of interest.

Notice is hereby given that the Central Point Planning Commission will conduct
a public hearing to review a Conditional llse Permit application submitted by
Milton Gorden. Said application proposes to operate The Puppy's Tub, a dog
' ~3~ / grooming service a East Pine. The site is located within the downtown
Business District (C-3 zone) and is further described as Jackson County Tax
Assessor Map 37 2W 3DD Tax Lot 10800. The proposed facility will be operated
within the existing building and does not include any site improvements.
The proposed land use is a conditional use within the C-3 zone, and the
application will be reviewed in accordance with conditional use standards
outlined in Chapter 17.76 and applicable zoning regulations of Title 17 of the
Central Point Municipal Code..
The Public Hearing is scheduled as follows:
Date: Tuesday, February 5, 1991
Time: 7:00 p.m. (approximate)
Place: Central Point City Council Chambers

Said hearing will provide for an opportunity for testimony and for questions to
be ahswered. Individuals may submit written comment no later than Thursday,
January 31, 1991. Testimony and written comment must be directed toward the
criteria which is applicable to the proposed land use.
Pursuant to CPMC 1.24.070(5)(C) and ORS 197.763(3)(e), failure to raise an issue
during. this hearing, in person or in writing, or failure to raise an issue with
sufficient specificity to afford the- decision-maker and the parties an
opportunity to respond to the issue will preclude appeal to the Land Use Board
of Appeals based on that issue.
The application, applicable criteria and staff report will be available for
inspection at Central Point City Hall on Friday, February 1, 1991 at
approximately 3:00 p.m. or for copies of same at 15 cents per page.

The Puppy Tub has been in operation`since 1982 at 325 E Pine,
Central Point, OR 97502. We are applying for a Conditional
Use Permit in order to move the business from it's current
location to 237 E Pine, Central Point, OR.
The new site for "The Puppy Tub" is more than adequate in'
size and shape to accommodate said use and to meet all other
development and lot requirements of the City of Central Point
zoning district. The new location is about twice the size of
the previous location with approximately 1400 square feet.
The new site has adequate access to Pine Street and that street
is adequate in size and condition to effectively accommodate
the traffic that is expected to be generated. The new site
also has back door access to parking for approximately
9 (nine) vehicles. The previous site had NO back parking or
access.
The proposed use will have no adverse effect on abutting
property or the permitted use thereof. All improvements
will be made inside the site with the exception of the signs.
These signs are now in use at the previous site, and will be
located at the new site in accordance with current city
ordinances, as they are now.
The establishment, maintenance or operation of the use
applied for will comply with local, state and federal health
and safety regulations and therefore will not be detrimental
to the health, safety or general welfare of persons residing or
working in the surrounding neighborhoods and will not be
detrimental or injurious to the property and improvements
in the neighborhood or to the general welfare of the community
based on the review of those factors.

The Puppy Tub operates Monday through Saturday, 9:00 a.m.
through 5:00 p.m. As with any business; they have seasons
which are busier than others, but on average,, they have
10-12 clients a day. The Puppy Tub bathes and grooms household
pets. When the animals are not being bathed or groomed, they
are contained in portable animal carriers. They do not provide
kennel services. The animals come and leave during the same
day.
Some animals object to being bathed and groomed and there will
occasionally be some barking but the new site has concrete
walls which should keep any noise to a minimum. There was
a door from our site to-the PPL office which had been covered
that allowed noise to filter through.:- This has been insulated
and plastered over on our side and will be done-also on the
other side of the wall.
In order to keep any odors to a minimum, the puppy tub has
ordered a dumpster for any garbage, a new cleaning solution
specifically to combat pet odors and an air filter that
circulates. We have been assured by Doris Kunce that any
and all precautions will be made to eliminate any unpleasant
odors. Gorden's Enterprises will be adding an addendum to
our lease t~rith The Puppy Tub specifying that the site will
be kept clean and odor free with periodic checks by the
owners to verify this.

Dear City Council Members,
As you may know The Puppy's Tub dog grooming business has an excellent
opportunity to expand in our city. We feel this will benefit all members
of our community. This service has been provided for nearly ten years
in it's present location and we feel it shall do an even better service
in the new location in the coming decade..
Mrs. Doris Kunce, the present owner has in the past three years,
doubled the size of her cliental and is sure that with the new facility
it shall at least expand to that capacity again.
This type of service attracts not only members of the local community
but also many individuals from surrounding areas. Mra. Kunce has clients
from Grants Pass to Ashland, Jacksonville to Eagle Point and places
inbetween. Some ouatomera come from as far as Klamath Falls, Crater Lake,
and parts of California. Many of these people utilize the other services
our community has to offer while waiting for their pate.
The new facility offers ample off street parking which helps reduce
surface street conjestion, se well as providing the business with cross
ventilation due to front and rear doors. The rear door also offers alley
access which enables the business to appropriate the services of a refuse
disposal service rather than personally driving to the disposal site,
which will also aide in reduced traffic and air pollution.
The business takes advantage of numerous products to eliminate odors and
freshen the air so as to not offend the clients or neighbors in clone
proximity. An electronic air cleaner freshens the air and helps remove
duet particles, also commercial deodorizers are in use. With the help of
Mr. Milton Gordon the unused doorway through the wall to Pacific Power
has been filled with four (4) inches of insulation and sheet rocked on
both sides of the wall to eliminate the smells which had penetrated
through the opening while workers installed linoleum and tub board in the
bathing and grooming areas earlier this month.
The Puppy's Tub also aids the ill and elderly on fixed incomes by
offering special reduced rates to these customers enabling them to maintain
their companions affordably.
Mrs. Kunce has enjoyed providing thix service to our community and
looks forward to serving it for many years Ito come.

(THE PUPPY'S TUB) AT 237 EAST PINE, WITHIN THE CITY'S
DOWNTOWN BUSINESS DISTRICT (C-3 ZONE) (37 2W 3DD TL 10800).
WHEREAS, property owner Milton Gorden, submitted an application for a dog
grooming service known as-The Puppy's Tub located at 237 East Pine Street, in
the City of Central Point, Oregon, further described as Jackson County Tax
Assessor's Map Page 37 2W BDD, Tax Lot 10800, and
WHEREAS, pursuant to Central Pointe Municipal Code 1.24.060. and ORS
197.763(2), a public hearing was scheduled and a notice of said public .hearing
was prepared and sent to property owners of record within 100 feet of location
of subject conditional use, and;
WHEREAS, the Planning Commission of the City of Central Point held a public
hearing upon said .application for conditional use permit on February 5, 1991,
pursuant to Central Point Municipal Code Section 1.24.020B, and having at said
public meeting received and reviewed the applicant's conditional use statements
which are attached hereto as Exhibit A of this document, City staff reports and
testimony and being fully advised now therefore,

Bill and Mary Jo'Saxbury have submitted a site plan application for a 4000+
square foot commercial. building proposed to be .located in the thoroughfare
commercial district (C-5 zone) at 788 South Front Street. The building addition
would. share a common (two hour rated area separation) wall with the existing
structure known as Saxbury Furniture Store. The overall pxoject includes the
wood framed structure, paved off-street parking, on-site- concrete walks,
landscaping,. drainage facilities, curb, gutter and sidewalk. The building is
planned to be built as a shell structure for which. the interior would be
appropriately finished at a later date to provide .for a future permitted use.
The Planning Commission is scheduled to conduct a public meeting on February 5,
1991, after which the commissioners may deliberate and render a decision on the
site plan application.
Planning and Public Works staff reviewed the site plan application and pertinent
zoning and development regulations, and have prepared reports which outline the
recommended conditions of approval. Attached are the following materials for
the commission's review and for entry into the public record by reference.

Developer/Applicant/Owner: William and Mary Jo Saxbury
Upon reviewing the site plan for compliance with the regulations contained in
Chapters 17.46, 17.60, 17.64, and 17.72 of the Central Point Municipal Code, the
Planning Department staff finds that said plan, dated January 29, 1991, prepared
by Abeloe/Breeden Architects and Planners, generally meets the City's off-street
parking, yard and landscaping standards.
In addition, staff has outlined the following specific requirements which shall
be met by the developer/owner as a condition of site plan approval for the
project:
1. Developer shall use the structure to provide for commercial and
business uses that are most appropriately located along or near major
highways or thoroughfares and are largely dependent upon highway
visibility and easy vehicular access (a listing of those permitted
C-5 uses is attached for the convenience of the developer/owner).
The listing of conditional uses, also attached, are permitted when
authorized in accordance with Chapter 17.76 of the Central Point
Municipal Code (conditional use permit procedure). Notwithstanding,
any use which is proposed for the site in the future shall comply
with whatever City zoning regulations may be in place at that time.
2. The City has applied the General Commercial Parking Standard (CPMC
17.74.04G1) and has arrived at a requirement of 20 off-street spaces
(based upon a 4,000 square foot structure, storage, and non-sale area
being an unknown factor at time of application). In completing the
off-street parking improvements, the developer/owner shall comply
with applicable City off-street parking design requirements, a copy
of which is attached for the developer's convenience.

17.64.100 Parking design requirements. A. Size of
Parking Spaces. The standard size_for automobile''parking
spaces"shall be nine. feet in width by twenty feet 'in 'length.
A compact car parking space shall be eight feet in width
by fifteen feet in length, as provided in Section 17:64.070..
B. Parking Lot Aisles. The width of parking lot aisles
shall be as illustrated in the diagrams entitled "Parking
Standards," contained in Ordinance 1512, and adopted by
reference.
C. Access. There shall be adequate provision for in-
gress and egress to all parking spaces. Where parking areas
do not abut a public street or alley, access driveways shall
be provided that are not less than ten feet in width for one-
way traffic or eighteen feet in width for two-way traffic.
D. Driveways.
1. In any R-1 or R-2 district, any lot developed
with a single-family dwelling, two detached single-family
dwellings, or an attached duplex may have one driveway with
a minimum width of ten feet and maximum width of thirty-six
feet, provided the driveway width does not exceed fifty per-
' cent of the lot's total width, as measured at the front
property line.
2. A driveway that serves as required access to a
garage or carport that is not perpendicular .to the front
property line, or side property line in the case of a corner
lot, shall not exceed twenty feet in width if a turn-around
area is provided to permit two-way ingress and egress.
3. On properties having two driveway openings, such
as a circular driveway, both openings must serve the same
driveway; off-street parking shall not be provided for within
the front yard area, and the combined width of the driveways
shall not exceed fifty percent of the lot's total width, as
measured at the front property line.
4. In the R-1 and R-2 districts, not more than one
driveway opening onto a public street shall be permitted for
lots having a street frontage of less than eighty feet.
5. Driveways from a public street to a required
off-street parking area that serves any R-3 district de-
velopment, with the exception of single and two-family
dwellings, shall be a minimum of eighteen feet in width and
designed for two-way traffic.
6. The minimum driveway width in any nonresidential
district shall be twenty feet. An exception may be made for
driveways that are not intended for public use and are blocked
or gated to prevent such use.

7. The maximum driveway width ih any ,nonresidential
district shall be thirty feet. An exception may be made by
the planning commission for drive-in type,busi.nesses having
multiple lanes or service locations.
E. Improvement of Parking Spaces.
T: All areas utilized £or off-street parking, ac-
cess and maneuvering of vehicles shall be paved with durable
materials for all-weather use and shall be adequately drained
to prevent the flow of run-off water across sidewalks or other
pedestrian areas.
2. Required parking areas shall be designed with
painted striping or other approved method of delineating
the individual spaces, with the exception of lots containing
single- or two-family dwellings.
3. Parking spaces for uses other than one--and two-
family dwellings shall be designed so that no backing move-
ments or other maneuvering within a street or other public
right-of-way shall be necessary.
4. Any lighting used to illuminate off-street parking
or loading areas shall be so arranged as to reflect the
light away from adjacent streets or properties..
5. Service drives shall have a minimum vision clear-
ance area formed by the intersection of the driveway center-
1ine, the street right-of-way line, and a straight '.line
7',oining said lines through points twenty feet from their in-
tersection.
6. Parking spaces located along the outer boundaries
of a parking lot shall be contained by a curb or a bumper
rail so placed to prevent a motor vehicle from extending
over an adjacent property line, a public street, public
sidewalk, or a required landscaping area.
7. Parking, loading, or vehicle maneuvering areas
shall not be located within the front yard area or side
yard area of a corner lot abutting a street. in any resi-
dential (R) district, nor within any portion of a street
setback area that is required to be landscaped in any com-
mercial (C) or industrial (M) district.
F. Limitation on Use of Parking Areas. Required park-
ing areas shall be used exclusively for vehicle parking in
conjunction with a permitted use and shall not be reduced
or encroached upon in any manner. The parking facilities
shall be so designed and maintained as not to constitute
a nuisance at any time, and shall be used in such a manner
that no hazard to persons or property, or unreasonable im-
pediment to traffic, will result. (Ord. 1512 §1, 1984: Ord.
