MEETING CALLED TO ORDER
Chairman Ellard called the meeting to order at 7:05 p.m.
ROLL CALL
Present were Planning Commission Chairman Garth Ellard and Planning
Commissioners, -David Gilmour, Dick Halley, Karolyne Hugo, Bob
Matthews, and Chuck Piland. Absent was Jerry Mattey. Alse present
were, City Administrative Assistant, George Rubaloff, Director of
Public Works, Larry Blanchard, Fire Chief/Building Official, Mark,
Servatius, and Secretary Cecelia Gordon.
APPROVAL OF MINUTES
Commissioner Halley made a motion to approve the minutes of the
Planning Commission Meeting held November 7, 1989 as presented,
Commissioner Hugo seconded the motion. Roll call vote: Gilmour
abstained as he was absent November 7, 1989, Halley, yes; Hugo,
yes; Matthews, yes; Piland, yes, and the Motion carried.
CORRESPONDENCE AND PUBLIC APPEARANCES

BUSINESS
Review and approve extension of approval of the preliminary plat
for Cambridge Court, a 10 lot subdivision - Applicant. Donald
Stuckey. subdivider and developer.
There were no conflicts of interest expressed by the Planning
Commission. Chairman Ellard opened the Public Meeting
City Administrative Assistant, George Rubaloff, then referred to
his Staff Report in the December 5, 1989 Planning Commission Packet
including certificate of posting, copies of Reso lution No. 166,
passed by the Commission in May 2, 1989, Mr. Stuckey's latest
application dated November 2, 1989, and vicinity map. In response
to questions from the Commission, he explained that an applicant
can only be granted one (1) 6 month extension.

Commissioner Piland made a motion to approve Mr. Stuckey's
application and the motion was seconded by Commissioner Gilmour.
Roll Call Vote: Gilmour, yes; Halley, yes; Hugo, yes; Matthews,
yes;and Piland, yes; the. motion carried. unanimously.

There were no conflicts of interest expressed by the Planning
Commission.
Larry R. Blanchard handed out to the members of the Commission, his
December 4, 1989 Staff Report which outlined a check list format
showing preliminary plat requirements, subdivision layout, and the
standards to be met according to each applicable title section from
the City Ordinances. He then reviewed with the Commission, .each
section of the report and how it applied to the Preliminary Plat
approval.
The Commission expressed their appreciation for all the time and
work Larry Blanchard had expended to create this new system. It
was also the Commission's observation that it would be more
efficient and expedient for the Commission meeting, if such reports
could be updated, contain current information, and be available to
the Commission for review before the meetings in the future.
Herb Farber, Surveyor, P.O. Box 5286, Central Point came forward..
There was a brief discussion between Mr. Farber and the Commission.
Mr. Farber also expressed his appreciation for the new check list
format presented by Larry R. Blanchard, and remarked that this will
save everyone., time, money and frustration in preparing preliminary
plat reviews.
Commissioner Halley made a motion to approve the Resolution No. 177
adopting Findings and Conclusions and recommending approval of the
preliminary Plat for Phase III of Stonecreek No. 3 Subdivision.
Commissioner Gilmour seconded the motion. Roll call vote:
Gilmour, yes; Halley, yes; Hugo, yes; Matthews, yes; and Piland,
yes. The motion was carried unanimously.

City Administrative Assistant, George Rubaloff reviewed with the
Commission a copy of the resolution and the determination that
under certain circumstances barber shops and beauty salons
including manicurists are similar and compatible with ether
permitted uses.
In their discussion relative to the resolution, the Commission
agreed that anywhere the word "hotel" appeared in the resolution
it should be changed to read "hotel/motel" to prevent any presumed
exclusion in the future, because the intent is to include both
hotels and motels.
'- Comm issioner Piland made a motion to adopt Planning Resolution No.
178, Authorizing Barber Shops, Beauty Salons and Manicure Salons
w 9'<~~ as Permitted Use in a C-5 Zone, with the new changes written in to
change hotel to hotel/motel.

The motion was unanimously carried.

There were no miscellaneous items for discussion.
ADJOURNMENT
Commissioner Matthews moved that the meeting be adjourned.
Commissioner Hugo seconded the motion. Roll call vote: Gilmour,
yes; Halley, yes; Hugo, yes; Matthews, yes; and Piland, yes. .All
the Commissioners voted in favor of the Motion and the Motion
carried.

Council for Preliminary Subdivision Plat approval for Jackson
Creek Estates No. 2
DATE: 27 December 1989
Tom Malot has submitted a preliminary plat application for Jackson
Creek Estates No. 2 Subdivision. This phase of the proposed develop-
ment encompasses twenty seven lots and is located east of the Unit
No. 1 development on Vincent Avenue and Brandon Street. The proper-
ty is zoned Residential Single Family (R-1-8).
The procedure for processing the preliminary plat for a subdivision
is outlined in Central Point Municipal Code Chapter 16.24. Upon
receiving this application, Staff reviewed the plat for consistency
with City development codes. Public Works Director .Larry Blanchard
has prepared the attached Director's report which discusses engineer-
ing elements associated to the proposed project. One of the condi-
tions which Mr. Blanchard has included in his report calls for a
temporary turnaround at the east end of Brandon Street since the
street extends more than 400 feet from the centerline of Jackson
Creek to the end of Brandon Street.
Staff has prepared the appropriate resolution for the Planning Com-
mission consideration. After its review, Staff will forward the
Commission's recommendation onto the City Council at the next regu-
larly scheduled Council meeting.

Section 3. The Planning Commission finds that the record herein and
the findings therefrom support the conclusion that the proposal is in compliance

requirements of the Public Works Department attached hereto as Exhibit "A" and by
this reference is incorporated within this document.

1. Street name signs including posts, labor and equipment for installation
of street signs shall be paid for by the developer of this subdivisior•,
and the installation shall be completed by the City.
2: A traffic control signing plan shall be included as apart of the final
construction plans, and will be installed by the City and all costs
associated with traffic control sign instailation shal'• be paid for by
the Developer.
3. A soils engineer must 'evaluate the strength of the soil (R-value) to
determine the street section design. The City's eng-ineer shall be used,
and the developer shall pay for the cost of these ser••iices. A design
life for Vincent Street in the subdivision with a minimum 20 year life,
given a daily traffic volume not to exceed 1000 vehicle trips per day
and 1% truck traffic shall be used. A design life for Brandon Street
shall be a minimum 20 year life given a daily traffic volume df 2500
vehicle trips per day and 1% truck traffic.
4. A street-lighting plan shall be included in the construction documents
according to the requirements of PP&L. All intersections shall be
illuminated. Developer to install all pads and conduits for street
'tights as apart of the construction of the subdivision. .The developer
shall also pay for street lights and for the installation of all street
lights in this subdivision.
5. The developer shall construct a valve at the end of the street in this
phase for the future connection of the next phase of this development.
6. Ladder rungs shall be installed in each sanitary sewer manhole of a
depth greater than 3.0 feet to the flow line of the manhole. Developer
shall use ladder rungs approved by the Central Poir.t Public Works
Department.
7. There is a small seasonal stream which flows through this property.
Developer :shall construct a storm drainage system which collects the
flow from this subdivision and carries through this subdivision in such
a manner as to not cause fl"ooding of any lot in or drainage area of this
seasonal stream.

8. Ceveloper's engineer shall evaluate the downstream structures of the
drainage system which provides discharge for this subdivision. If '.t
is determined that any structure(s) can not meet the flow requirement
not to exceed a 100 year flood the developer shall improve said
structure(s) to meet this requirement. Said improvement shall be dohe
according to the plans completed by Ceveloper's engineer and approved
by the Central Point Public Work's Department.
9. Catchbasins must be located no greater than 350 feet for any section of
curb and gutter.
10. Developer shall d=sign the storm drainage system to provide for
discharge of properties in future phases or within the drainage service
area of this subdivision's storm drainage system.
11. As originally approved in Jackson Creek Estates Unit #1 the developer
shall provide park land in lieu of paying a $200.00 per lot development
fee for property located along Griffin Creek Park Master Plan. Property
to be dedicated shall be dons according to the requirements set forth
in Title 16.20. Based on Title 16.20, 700 square feet per lot or a
total c•f 18,900 square feet (27x700 = 18,900 square feet) shall be
dedicated.

• subdivision is constructed. The developer shall be responsible for all

13. A subdivision Agreement shall be approved by the City Council prior to
issuing a permit for construction of this subdivision.
14. All construction for utilities, streets and other structures discussed
herein within rights of ways owned or to be owned by the City of Central
Point, shall be done so according to all rules, regulations, ordinances,
resolutions, and other applicable requirements cf the City of Central
Point for construction of this subdivision.
15. The final plat for this subdivision shall not be approved by the City
Council until all conditions as herein stipulated and as approved for
this subdivision have been met.
16. The preliminary plat review for the preliminary plat submitted herein
by Tom Malot Construction was done in accordance with the rules,
regulations and ordinances in effect as of the date of this review. Any
modifications by the developer which would allow this subdivision not
to meet standards set forth in the Central Point Municipal Code or would
require staff to complete a new preliminary plat review shall require
a new submittal of preliminary plat for City approval.
17. If it is determined that insufficient flow

Phase IV of Stonecreek No. 3 Subdivision. This phase of the pro-
posed development encompasses five lots and is located on Snowy
Butte Road between Joseph and Timothy Streets. The property is
zoned Residential Single Family (R-1-6).
