Citizens Advisory Committee members Herb Farber, David Painter, Sam lnkley, Jr., Larry Martin and Wade Six were in attendance. Erie Snyder and Jeff Pfeifer were absent. David Painter made a motion to approve fire minutes of the January 1.1, 2011 Citizens Advisory Catnmittee meeting as submitted. Tarry Martin seconded the motion. With the absence of currcni applications, staff has bccn focusing on camprelzensivc plan amendments and investing a lot of time on future planning for the City. Optimiszn prevails about the county's approval of the regional plan. In antieil~ation of #iituxe approval of the regional plan, staff has been working an various dements of the cornprehensivc plan and has determined that the best way to incorporate tl~e Regional Plan is by adopting a new element cntitlecl "R.egiorial Ptah Element - 2060" tea the City's comprehensive plan. '1 he proposed element for the Regional flan has bccn condensed from n much larger document and each of the cities involved in the project are considering the same type of docuznen# for implementation of the Plan. It has bccn written as a somewhat generic document so that all cities can use the format and maintain consis#cncy. Basic I~~frarmati©n Stephanie Sianoz~ich, Planning Intern, presented basic i;iformation on development periods, projected population growth frnzn 2UU0-2060, projected land use needs, land use distributions from 2007-2060, and a proposed projected density of 7.4 by 2060. The '1'vvin Creclzs development is the best example of what that density would look like in the future. Stephanie also explained the land use ratio coin}>arison ~,oing forward. Tam Humphrey stated that the goals of the regional plan Arc to preserve agricultural land and enhance individual city identity. We would like to have larger tax lots with which to da z»ore coml~rehexxsive planning. Urbrxn Reserve Areas Connie Chrne, Community Planner-, ln-esez~tcd a review of each of the t~roposed urban reserve areas as follows; CP-113 - Tolo road area -intended fo be an industrial area with au:ess to l-5 and the railroad - a logical location for distribution centers; CP-1C - 70 acres proposed fnr residential. There are currently 15 lzo~nes located in the area and a large water line to provide service to that area. CP-2B -Located an the cast side of Central Pnint wi:fh Wilson Road as a north boundary. Services are available to this arez with sewer, gas, and water- already cxisling in close proxiz~tity. Planning Commission Minaades Jame 7, 21111 Pale 3 CP-3 -North of Pine Street and near the fai~•gr-ounds with access to the fairgrounds. A 12-inch water line is available along Pine Street with a lb-inch line in place on Gebhard Road. The City's Transportation System Plan deals with connectivity to this area altd an Interchange Area Management Program is currently underway to deal with some of the issues. CP-4D - Farallel to the freeway - cnvironn~cntal constraints (wetlands and floodplain}; Bear Crcck Crecnway makes up most of this urban reserve. A one acre dwelling adjaee~~t to Baas Subdivision will be included. CP-5A -Adjacent to the westel.•~~ city limits of Central Point and containing 31 acres - contains tliral home sites at the present tiFne -slated for residential and open space. Contains some environmental constraints. CP-6A -- Largest of the urban reserve areas. Adjacent to west city liia~its -designated for residential with services easy to provide to this area. CP-6B -Located south of IIeall Lane and designated primarily fc~r residential. The Little Teague baseball fields and Boy Scout headquarters are located its this area at~d have been given an "institutional" designation. 111~nitorin & Itn lemer~tatBnrz Planning Manager Don Burt advised that the Regional Plan wntained six requirements for monitoring and implefne€~tation. These requirements include: ~ Community Buffer Strategy -does z~ot apply to the City of Cej~tral Point. o Regional Agricultural Buffering Staz~daids -mandatory and the City will have to comply, • 1erformance Indicators - idcnfifies eighteen performance indicators that will be used to monitor implementation of the Regional Plan to include Urban Reserve Managemenrt Agreements setting forth the agreement between the City and the County saying that we will consult with each other. An Urban Reserve Management Agreement will clarify the conditions of development -what can and cannot be done, requiring attentic~~l to design staaxdards. Once a plan is Formulated, it will carne to the Planning Commission far review prior to being adopted by the City Council. mast. Stakebalders have been interviewed and concerns far pedestriAn safety have been established as a paiority.
