A RESOLUTION APPROVING THAT INTERGOVERNMENTAL LEASE AGREEMENT WITH
JACKSON COUNTY FOR COMMUNITY CENTER AND AUTHORIZING CITY MANAGER TO
EXECUTE SAME
Recitals:
A. County owns land known as the Jackson County Exposition and Events Center at 1
Peninger Drive, Central Point, OR 97502 (the "Property")upon which the County
intends to develop a multi-use pandemic response center (the "Facility").
B. County intends to develop, construct, operate and manage the Facility and has
designed a facility large enough to accommodate a portion of the building for City's
use as a community center which County intends to lease to City, and City wishes to
lease from County on the terms and conditions provided herein.
C. City will be obligated to pay for its prorata share of the design, engineering and
construction of the Facility which the City shall pay to County amortized over a period
of 35-years and which such payments shall constitute Base Rent under the Lease
Agreement.
D. The City and the County have authority to enter into intergovernmental agreements
pursuant to ORS Chapter 190.
E. The City Council finds that the ability to partner with the County to construct the
Facility and to finance the construction of the Facility under the terms of the Lease is
in the public interest. The citizens of the City have expressed support for
construction of a community center, and the proposed agreement provides
economically favorable terms to allow the City to do so.
The City of Central Point resolves as follows:
Section 1. The Central Point City Council Approves that Intergovernmental Lease Agreement
attached hereto as Exhibit "A", and authorizes the City Manager to execute same.
Passed by the Council and signed by me in authentication of its passage this day
of June, 2024.
