Adjournment ---STAFF REPORT--- To: Planning Commission From: Don Paul, Fire Chief/Building Official Re: Site Plan Review - Storage building to be School, 1001 Manzanita Street, in an R-3 zone, further described as Jackson County 2CA, Tax Lot 100, and submitted by School Date: July 6, 1987 located at Jewett Elementary (Residential Multiple Family) Tax Assessor's Map Page 37 2W District No. 6 School District No. 6 has requested a site plan review for the construction of a storage building to belocated in the southeast-area of Jewett Elementary School.- The intended use is for the storage of paper and food products for the distribution to the many facilities within the district. Schools are listed as permitted uses in an R-3 zone. Inquiry as to what is included in the scope of schools was reviewed with other agency planning staffs. Those opinions were of a mind that if the secessory building was pri- marily used for storage, it would be an acceptable use within the zone. Areas of question would become relevant if the use_wa&._for certain maintenance acti- vities creating noise, odors, or unsightly outdoor storage not compatible to surrounding uses. The nearest use would be the Texaco service station on Pine Street which is within a C-4 (Tourist and Office Professional) zone. The area, width, and yard requirements as dictated in Municipal Code Section 17.18.050 have all been met as shown on the site plan. The area for siting is presently unlandscaped and should help to screen the remaining unlandscaped area to the immediate east. Municipal Code Section 17.72.040 sets the standards for site plans and should be considered for approval of this application. Those standards include land- scaping, parking,'ingress and egress, signage, accessibility for firefighting purposes, compliance with City and State requirements, and design standards necessary to the compatibility with surrounding properties. Adjournment --- STAFF REPORT--- x To: Planning Commission Date: July 28, 1987 From: Don Paul, Fire Chief/Building Official Re: Site Plan Review submitted by the Grange Co-op for an automobile and truck service station to be located on the northwest corner of North Front and West Pine Streets in an M-1, Limited Industrial District, and further described as Jackson County Tax Assessor's Map Page 37 2W lOAA, Tax Lot 7400 Jim Hudson, representing the Grange Co-op, has submitted a site plan for a card controlled service station primarily for commercial accounts at the northwest corner of North Front and West Pine Streets. This facility will include two islands providing gasoline and diesel fuel. The developer has provided setbacks to concur with future right-of-way needs as described by the City's comprehensive plan. The developer has talked with the Oregon State Highway Division concerning curb cuts and they will be involved in that permit process. Sidewalks are not planned for this development; but rather, asphalt will extend to the back of the Front and Pine Street curbs. In addition to the pump island canopies, the remaining structures will consist o£ a freestanding sign and a control building. The control building will house the billing equipment in addition to small amounts of maintenance and cleaning supplies for the site. The facility will be an unmanned operation that will routinely receive a daily maintenance check. The unique thing about this development is the landscaping and parking plan. Due to the size of the property and potential corner visibility problems re- lated to shrubbery, the developer desires to enter into a joint agreement with the City for the development of landscaping and parking on the adjacent Liberty Park property. Staff has worked with the developer to prepare a design that seems to meet the landscaping needs of the developer and the offstreet parking needs of the City's park. The developer has agreed to install raised curbs for the landscaping shown on the site plan. Also provided will be the trees, shrubs, irrigation, and continued maintenance of the same. The developer also desires to install four parking spaces, one of which will be identified for handicapped only. These four spaces will be designated with a sign restricting use to park patrons only. This type of agreement requires Council approval; therefore, if the Planning Commission finds the site plan acceptable, their approval will be subject to the Council's approval of the landscaping and parking agreement. If the agreement is not acceptable to the Council, the developer knows that he must return to the Planning Commission with a revised site plan including landscap- ing within its own property. Staff also recommends that a motion for approval include a requirement for the property owner to enter into a deferred improvement agreement. ' ' g ~ J - i ---STAFF REPORT--- To: Planning Commission Date: July 28, 1987 From: Don Paul, Fire Chief/Building Official Re: Public Hearing to review and make a recommendation to the City Council concerning a petition to vacate a portion of Snowy Butte Road, said por- tion being that which lies within the proposed preliminary plat for Stonecreek III, Phase 2, submitted by Gary Whittle Gary Whittle of Whittle Construction has petitioned to vacate a portion of Snowy Butte Road. It does not appear that the vacation of the 20' wide portion would be inconsistent with the Jackson Creek Neighborhood Development Plan. With the proposed development of Stonecreek_.III, Phase 2, circulation would still be available east and west by way of Scott Drive. There are not any known. utilities within the proposed vacation;. therefore, easements do not appear necessary. Earlier master plans for Stonecreek did show storm drainage proposed for this section of right-of-way. Renewed study indicates that need can occur within Scott Drive and Joseph Street. To provide for the additional notification re- quirements, the Council's public hearing on this petition is tentatively scheduled for September 17, 1987. Due to the timing and scheduling of public hearings, the Planning Commission's recommendation by resolution will need to consider the decision of plat approval to be sub3ect to this street vacation. The property is located south of Phase 1 on Joseph Street and interconnects with Snowy Butte Lane by way of proposed Scott Drive. The property is zoned R-1 requiring a minimum of 6,000 square-foot lots within blocks and 7,000 square-foot corner lots. The procedure for processing the preliminary plat for a new subdivision is listed in Central Point Municipal Code Chapter 16.24 of the subdivision ordinance. Prior to the Planning Commission public hearing, staff reviewed the plans for consistency with development codes. Public Works Director Fred Phillips has included in this packet his findings dated July 23, 1987 concern- ing the engineering elements of this subdivision. Those findings include statements regarding right-of-way, street widths, and curve radius. To assure that specific requirements are completed in the proposed subdivi- sion, an agreement will be prepared that addresses conditions and requirements that are listed in the resolution as well as below. 1. Developer is to provide a 100-year frequency storm water drainage basin report based on the City's comprehensive plan and design all facilities and housing in the subdivision to comply with the requirements of both the Federal Flood Insurance Program and the City engineer. Such study shall give preference to Griffin Creek for storm drainage purposes. 2. Subdivider shall provide curb heights at or above the 100-year flood ele- vation for-each lot. 3. All dwellings shall have elevations for lowest floor level of at least 12 inches above the 100-year flood elevation. 4. Depth of all sanitary sewers must be sufficient as determined by the City to allow future extensions. 5. All construction of public facilities must be done to City standards and specifications and at developer's expense. 6. Street signs and traffic control signs to be installed by the City at developer's expense. 7. The installation of street lights shall be in accordance with Pacific Power and Light Company's recommendations. Final location, design and sizing of public facilities to be determined by the City engineer at the time of approving the developer's construc- tion drawings. 9. This approval is to the applicant, Gary Whittle, and is not transferable. A change in ownership of the development shall require Planning Commis- sion approval, at which time the Planning Commission may review and may require additional conditions or requirements to the preliminary plat, and Planning Commission shall have the option to review the land sale document. L0. Fees in lieu of land dedication for recreational park purposes shall be $200 "per dwelling unit" due and payable prior to filing of the final plat. 11. All utilities to be in relation to street centerline as indicated in the City's standards and specifications. 12. Plat design shall include connections of sidewalks and street construc- tlon with the Glenn Way intersection at Snowy Butte Lane. 13. Sanitary sewer - Provide information on routing of proposed sanitary sewer design considering the proposed vacation of the portion of Snowy Butte and the former design presented a few years earlier. 14. .Provide for a sewer connect to accommodate the property at the west end of Snowy Butte Road.• 15. Developer shall provide a storm drainage system that addresses the con- veyance of irrigation water and surface runoff. Storm drainage shall also provide for as much westerly flow as possible to avoid additional loading on the Glenn Way system. Further management of overland flow affected by this development shall be addressed. The foregoing items are expected to be addressed in the improvement drawings to be reviewed by staff and approved by the Council prior to the commencement of development. Mr. Phillips' report will be used as a guide to assure that end. One of the most significant questions that arose while reviewing this plat was whether or not abridge over Griffin Creek was needed. Staff's research and a study by Gary Shaff, Transportation Planner with Rogue Valley Council of Governments, have concluded that a bridge is not recommended. Therefore, the proposed traffic circulation of Phase 2 will provide some degree of consis- tency with the Jackson Creek Neighborhood. You'll note that I don't actually make a recommendation regarding the desirability of construction. That is because of the land use implications of isolating one neighborhood from another. I realize that the City intends to provide for foot and bike, paths across Griffin Creek. However, the land use implications of not connecting the east and western portions of the area with streets and roads still must be scrutinized. however, it appears obvious that the bridge cannot be justified unless there will be a connecting link to Highway 99. But then, the bulk of the traffic will•be diverted from the northerly portion of the development off and around Glen Way and not from the lands that lay west of Griffin Creek (as I might have expected). It just oecurred to me that; if traffic volumes grow to those projected in the build-out scenario, a signal would probably be warranted at the intersection of 99 and the 99 connector. I guess we really don't need to worry about that for a few dozen years. I hope this information answers your .questions about the desirability of requiring developers to help construct a bridge across Griffin Creek in the Jackson Creek Development. Keep in mind that the QRS II analysis tool is available. Now that all the data entry work has been done, it is a simple matter to analyze another area or issue. Background The conceptual design for the Jackson Creek Development Plan approved by the Planning Commission on April 2, 1985 included an east-west bridge approximately midway through the development. The submission of a development proposal within. the area prompted a review of the desirability of constructing the bridge. It is estimated that the bridge could cost approximately $80,000. Purpose This paper addresses the travel demand generated existing and future residents of this neighborhood. Future forecasts were developed for 2005 and "build-out." TechniQUes The basic data used in developing this analysis were existing (1982/83) dwelling units and employment within Central Point and forecasts of the same information for the year 2005. The 2005 data was developed in 1984 and is based upon comprehensive plan policies of the City but integrates the growth trends experienced by the community since 1980. This data, coupled with inventories of the streets and travel speeds, allowed forecasts of average daily weekday traffic (ADWT) using QRS II, a computerized transportation modeling software. The resulting projections are shown on the attached maps. Conclusions There is little east-west travel demand forecast for this area. However, if the stubbed out street north of Timothy Street between Malabar and Farnsworth were extended to Highway 99, tfae opposite would be ,t rue. But even still, the bulk of the traffic shifts-that occur are a result of diversion of traffic off of the northerly portion of Glen-Way to-the Highway 99 connection. That is, the presence of the bridge and its 'connection to lands west of Griffin Creek contribute little to the ADWT forecast for the Highway 99 connection. Typically streets are classified by the characteristics of traffic that they carry. They are generally divided into the following three elasses: residential (or neighborhood), collector, and arterial. Under these circumstances, Glen Way may more appropriately be constructed to residential standards: However, Vincent will still need to be constructed at collector street standards as would the Highway 99 connector. It is difficult to describe the differences between 5,000 average daily traffic and 10,000 ADT. Generally in priority order, these tasks are subject to revision at the direction of the City. 1, Review Zoning Ordinance and Comprehensive Plan for needed revisions and amendments. 2, Revise minimum lot size requirements based upon results of recent study on residential densities. 3. Streamline zoning regulations with particular .attention to: a) Eliminate repairs from site plan review, b) Allow minor amendments to conditional use permits and PUDs at the staff level;: Develop explicit procedures for staff approval to assure due process. Define threshold between staff approvals and Planning Commission review, c) Simplify P,U:D. procedures. d) Revise ordinance to tighten rules on nonconforming uses, especially of concern are older mobile homes. e) Other revisions that may be needed, such as meeting the state requirement that city actions on applications (including appeals) be completed within 120 days of receipt of a completed application. 4. Develop clear and objective standards for review and approval of land use planning applications. 5. Develop standard application form and information sheets for land use applications. 6: Review Subdivision Code in order to reflect current policies and standards. In particular: a) Develop policy & code section on city street improvements for flag lots. Especially criteria for length of access road to be applied in land use decisions. b) Revise major/minor land partitioning process to provide that deed restrictions and improvement agreements are done before signing of the partitioning plat. c) Allow for lot line adjustments, perhaps with staff review,' 1 O F 1 1 Central Point 87-88 Scope of Work - Planning Services(continued) 7. Review the fee schedule for land use actions. Determine average costs and the amounts of needed fee increases. 8. Resolve inconsistencies among the standards city and county have applied to roads in the city and urbanizable area. (Initiate discussions with county by September, 1987). 9. Develop policy on additional right-of-way or special setbacks on major streets. 10. Eatablish policy on bike paths within major developments or along major streets and designated bike routes. 11. Establish procedures for a Planning Commission docket to record requirements set as conditions of land use approvals, city liens on parcels, and deferred improvement agreements on specific properties. - 12. Investigate and report on alternatives for establishing a land use data base including mapping requirements, computer capabilities required, software availability and ease of use, and. compatibility with city, county, RVCOG and state systems. 13. (Ord. 1436 S2 (part), 1981). 17.12.060 Zoning of annexed area. All future annexations are expected to include only lands within the city's urban growth boundary (UGB). The comprehensive plan of Central Point includes a plan for future land uses within the UGB area and [a] the zoning map_ described in Section 17.12.030 [that] is consistent with the comprehensive plan and which will determine the district into which a newly annexed area is placed. [In the event that an area is annexed to the city prior to final state approval of the city's urban growth boundary, the proposed UGB land use and zoning maps shall act as a zoning guide for city council approval.] The appropriate zoning district shall be applied to the area upon annexation.
