Adjournment ---5 TAFF REP ORT--- To: Planning Commission Date: March 27, 1987 From: Don Paul, Fire Chief/Building Official Re: Site Plan Review - Crater High School Weight Room Crater High School has submitted plans to construct a weight room as an addi- tion to the existing physical education building.' The addition will be 2,400 square feet with a maximum occupant load of 160. The building will consist of concrete tilt-up panels on a.concrete slab. The roof will be flat tongue and groove construction with a membrane covering. This addition does not encroach on any required setbacks or density standards. Listed below are comments noted. from staff's plan review: 1. The owner shall employ a special inspector (approved by the Building Offi- cial) during construction on the following types of work: a. During the taking of test specimens and placing of all reinforced con- crete (except non-structural slabs on grade). b. During the placing of reinforcing steel, for all concrete required to have inspection above. c. During all structural welding, unless performed in an approved fabrica- tion shop. UBC Sec. 306 2. Roof covering shall be fire retardant having no less than a Class B rating (Class A required by specifications). Provide specific documentation to the City, (U.L. test report, ICBO research report, etc.), that proves the fire retardancy of the proposed roofing material when applied over a com- bustible roof deck. UBC Sec. 3202 (b) 3. Provide additional ties which engage at least four vertical column bars, where anchor bolts are set in the top of columns. Such ties shall be with- in five inches of the top of the column and shall consist of two No. 4 or three No. 3 bars. UBC Sec. 2607 (k) 3D • 4. Roof overflow scuppers shall be installed with the inlet flow line located two inches above the low point of the roof, and having a minimum opening height of at least four'incltes. UBC Sec. 3207 (c) 5. Drinking fountain installation shall conform to 1980 ANSI A117.1 for access to the physically handicapped. 6. There shall be a floor or landing on each side of each door not more than inch lower than the threshold of the doorway. UBC Sec. 3304 (h) (i) 7. ,Interior lighting power budget shall not exceed a density of 1.1 watts per square foot of floor area. (1.1 x 2,400.= 2,6.40 watts maximum). Revise lighting to conform. Strawn Mr. Strawn is requesting to partition his existing 1.7-acre parcel into three parcels measuring 24,000, 6,000 and 43;000 square feet. Parcel 411 with 24,000 square feet would have the existing residence located on it. As shown on the plat, the proposed new lot lines of Parcel 411 would meet the required setbacks for the R-1 zoning district. Parcel 412 with 6,600 square feet fronts Upton Road and meets the minimum width, depth and lot size requirements for the dis- trict. Parcel 413, containing nearly an acre at 43,000 square feet, has a con- siderable amount of road frontage on both Upton Road as well as Old Upton Road. Jackson County Public Works Department has not indicated any improvement needs that should be attached to the approval of this request. The County's only concern as indicated in their letter is that the developer acquire the neces- sary encroachment permit at the time of development. While the property in question is bounded by County-maintained streets at the present time, the possibility exists that fully developed City-maintained streets may someday be necessary. For that reason, staff recommends as a con- dition of approval of this minor land partition that a deferred improvement agreement for all three parcels be recorded with the separate deeds for future improvements which may include sewer, water, storm drainage systems; curbs, gutters, sidewalks, and street improvements as included in any future local improvement districts that may benefit this property. A RESOLUTION OF RECOMMENDATION OF APPROVAL TO GRANT A MINOR PARTITION OF LAND WHEREAS, on March 24, 1987, Ernest R. Strawn filed an application for a minor partition of land located at 4964 Upton Road further described as Jackson County Map Page 36 2W 34D, Tax Lot 1400; and WHEREAS, Notice of Public Hearing was posted at the Central Point Library, Central Point Post Office, Central Point Fire Station, and Central Point City Hall; and published in the Medford Mail Tribune on April 1 and 5, 1987;'and WHEREAS, at their regular meeting on April 7, 1987 the Planning 'Commission held a review of the proposal, provided opportunity for testimony from propo- nents and opponents and received a planning staff report; and WHEREAS, subsequent to the review and public hearing, the Planning Commis- sion made a motion to provide recommendation for approval to the City Council; now, therefore, BE IT RESOLVED that the City of Central Point Planning Commission recom- mends to the City of Central Point City Council that the minor partition of land be approved with the condition that a defeffed agreement to be a consent- ing party to any future local improvement districts for sewer, water, storm drainage systems; curbs, gutters, sidewalks, and street improvements be recorded with the deed and run with the land for all parcels of the herein described partition. RESOLUTION N0. - Page 1 /~ --- STAFF REPORT--- To: Planning Commission Date: April 2, 1987 From: Don Paul, Building Official Re: Preliminary Plat for a Replat of The Meadows Planned Unit Development Mr. Neil Scheuneman, owner of The Meadows Planned Unit Development, has applied for a replat of lots 29 through 37, 39, 41, 43, 45; lots 160 through 167, 169,. 171, 173, and 175. His proposal would eliminate lots 45 and 175. The appli- cant's purpose for replat is to create the. ,opportunity for larger width lots. Lots 29 through 37, 39, 41, and 43 would increase in width an average of four feet. The. remaining lots would. increase in width from four to eight feet with the exception of lots 160, 161, and 162 which would decrease in width by two feet. The Meadows has improvements. in place and will not be changing any streets or Create any need for further street improvements. There will, however, be a need for the owner to reroute the private sanitary sewer lines. The proposed replat places the current locations well within the interior of lots 33 and ' 167. Also of concern might be the location of the 15-foot storm drain easement that passes under lot 166. This storm drain line is City maintained and should be accessible for further maintenance activities. A11 of the original exhibits of the P.U.D. previously approved by the City should in all regards not be affected by this replat. A RESOLUTION RECOPfMENDING APPROVAL OF THE PRELIMINARY REPEAT FOR THE MEADOWS, A PLAA'NED UNIT DEVELOPMENT, LOCATED AT 555 FREEMAN ROAD WHEREAS, Neil Scheuneman, owner and developer, has filed an application for approval of the preliminary replat for The Meadows, a planned unit develop- went, located at 555 Freeman Road, and WHEREAS, notices of a public hearing held on April 7, 1987 were published in the Medford Mail Tribune on March 27 and April 3, 1987, and WHEREAS, at said public hearing a review of the preliminary replat was held before the Central Point Planning Commission where opportunity for testi- mony from proponents and opponents was provided; now, therefore, BE IT RESOLVED BY THE CENTRAL POINT PLANNING COMMISSION AS FOLLOWS: That the Planning Commission of the City of Central Point, Oregon, recom- mends that the City Council approve the preliminary replat for The Meadows, a planned unit development, located at 555 Freeman Road, Central Point, and further recommends that all of the original exhibits of the planned unit development previously approved by the City be reconfirmed as attached to this application for replat.
