As a part of this expansion, the existing ay^ -clone .presently located on Haskell Street will be relpcated on the lat.interior,_.. .- _ thus substantially reducing noise along Haskell Street. The applicant will provide 19 offstreet parking. spaces to°meet the requirements of their single shift/14-employee work force. The node allows for either a rock or,_ paved surface for vehicle parking-in an M-1 zone and the applicant would prefer to provide a rocked area. The. applicant has not provided a landscaping plan and staff is unsure what require-' ments the Commission may impose,. if any, for an industrial development... ,, _---- Staff recommends that as a condition of approval, the requirements contained in the. Street access - Haskell, collector street, 36' curb to curb; Amy Street, local street, unimproved; Ash Street, local street, unimproved; Alder Street, local street, unimproved; Oak Street, local street, unimproved. 2; Street jurisdiction - City of Central Point 3 ""Present access - Alder to Haskell or Amy 4, -:Storm drainage - A storm drain pipe is located at the corner of Alder'-and ' - gaskell.. This storm drain is below street grade and overflows into the. street. 5.., No streetlighting exists on Haskell. One streetlight exists on Amy Street.- ~ - '. 6. On-street parking - Allowed between 7:OO a.m. and.-5:00 p.m. on Haskell Street. ' No parking between between 5:00 p.m. and &_7:00 a.m. for trucks. Car parking is allowed. - - .. 7. Curbs and sidewalks - Curbs-exist on Haskell. No other curbs exist within this area. No sidewalks are located on any street serving this property. Comments• 1. Haskell Street serves both residential and industrial users. The street-is designated as a collector street. A collector street is a minimum of 40'. The street serving this industrial area is supposed to be 3" minimum class B as- phalt over 12" minimum crushed rock. Presently 2" of asphalt over 4" - 7" of. crushed rock exist. At some point in time this street will need to he reconstructed due to exces- sive weight for trucks; therefore, reconstruction will occur faster than if the. # street were for local traffic only. 2. A storm drain exists at the north side of Alder/Haskell intersection. Runoff water comes from Cornett Lumber and Ashenberner Moulding. In order to allow proper drainage at this location, a standard City catchbasin shall be installed at this location. 3: Water and sanitary sewer systems exist to accommodate this proposed development. No other public improvements are contemplated in this area regarding the afore- mentioned utilities. Central Point Public Works Department Preliminary Plan Review Page 2 4. A deferred improvement agreement shall be signed by the developer to include when required: Street improvements including widening costs and improvements to existing section curbs snd gutters, storm drainage system; stieetlighting, and traffic control. 5. A1r'construction"within the public right-of-ways of the City of Central Point shall be constructed to!the standards set forth in the Central Point. Municipal Code and the Public Works Standards. ', A RRSOLUTION OF RECOMMENDATION OF APPROVAL TO GRANT A MINOR PARTITION OF LAND.' WHEREAS, on May 4, 1988, Forrest and Vivian Samples filed an application for a minor partition of land located at 3492 Bursell Road further described as Jackson County map page 37 2W 11D, tax lot 1101; and WHEREAS, the agenda including the. public meeting was posted at the Central Point Library, Central Point Post office, Central Point Fire Station, and Central Point City Hall; and WHEREAS, at their regular meeting on May 17, 1988 the Planning Commission held: a review of the proposal, provided. opportunity for testimony from proponents and opponents,. and received a planning staff report; and WHEREAS, subsequent to the review and public hearing, 'the Planning'Commission ~_ - - -- -' made-a motion to provide recommendation for approval. to the City Council; now, therefore; _.._ BE IT RESOLVED that the City.of Central-Point Planning Commission recommends ''~to the City of Central Point City Council that the minor partition of land ~e ap- proved subject to the following conditions That the applicant execute_a deferred improvement agreement consenting to inclusion in any future local improvement districts for sewer, water, 'storm drainage, streetlights, curbs, gutters, sidewalks, or :street improvements, or any combination of the same, further agreeing not to remonstrate against any such .improvements, and providing that the same shall be 'recorded in thee.
