Moran, owners of Bi-Mor Stations Section 17.64.040, G., 7., of the Central Point Municipal Code requires 43 on-site parking spaces based on the proposed 2,150 square foot convenience store. The applicants are providing 12 spaces, thus a variance for the remaining 31 spaces is requested. Section 17.80.010 specifies the conditions which must be met in order for the Planning Commission to grant a variance. The applicants have provided their find- ings demonstrating compliance with the stated criteria as Exhibit C. The Commission is reminded that revisions to the present parking standards have \~ been approved by the Planning Commission and are scheduled for formal adoption in the near future. Under the new standards, 15 spaces would be required. Meet the requirements of the State Highway Department regarding access: on - Highway 99. 2. Final plans must have sanitary sewer and water system service locations on them. Also verify size. 3. SVater and sewer systems must be adequately sized to handle the new facility. 4. Pine Street ingress/egress driveway shall be designated a right turn in/right turn out only. This driveway shall be signed properly according to the Manual on Uniform Traffic Control Devices (MVTCD). 5. Storm drainage system is sized properly; however, connections to the catchbasin in Pine Street must be approved by the State Highway Department. 6. The sidewalk on Pine Street is basically at the surface of the asphalt on the street. In order to protect the pedestrian traffic adjacent to the Bi-Mor property, the sidewalk on Pine Street needs to be reconstructed to include a seven-inch curb exposure. 7. Plans, when completed, should include the cost of installation of all public facilities; i.e., water, sewer, storm drainage, sidewalks, driveway, signing, etc., that is contructed in the public right-of-way and will eventually be maintained by the City of Central Point. 8. Site distance area at the corner of Pine and Front Streets shall be maintained and developed to prevent visual obstructions. HAYS AND MICHAEL J. MORAN WHEREAS, an application for a variance for 31 on-site parking spaces has been submitted by Robert W. Hays and Michael J. Moran for the Bi-Mor Station located at 16 North Front Street within the City and more particularly described as Jackson County Tax Assessor's map page 37 2W 3DD, tax lots 9600, 9600 A-1, 9407, 9400, and 9407; and WHEREAS, the .Central Point Planning Commission has reviewed and approvedlthe application at a public hearing held on the first day of March, 1988; now, therefore, BE 3T RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, ORE- GON, AS FOLLOWS: Section 1. The relevant criteria applicable to the within.. application is as follows: (a) The Comprehensive Plan designates the site as thoroughfare commercial. (b) The Zoning Ordinance designates the site as C-5. (c) Central Point Municipal Code Chapter 17.80 describes the conditions which .the Planning Commission must consider in order to grant a variance. Section 2. :The Planning Commission hereby finds as follows. The proposal meets the criteria for granting a variance because: (a) The variance will provide advantages to the City because the rebuilt facilities will give more and better services to Central Point residents. (b) The variance will provide beautification to the City with new facilities and increased planter areas. (c) The variance will provide safety to the City through its better lighting.. (d) .The variance.wil.l provide protection to the City with new underground storage, tanks and piping systems. Meet the requirements of the State Highway Department regarding access on Highway 99. 2. Final plans must have sanitary sewer and water system service locations on them. Also verify size. 3. S4ater and sewer systems must be adequately sized to handle the new facility. 4. Pine Street ingress/egress driveway shall be designated a right turn in/right turn out only. This driveway. shall be signed properly according to the Manual on Uniform Traffic Control Devices (MVTCD). 5. Storm drainage system is sized properly; however, connections to the catchbasin in Pine Street must be approved by the State Highway Department. 6. The sidewalk on Pine Street is basically at the surface of the asphalt on the street. In order to protect the pedestrian traffic adjacent to the Bi-Mor property, the sidewalk on Pine Street needs to be reconstructed to include a seven-inch curb exposure. 7. Plans, when completed, should include the cost of installation of all public facilities; i.e., water, sewer, storm drainage, sidewalks, driveway, signing, etc., that is contructed in the public right-of-way and will eventually be maintained by the City of Central Point. 8. Site distance area at the corner of Pine and Front Streets shall be maintained and developed to prevent visual obstructions. Landscaping to a maximum of 36 inches above pavement and signing a minimum of eight feet above the pavement (excluding pole structure). CPMC Chapter 17.72 contains standards required for a site plan which the Commission may refer to for their review. The proposed structure contains approximately 1,791 square feet and includes a land- scaping proposal. The site plan indicates nine offstreet parking spaces. CPt4C Sec- tion 17.64.040, H., 2., requires that nine spaces be provided. Section 12.04-.015 requires that a sidewalk be constructed along Fifth Street. Section 12.02.010 re- quires that the adjoining alley be improved to City standards. Public Works Director Larry Blanchard has performed a site analysis and has identified the following as-needed additions to a final construction plan: 1. The minimum lot size in the R-1 district is 6,000 square feet (7,000 square feet for a corner lot) or approximately six dwelling units per acre. i A dwelling group for duplexes on the corner of Bursell Road and Beall Lane provides 5,600 square feet per duplex unit (2,500 square feet is the minimum). The Meadows Planned Unit Development, which is designed to include a density bonus to accommodate a greater number of dwelling units, has an average lot size of between 4,500 and 5,100 square feet. I have provided this comparison of lot sizes so that the Commission can provide some guidelines on what is an acceptable minimum for both staff and the devel- oper at the time a site plan is submitted. Public S4orks Director Larry Blanchard has provided a site analysis with recommenda- tions that would be incorporated into a final site plan and findings document. Some flexibility will be needed for this particular project due to possible future design changes in Upton Road, Scenic Avenue and Tenth Street. Sanitary Sewer System: 1. An adequately sized sewer main will need to be constructed to service Tax Lot 4800 either from Third Street or Scenic Avenue depending. on topography. 2. It may be necessary to design the sewer to serve other properties. A survey of other properties needing sewer might be done. The City may participate depending on size. 3. On-site sewer system must be provided for each .lot. Water System: 1. Water mains exist in Scenic and Third Street. A 12-inch water main needs to be installed sometime in the near future on Scenic. All installations from the existing water system shall be designed to accommodate this future need. 2. On-site services for each lot shall be provided and fire hydrants located accord- ing to the Fire Department's approval. However, since these units are to be rent- als, one service meter adequately sized would be required for domestic consumption and one meter would be installed for irrigation depending on the installation of landscaping in the area. Storm Drainage: 1. On-site storm drainage must be designed to City standards with connections for each lot. 2. Storm drainage improvements off-site need to be designed adequately to previde ser- vice for other properties. It may be required, upon further review, that a local improvement district (L.I.D.) be formed to provide these improvements. Street Improvements: 1. The following "menu" is designed to provide a range of options whereby the Planning Commission can choose how much or how little they wish to be involved in this pro- cess. Once a basic process is defined, I would suggest that Wes Reynolds review and draft a procedure for formal consideration. 1. Determine the threshold where the Planning Commission would become involved. a. Continue to review all projects for which a building permit is issued. b. Total staff review for all projects. c.
