Miscellaneous VII. Adjournment City of Central Point Planning Commission Meeting November 7, 1989 Page 1 MEETING CALLED TO ORDER Chairman Ellard called the meeting to order at 7:OO p,m. ROLL CALL Present were Planning Commission Chairman Garth Ellard and Planning Commissioners, Dick Halley, Karolyne Hugo, Bob Matthews and -0huck Piland. Absent were Jerry Mattey and David Gilmour. Commission Chairman Ellard reported that David Gilmour had called to say he could not attend. Also present were City Administrative Assistant, George Rubaloff, Fire-Chief/Building Official, Mark Servatius, and Secretary Cecelia Gordon. APPROVAL OF MINUTES Commissioner Piland made a motion to approve the minutes of the Planning Commission Meeting held October 3, 1989 as presented, Commissioner Halley seconded the motion. Roll call vote: Halley, yes; Hugo, yes; Matthews, yes; Piland, yes. All the Commissioners voted in favor of the motion, and the motion carried unanimously. CORRESPONDENCE AND PUBLIC APPEARANCES George Rubaloff referred to the November 2, 1989 letter from Neil Scheuneman, President of 5 in 1 Development Co., Inc. (The Meadows) concerning building entry covers that would extend into the set backs from the side property lines. George Rubaloff stated that commonwall or zero lot lines are only sanctioned in certain commercial developments. The Commissioners then 'discussed the process for amending the PUD ordinance. George Rubaloff commented that the process to amend a PUD ordinance would have to satisfy the same criteria as applying for a variance. City of Central Point Planning Commission Meeting November 7, 1989 Page 2 Mark Servatius Fire Chief/Building Official discussed the various fire hazards and mandated State Building Code restrictions concerning the required set backs from the side property lines. Mark Servatius illustrated on the chalk board the layout showing how the units in the Manufactured Home park would look if they were to build the required fire wall. In response to Commissioner questions Fire Chief/Mark Servatius answered that the use of aluminum or metal awning type entry covers. was ruled out-by The Meadows.. He a}so stated that buyers of the newer Manufactured Homes installed in The Meadows had the option. of a manufacturing design that includes a recessed (covered) entry way. Chairman Garth Ellard concluded that the fire walls would not be desirable or attractive, and that most .manufactured home owners already in The Meadows park would probably object to that concept. Chairman Garth Ellard directed staff to send correspondence to Neil Scheuneman which reflects the Commission's consensus that it could. not support or recommend any PUD amendments which would allow encroachment into setbacks which-apply td-the Meadows'. PUD. BUSINESS Review of permitted uses in C-5 zone (barber/beauty shops) City Administrative Assistant, George Rubaloff highlighted his October 26, 1989 Staff Report .which was a review on permitted uses in the C-5 zone for barber/beauty shops, and which .was prepared in response to a recommendation from the Commission in their October 3, 1989 meeting. The Commissioners discussed the possibilities of changing some of the C-5 strip to C-4. There were also suggestions that the C-5 zoning categories could be split into C-5A and C-5B for clarification and segregation within the C-5 Zoning. City of Central Point Planning Commission Meeting November 7, 1989 Page 3 The Commissioners unanimously agreed that with the impending growth and future business zoning in the commercial areas would need a major overhaul, and that any changes needed in the zoning would be addressed at that time. The Planning Commission requested staff to develop a resolution and findings to determine if beauty salons/barbershops and manicurists within shopping centers, multi purpose buildings and hotel lobbies are compatible and similar in the city's C-5 zone. The resolution was requested for the December Planning Commission meeting. MISCELLANEOUS There were. no items presented under Miscellaneous. ~~ ADJOURNMENT Commissioner Halley moved that the meeting be adjourned. Commissioner Hugo seconded the motion. Roll call vote: Halley, yes; Hugo, yes; Matthews, yes; Piland, yes. All the Commissioners voted in favor of the Motion and the Motion carried. WHEREAS, Donald Stuckey, subdivider and developer, has applied for approval of the preliminary plat for Cambridge .Court, a subdivision to be located south of and adjacent to Pittview Ave., more particularly described as Jackson County Tax Assessor's map page 37 2W 11D tax lots 800, 802, 803, 804 k 805; and, WHEREAS, the agenda including the public meeting was posted at the the Central Point Public Library, Central Point Post Office, Central Point Fire Sta- tion, and the Central Point City Ha11; and, WHEREAS, at their regular meetings on April 4 and May 2, 1989 a review of the preliminary plat was held before the Central Point Planning Commission where opportunity for testimony from proponents and opponents was provided; now, therefore, -- BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. The relevant criteria applicable to the within application is as follows: (a) The Comprehensive Plan designates the site as Low-density residential; (b) The Zoning Ordinance designates the site as R-1; (c) Central Point Municipal Code Chapter 16.24 describes the infor- mation the Planning Commission must review in order to consider approval of a preliminary subdivision plat. ' Section 2. The Planning Commission hereby finds as follows. The proposal meets the City's housing goal as described in the Comprehensive Plan because: (a) It ensures that adequate housing will be provided in the City of Central Point for persons regardless of age, family status, income level, race, ethnic background, sex, or religious affiliation. (b) It ensures that a variety of housing will be provided in the City in terms of location, type, price and tenure, according to the projected needs of the population. (c) It promotes the open .and free choice of housing for all persons wishing to reside in Central Point. PRELPLAT.89/PORES Section 3. The Planning Commission finds that the record herein and the findings therefrom support the conclusion that the proposal is in compliance with the City's Comprehensive Plan and the .applicable standards of the City's Zoning Code. Pittview Avenue East, Local Street, County Jurisdiction Existing Width - 24 ft., Future Width - 36 ft. No curbs/gutters. Future - requires curbs and gutters. Existing sidewalks-none. Future - sidewalks required. Existing traffic - 160. trips/day. Projected including this development - 270 trips/day. 2. Pittview is in poor condition, however it is a county road. Normally, the City will negotiate with the County to participate financially either directly to the City or upgrading the existing street section with County crews. Obtain permit from County for all work with their County road. The City needs a deferred improvement agreement for costs associated with widenipg of Pittview Avenue, to include storm drainage, sidewalks and street lights. 3. Station of new street. should begin at center line of Pittview Avenue O+OOS. 4. A soils engineer must evaluate the strength of the soil (R-value) to determine the street section design. PLATRVW.89/PUBWKS 1 design for a minimum 20 year life given a daily traffic volume not to exceed 1000 vehicle trips per day and la truck traffic. 5. A street sign installation plan shall be included with the construction plans. The City will install the signs and bill the developer. 6. A street lighting plan shall be included in the construction documents according to the requirements identified by Pacific Power & Light. Intersection must be illuminated. 7. Provide cut and fill identifications on plans in order to determine subgrade compaction requirements. 8: Provide an intersection curb return control on the plan so that the curb return is in a plane, 2 way elevations. Horizontal scale 1" = 10'; Vertical Scale 1" = 1'. WATER SYSTEM REQUIREMENTS 1. An existing 8" water main exists in Pittview Avenue. 2. Fire hydrant installation .and coverage shall be approved by the City of Central Point Fire gepartment prior to approval of these plans for construction. 3. On the profile sheet showing sanitary sewer, storm sewer, and other utility crossing elevations. 4. At tee connection of pipe 4" or larger provide 2-way valuing. at cross connection of pipe 4" and larger provide 3-way valuing. 5. Valves 4" to 10" use-gate valves.- Valve 12" and larger use" butterfly valves. 6. Ductile iron pipe is the only pipe allowed in the Central Point Water system. 7. Thirty six inches (36") of cover from the top of asphalt to the top of pipe is required as a part of the water system construction requirements. 8. Provide for connection of property to the south of this develop- ment. 9. Stamp a "•A" in the curb where the water service crosses the curb PLATRVW.89/PUSWKS ~~ SANITARY SEWER REQUIREMENTS 1. On the profile, show water storm sewer and other utility crossing elevations. 2. Ladder rungs to be installed in each manhole of a depth greater than 3 feet. Use ladder step approved by Public Works Department. 3. All sewer service laterals shall have distance from nearest prop- erty corner abutting street shown on plan. Stamp and SS in curb where the service lateral crosses the curb. 4. Provide information on type of pipe to be used. 5. Provide for future connections from property south of this development. - 6. Connection of mainline at Pittview Avenue shall be done with a manhole. 7. An S" sanitary sewer exists in the R.O.W. of Pittview Avenue. This shall be the connecting-point for the sanitary sewer for this subdivision. STORM DRAINAGE REQUIREMENTS 1. On the profile show water, sanitary sewer and other utility crossing elevations. - 2. Curb inlet catch basins to be constructed to provide access to the City for maintenance. 3. In your design calculations for storm runoff, provide the service area shown or plan of each pipe section. 4. Calculate the carrying capacity of down stream facilities to assure that the addition of storm water from this development will not adversely affect any down stream facilities. 5. According to Page IV III B-4 of the Public Works Standards, no greater than 350 feet shall be allowed between catchbasins on any street or development. 6. Existing storm drainage system is located in Pittview Avenue, however, its capacity to carry this subdivision's runoff must be verified. MISCELLANEOUS REQUIREMENTS 1, Provide the square footage of each lot on the plans. 2. Make sure PUE is listed on Plat. 3. Include other utilities and crossings for all utilities including but not exclusively to gas, telephone, electric and cable T.V. 7. A grading plan shall be provided which corresponds to the cut and fill design of the streets and shall be in topographic format to assure all lots are drained. 8. Conduits shall be provided at each intersection to provide for gas or other utilities who are not able to determine location of services to be provided. 9. Whittle and John A. Duke have submitted a preliminary plat application for Phase III of Stonecreek No. 3 Subdivision. This phase of the proposed development encompasses fifteen lots and is located on Daniel Street between Glenn Way and Timothy Street. The property is zoned Residential Single Family (R-1-6). The procedure for processing the preliminary plat for a subdivision is outlined in Central: Point Municipal Code Chapter 16.24. Upon receiving this application, Staff reviewed .the plat .for .consistency with City development codes. -Public Works .Director Larry Blanchard is currently reviewing,the application and will prepare a report which discusses engineering elements associated to the proposed project. Mr. Blanchard's report will be available to Commissioners at the Planning Commission meeting. Staff has prepared the appropriate resolution for the Planning Com- mission consideration. After its review, Staff will forward the Commission's recommendation onto the City Council at the next regu- larly scheduled Council meeting. A RESOLUTION AUTHORIZING BARBER SHOPS, BEAUTY SALONS AND MANICURE SALONS AS A PERMITTED USE IN A C-5 ZONE WHEREAS, the City of Central Point Planning Director has requested an interpretation and determination for allowing manicure salons in a C-5 zone as a permitted use; and, WHEREAS, manicure salons typically fall under the broader category of beauty salons and barber shops and the City of Central Point Planning Commission has reviewed said use within its broader context; and, WHEREAS,. the City of Central Point Planning Commission determined that under certain nircumstances barber shops and beauty .salons including manicurists are similar and compatible with other permitted uses listed in Central Point Municipal Code Section 17.46.020; now, therefore, BEIT RESOLVED BY THE CITY OF .CENTRAL POINTPLANNING COMMISSION AS FOLLOWS: Section 1. .The Planning Corc¢nission finds that shopping centers and multi-use buildings exist or are created within the C-5 zone as a result of development, and finds further that hotels are a permitted C-5 use. Section 2. The Planning Commission finds that barber shops, beauty salons, and manicure salons are similar and compatible with other permitted uses in the C-5 zone if they can be located within a shopping center, multi-use buildings, and/or hotel lobbies and that said uses are not permitted ih any other planning zone within the City under these particu- lar circumstances. Section 3.
