1. MEETING'CALLED TO ORDER at 7:00 p.m.
IL ROLL CALL -Those present were: Chuck Piland, Jan Dunlap, Herb Farber,
Candy Fish, Randy Graves and Valerie Rapp. Karolyne Johnson had informed
the Commission that she would' be gone for the June 6 and June 20th
Meetings.
III. CORRESPONDENCE -None
IV. MINUTES
Commissioner Fish moved to approve the May 16, 1995 Planning Commission
Minutes. Commissioner Dunlap seconded the Motion. ROLL CALL VOTE:
Dunlap, yes; Farber, yes; Fish, yes; Graves, yes; and Rapp yes, and the Minutes
were approved as written,
V. PUBLIC APPEARANCES -None
VI. BUSINESS '
A. Public Hearing - Review and Determination regarding the Site Plan for
Commercial Office Building on southeast corner of Pine and Seventh Streets.
(Applicant: Karolyne Johhson) 37 2W 2CC Tax Lot 7200.
Chairman Piland opened the Public Hearing.
George Rubaloff, Planning Administrator, rediewed the Planning Department's
Notice of Public Nearing dated May 17,1995 including the Nature of Hearings,
Criteria for Decision, Public Comments, and Summary of Procedure.

Commissioner Fish declared a conflict of interest, as real estate agent for the
project and took a seat in the audience. There were no other conflicts of
interest or ex-parte communication.
George Rubaloff reviewed the Planning Department Staff Report dated June
2, 1.995, including the Background, Review Highlights, and .Conclusion. He
entered the following exhibits into the record by reference:. (A)Notice of Public
Hearing,. (B)Mailing List for Notice ;100 foot radius (ClAssorted Maps, (D)
Application, (E) Public Works Department review dated June 1, 1995, (F)Public
Safety Review dated June 2, 1995, and (G)Public Works Standards relating to
spacing between driveway access and intersections. The following handouts
were also entered into the record by reference: (H)Letter from Central Point
Chamber of Commerce, dated June 3, 1995, expressing support for the project,
(p Letter from Karolyne Johnson, dated June 5, 1995 asking for an exception,
and (J)Letter from Karolyne Johnson, dated June 3, 1995, expressing her
reasons for not going with an alternative plan.
Chairman Piland declared a fevv minutes break in order. to ..give the
Commissioners the opportunity to revievv the Exhibits (H, Land J) just handed
.out.
After reviewing the new exhibits, Commissioner Graves asked staff where the
authority for the requirements for the driveway access distance from the
intersection came from.
Susan Wilson Broadus, Public Works Director, stated that in general, Central
Point's safety and engineering principles are based on the American Public
Works Association Standards.
George Rubaloff illustrated. the shape of the lot and the, AppiicanYs proposed
driveway access on the blackboard, stating the proposal did not conform with
the Public Works Standard which requires the driveway to be the farthest
distance away from the street intersection.
Susan Wilson Broadus stated that any. number. of plans could address the
farthest distance from intersection, with the intent of promoting safety.

Tom Malot, agent for the Applicant, 150 Manzanita Street, Central Point, came
forward in support of the Site Plan. Mr. Malot cited other commercial driveway
accesses in Central Point that he `felt did not conform to the Public Works
Standards. He drew an illustration of the lot on the blackboard, showing the
' building in the back of the lot and the parking lot and driveway access in the
front portion of the lot: ' Malot stated that the small lots available on E. Pine in
Central Point are small (55' x 140' lots) and don't leave much room for a
commercial building and a driveway access placed at the?arthest point away
from the intersection. Mr. Malot stated that the City vvas promoting a plan
that would not work for the Applicant.
George Rubaloff stated that he would like to correct the record, 'that the City
vvas not promoting a "plan" of their own, but that staff had suggested that the
Applicant redesign the site plan to come into compliance:
Commissioner Farber asked Mr. Malot if there were any time constraints placed
on the Applicant. Mr: Malot answered that the Applicant needed to have the
building completed by September, 1995 to meet requirements for the tax
deferment.
Commissioner Rapp asked if the Applicant had design criteria placed on her by
the Insurance Company. Mr. Malot stated that parent insurance company did
require certain placement of computers, eta in the design of the building.
Herb Farber stated that at' the request rof the Developer, in a past Planning
Commission meeting, the placement of the street light for the Malot Office
Building had been changed to the north side of E. Pine Street. Tom Malot stated
that he will be resubmitting a site plan for the Malot Office Building and will
show installing a street light on the Malot Property on the south side of E.
Pine Street. He also added that it would make sense to' also place the
Applicant's proposed street light on the south side of E. Pine Street.
Susan Wilson Broadus stated that according to the standards, the proposed
street light should be spaced no more than 200'-from the nearest street light.

George Gilman, 452 Beall Lane, Central Point, came forward to support the
Applicant's site plan.
Lee Edwards, 209 Windsor Way -works with the Chamber of Commerce, came
forward to support the Applicant's site plan..
:Rusty McGrath, Mayor, .came forward in support of the present site plan. He
stated that he-would like to see mistakes taken care of before the process gets
so far along.. , Me stated that staff should be working to help commercial
development take place.
Candy Fish, real estate agent for the Applicant, stated that she felt the present
site plan was the ,only way the building would work, and that putting the
parking lot in front of .the building. would be better than a back parking area,
where vehicles. could be broken into, etc. because they, were next to the alley
and out of view of people in the building.
Gladys Edwards, 209 Windsor Way, also works for the Chamber of Commerce
stated she supported the present site plan..
Chairman Piland asked when the Public Works Standards were put into effect.
George Rubaloff stated that the standards have been evolving since the 1970's
andhave been updated by City Council several times over the past 6 years.
Susan Wilson Broadus added that the current Public Works Standards were
adopted. by the City of Central Point Council in January 1993.
Commissioner .Rapp stated that she thought the City could change standards
so that these small.. existing .lots on Pike Street could be developed
commercially.-
Commissioner Farber stated that the Public Works Standards are written
subjectively to,maximize,safety, not intended to inhibit development. He also
stated that the site plan applicationbefore the Planning Commission was the
one to be decided upon, that development on other small lots on Pine Street
should be addressed at a later date.

Commissioner Fish returned to her seat on the Planning Commission.
B. Public Hearing - Review and''Determination regarding Site Plan-for zoning
variance for reduction of setback at 537 Laurel located-between Fifth and Sixth
Streets (Applicant: Shannon Lenz1.
Chairman Piland opened the Public Hearing.
George Rubaloff reviewed the Planning Department Notice of Public Hearing,
dated May 17, 1995, including the Nature of Hearings, Criteria for Decision,
Public Comments, and Summary of Procedure. -
There were ho conflicts of interest or ex-parte communication.
George Rubaloff reviewed the Planning Department Staff Report dated June 2,
1995, including the Description of Application, History, Review Discussion and
Conclusion, and entered the following exhibits into the record by reference:
Notice of'Public Hearing, Maps, and Application for Zoning Variance. Rubaloff
further stated that staff's conclusion was that the proposal conformed to safety
requirements.
Scott Lenz, Applicant, 537 Laurel Street described his application for a
detached accessory building, and a proposed fence on the property line.
No one else came forward in support of or in opposition to the application.
Chairman Piland closed the Public Hearing.

G Review and Recommendation. relating to Zoning Text. Amendment to various
.sections. of CPMC pertaining to side and front setbacks on corner lots.
George Rubaloff referred to his Memorandum of June 2,-1995 including General City
Policy, Background, .and Discussion. The following: exhibits were entered into the.
record by reference: Planning Commission Resolution No. 320, Request and Findings
Submitted by Developers,.. Notice of Public Hearing (Council.) for June 15, 1995, Draft
Ordinance, CPMC 17.60.090 Special Setback Requirements (Arterial Streets), and
Pave xii of Public Works Standards (Site Triangle and Site Distance). Rubaloff stated
staff from Building, Fire, Public Works and Planning Departments had studied the
proposed rule change and determined that. specific rules should be preserved: arterial
setback, site distance, vision clearance, and location of driveway approaches.
Commissioner Fish moved to recommend the Zoning Text Amendment to Jarious
sections of CPMC pertaining to side and front setbacks on corner lots. as represented
Rapp ves and the Motion carried unanimously
VII. MISCELLANEOUS -Commissioner Dunlap stated that she. will be gone from
June 19 until July 16. The Commission is to consider the dates of the Planning
Commission Meetings in July since Tuesday July 4, 1995 is a legal holiday.
The dates will be discussed at the June 20, 1995 Planning Commission
Meeting.. _
VIII. ADJOURNMENT - Commissioner Fish ,moved that the meeting adjourn,
Commissioner Dunlap seconded the Motion, and all said Aye, and the meeting
was adjourned at 9:20 p.m.

Phase V of Forest .Glen Subdivision (Applicant: Gary
Whittle)
Preface
The Planning Commission is scheduled to review and make a determination on the final
plat application for ]?hase V of Forest Glen Subdivision.
Decision Criteria
Final Plat approval is based upon the plat conforming with the tentative plan
and the completion of any conditions which are required under the approval of the
Tentative Plan. , -
Background
On July 19, 1994 the Planning Commission adopted Resolution No. 298 approving the
Tentative Plan for Forest Glen Phase V.
Review
The City has determined that the proposed final plat for Phase V of Forest Glen
Subdivision is in substantial conformance with the approved Tentative Plan. A portion
of required subdivision improvements are not complete at this time. The applicant is
intending to .enter into a bonding arrangement with the city for completion of the
outstanding requirements. Judging from past practice we expect that the applicant
would secure his performance under a development agreement with a letter of credit.
The amount of that letter of credit would be $395,416. The letter of credit will need
to be delivered to the Ciry and reviewed by the City Attorney prior: to executing the
'Development Agreement.

approved in which to file your final plat to the City. Enclosed for your convenience, you
will find a Final Plat Application packet.

FOREST GLEN, PHASE V
1. Ail structures shall have roof drains, area drains, and crawl spaces with positive
drainage avvay from the structure and drain lines connected to a curb drain, or
an approved storm sewer: The developer shall provide the necessary storm
drainage 'improvements and lot grading to assure that all streets, lots, and ail
properties will drain properly. The developer shall submit a grading plan with the
construction drawings and perform such grading and drainage improvements
which satisfies this drainage condition leaving only minor grading required for
each lot during. house construction.
2. The City's Engineer shall, at the cost of the developer, evaluate the strength of
the native soils and determine the street section design in accordance with the
Public Works Department Design Standards. The streets shall use the following
design criteria:

'3. The construction drawings for this Tentative Plan shall include a Street Ughting
Plan and a Traffic Control Pian in accordance vvlth the requirements of the City
of Central Point Public Works Department. The construction drawings shall
include clear vision areas designed to meet the City's Public Works Standards.
The developer shall pay for all costs associated with the design and installation
of the improvements specified on these plans.
4. Indicate on the Final Plata 1 foot access control strip at the ends of Looking
Glass Way, East Hampton Drive, White Chapel Drive, Glengrove Avenue.
5. The construction drawings shall indicate type, size and location of water mains
and fire hydrants in accordance with the City's Public Works Standards and the
recommendation of the City's Fire Chief.
6. The developers engineer shall design the sewer system to serve the development
of this tract and all future development which will be tributary to this
development.
7. The developer shall construct an adequately sized storm drainage system to
provide for runoff onto the subdivision property and from each lot. As a part of
the construction of the improvements for this Tentative Plan, the developer's
engineer shall provide a complete set of drainage calculations for sizing the storm
drainage system for this development. The developer shall submit this
information to the Public. Works Department at the time construction drawings
for the subdivision are submitted to the Public Works Department for permits for
construction of the storm drainage improvements. The engineer shall use the
rainfall/intensity curve obtained from th Public Works Department for hydrology
calculations.

with a hydrologic and hydraulic analysis of "Elk Creek." .The analysis shall
include plan and profile delineations of the 100 year flood plain and fioodway
determined in conformance with FEMA's Flood Insurance Study guidelines. Also
include topographjcal information at 2 foot contours for Elk Creek adjacent to
property in the subdivision.

The Final Plat of Forest Glen Subdivision, Phase 5 has been reviewed according to
CPMC 16.12.050, Staff Approval. The location of the property is: T37S, R2W,
Section 11 A-Tax Lot 1800; Section 11 D-Tax Lot 100 and Section 12C-Tax Lot 3300.
The following items have been verified by the Public Works Department Staff.
1. Although the Final Plat as shown is substantially the same as it appeared on
the approved Tentative Plan, adopted by Planning Commission Resolution 298,

The changes requested are a result of placing building
designs on the lots in Phase II which have been created and
on the future lots of Phase V and VI. Individual design had
not been applied to lots. prior to the design of these Phases.
Hence this redesign is plane before you.
The lot line adjustment in Phase II adjusts the line between
Lots 60 and 61, with lot 60-loosing 2 ;feet and•lot 61
gaining. Lot 63 gets two feet from Proposed lot 153 in Phase
V.
There is a proposed re-distribution of the dimensions in
Phase VI. These changes result in a better distribution of
the property to design packages the applicant wishes to build
on the future lots.
The changes to Phase V are also a re-distribution of the lot
widths of the lots lying between.Glengrove and I-5. There is
also a change to the access for the utility companies between
lots 154 and 177 near the terminus of Fairfield Avenue. The
tentative map approved by the Planning Commission showed an
alley to be dedicated to the public. The current proposal is
to provide an easement-for the utilities which will be paved
and fenced to ensure unrestricted access for those who have a
need.
