A Park and Recreation Commission chairperson needs to be elected each year and
approved by City Council. Patricia opened the floor for nominations. Ron nominated
Patricia and Steph seconded the motion. No other nominations were made. Ron
moved that Patricia be elected Parks and Recreation Chairperson and Fran seconded
the nomination. Motion approved by all. Patricia nominated Ron as vice-chair. Eden
seconded the motion which was approved by all. Dave reported that the terms for
Eden, Patricia, Stephanie would end this year but all had agreed to new three-year
terms on the Commission. Council would approve these in January. Dennis Browning
had decided to leave the Commission so we will be advertising for his position. Dave
thanked Mr. Browning for his service.

B. Central Point - Bear Creek Greenway Master Plan & Creekside Conceptual Plan
Update and Plan Review
Dave provided an overview of the Central Point - Bear Creek Greenway Master Plan
& Creekside Conceptual Plan projects to date: Request for Qualifications went out in
January 2023 with Scharen Design Studios awarded the contract in March 2023.
Contractor began onsite work in May and the ad hoc committee had its first meeting
in June. As far as public outreach activities, a public survey had been announced in
the August city newsletter and was open through the end of December.
Approximately 80 responses had been received with most being negative but we
also received good suggestions for park elements. Open houses had been held for
both the Creekside and Greenway sites to review designs and take public comment.
Those attending the Creekside event were primarily from the Boes Subdivision and
were not supportive of many of the park elements.
Next steps in the planning process include a city council study session later this
month. The final draft plan will be reviewed and approved by park commission early
next year with council review to follow. Once the master plan is approved, a second
contract with Scharen Design Studio for construction and bid documents will signed.
We expect construction to start in the 2025-27 period depending on availability of
urban renewal funding.
Shelby Scharen, Scharen Design Studio, provided an overview of the goals for both
the Greenway and Creekside sites and reviewed the conceptual designs and
elements for each. The Greenway site had been designed as a destination park with
the goal of attracting folks from outside the area. A critical part of this project will be
restoring those areas damaged by the 2020 wildfire. The Creekside area has been
designed as more of a natural area with outdoor education being a priority.
Ron said that his sense of the comments from the Creekside open house was that
they were concerned more about issues that might occur at night rather than during
daylight hours and with possible impacts of increased traffic particularly due to the
one entrance/exit from the subdivision. Matt said that he would be hiring a traffic
consultant to provide data for planning purposes. Adding buildings to the site may
be difficult until the traffic issues are resolved. Matt also said that the while
concerns of the neighborhood should be considered the Creekside area was the
largest public wooded area in the city and should be developed as a park. We need
to consider the whole city and not just the neighborhood issues. Dave reminded that

the Commission that the Creekside project would not be funded in the near future.
Matt said that it would be 2025 at the very earliest.

VII. UPDATES
Community Center: The project is moving forward. The county is using a construction
management/ general contractor process that will provide for some cost saving for the
project. The bid documents will be released on November 21st and the contract will be
awarded in December with the project beginning in January.
Central Point Little League Fields: Design and construction documents will be finished
and out to bid later this month. If everything goes according to plan contractor will be
hired this winter with work starting in June or July.
My Veteran/My Hero Tribute Tree Program: We have four tribute trees donated this
year celebrating four veterans. There will be a special ceremony held as part of the
Veterans Day event at the Oregon Fallen War Heroes Memorials.
Central Point Cemetery: Tree maintenance will start this month. Thanks to the Central
Point Cemetery Improvement Committee donated $23,000 for this project.
Flanagan Park Pollinator Garden: The garden site has been moved to a new area at the
park. Shooting Star Nursery is creating a design for the garden. Eden reported that the
foundation is purchasing two trellises for the garden that are being fabricated at Crater
Works by a Logos Public Charter School metal working class.
Special Events: Elizabeth reported that the following events had been held this fall:
Made in Southern Oregon was a great success with nearly 150 vendors attending. The
Hispanic Heritage Celebration was a new event that had also been very successful.
Battle of the Food Truck hadn’t been held since 2019 with an estimated 4500 folks
attended. Liam’s Trunk or Treat was also extremely well attended. Upcoming events
included Veterans Day Commemoration on November 11 and Community Christmas
Light Parade on December 2.
Recreation Programs: Nikki reported that recreation classes were going well. Working
on the winter/spring guide has begun. Ron said that he appreciated the classes being
held at the Public Works facility and thought that the Forest Glen playground opening
went well.

The Central Point - Bear Creek Greenway is a 51.9 acre site located roughly between West
Pine Street and the Table Rock Road overpass on both the east and west sides of Bear Creek.
Following the September 2020 wildfire that burned through this area, the Central Point City
Council directed the Parks Department to develop a master plan for the area. The purpose of
the master planning project is to develop designs for both active and passive recreation
opportunities which would include public education as well as environmental stewardship
elements. Critical planning issues include the following:
· Natural Hazards: Wildfire and flooding are concerns. A park design that minimizes
the potential impact of these hazards is critical.
· Public Safety: Since the area has a history of being used by people experiencing
homelessness, public safety is a concern. Public perceptions of the Greenway in
general tend to focus on this issue more than any other which may limit public use of
the site.
The Parks Department prepared and released a Request for Qualifications to develop a master
plan for the site in January 2023 and awarded the contract to Scharen Design Studio in May
2023. Work on the planning project began in June 2023. An Ad Hoc Committee comprised of
both City Council and Park and Recreation Commission members was formed to guide the
process. Opportunities for public input were provided throughout this process. The attached
draft final Central Point - Bear Creek Greenway Master Plan is the result of this planning
process.
At this meeting, staff and our consultant will present the Master Plan to the Commission for final
review and discussion and provide an opportunity for public comment. If approved by the
Commission, the master plan will be forwarded to City Council for final review and approval.
Suggested Motion: I move that the Park and Recreation Commission forward the Central Point -
Bear Creek Master Plan to the Central Point City Council with a recommendation to approve

A RESOLUTION TO APPROVE AND IMPLEMENT THE
CENTRAL POINT – BEAR CREEK GREENWAY MASTER PLAN
RECITALS:
WHEREAS, the City of Central Point recognizes the importance of promoting
sustainable and accessible recreational opportunities for its residents and visitors; and
WHEREAS, the Central Point - Bear Creek Greenway Master Plan has been developed
as a comprehensive strategy to restore and develop recreational opportunities on the
Central Point – Bear Creek Greenway with the goal of fostering public safety,
environmental stewardship, and economic development; and
WHEREAS, the City Council has reviewed the Central Point - Bear Creek Greenway
Master Plan and finds it aligns with the city's goals and objectives; and
WHEREAS, the Master Plan has undergone a public review process, providing
opportunities for community members and stakeholders to provide input and feedback,
resulting in a plan that reflects the diverse needs and desires of the Central Point
community; and
WHEREAS, the adoption of the Central Point - Bear Creek Greenway Master Plan will
enable the City to seek funding opportunities, grants, and partnerships to implement the
proposed restoration activities and recreational improvements outlined in the plan;
The City of Central Point resolves as follow:
Section 1: The City Council supports the Central Point – Bear Creek Master Plan (2024).
The plan is adopted as guidance for future City planning, management and
financing efforts related to the Bear Creek Greenway park.
Section 2: This resolution shall be effective following its adoption by the City of Central Point
City Council.

MASTER PLAN NARRATIVE
The Central Point Bear Creek Greenway Master Plan provides increased recreation opportunities, restores natural areas, and mitigates the potential for future catastrophic wildfires. The design is a blend
of active and passive recreation, with multiple areas for unexpected play and discovery. The design improves public accessibility to and within the park, including new parking areas, pedestrian bridges, and walking paths that connect different portions of the property.
A key component of the Master Plan is to create a series of public engagement events that will provide
people with opportunities to have direct and meaningful experiences with the landscape and enliven this critical community asset. Some of these activities include volunteer tree planting, annual events, and nature walks.
Design elements include a dog park; bicycle pump track and mountain bike skills course; picnic areas;
nature play areas; walking paths; creek access; boardwalks and pond access. The master plan includes two new parking areas, each with a restroom, drinking water, and welcome area with informational signage.
New trails throughout the property will provide several routes to maximize exploration and immersion
in the landscape. Nature play areas are scattered throughout the park, to better connect children to nature. A series of large, dramatic public art pieces will double as wayfinding, encouraging visitors to move through the park in order to discover the next piece of artwork.
A terraced gathering area and boardwalk will be integrated into the edge of Mingus pond with a dock/
wildlife viewing area at the water’s edge. Two pedestrian bridges will cross Bear Creek, providing access to the east side and allowing people to walk in a large loop around the entire park.
Restoring the natural vegetation is a crucial objective of the park design. Much of the property will be restored to native upland vegetation with drought-tolerant trees and shrubs set within a re-seeded
meadow of native grasses and forbs. Riparian vegetation will be utilized in wetter areas, and large patches of reed canary grass will be planted with willow that will shade out the grass over time. Two pollinator gardens are planned, one adjacent to the large pond and the other adjacent to the welcome area at the north end. These gardens will provide food, water, and habitat for pollinators, and educational benefits for park visitors.

MASTER PLAN
The Master Plan design creates plenty of opportunities
to explore the natural areas including Mingus Pond and Bear Creek. Viewing areas will be located along a new boardwalk, while a new path will follow the edge of
Bear Creek and provide access to the water’s edge. Two
pedestrian bridges will cross the creek.

Not Applicable
Oregon statute provides that a landowner, including public entities, is not liable for injury, death,
or property damage when their land is used for recreational purposes at no charge (ORS 105,
known as recreational immunity). This immunity exists to encourage public entities to allow their
property to be used for recreational purposes without the fear of potential litigation resulting from
public use of the property. A recent court case has effectively ended recreational immunity in
Oregon. Staff will provide an overview of the issue and city's response.

Discretionary Maintenance Plan
1) Inventory
Create an inventory of all entity-owned parks, trails, and all recreation spaces.
This might be a Parks Master Plan or similar documentation of recreational
spaces. Annually audit all entity-owned parks, trails, and recreation spaces.
2) Annual Recreation Area Audit
The recreational inventory is audited, and a visual inspection of each recreation
area is completed. The audit is conducted to record the condition of each area
so maintenance and repairs can be prioritized.
The Annual Recreation Area Audit is a visual observation to assign a
Maintenance Prioritization Category to each area on the inventory. This is not a
record of complaints, repairs, or corrections that are typically noted during
maintenance or complaint-driven and handled by creating a work order.
If a hazard or maintenance item is noted as needing immediate attention during
the audit, a work order should be created. The Annual Recreation Area Audit is
done for planning purposes, it’s not intended to replace work orders or other
documents created to address immediate matters.
3) Discretionary Maintenance Items Prioritized
Entity’s Manager or whoever has been delegated the authority to evaluate
options and determine funding priorities for maintenance to the Parks
Department, reviews the Audits and weighs competing maintenance needs,
decides the prioritization of resources.
4) Prioritization Plan Activated
Create a list of maintenance items by order of priority and start work on the items
listed.
5) Periodic audit review
Periodic visual inspection of all recreational spaces to note any immediate
hazards.

How to Complete the Annual Recreation Area Audit
Location
List the specific location or park being inspected. For ease of record keeping, If
possible, break large areas into segments. Examples:
• Cook Park, North of SW 92nd Ave., Tigard
• Paths and walkways adjacent to Painted Rock Beach, off Ocean Vista Drive
between Evergreen Drive and Avenue U, Seaside, OR.
• Cook Park Map
Each area inspected will be assigned a Priority Category number.
1 = Poor, many hazards noted Urgent maintenance schedule
2 = Fair, some hazards noted Essential maintenance schedule
3 = Average, few hazards noted Routine maintenance schedule
4 = Good, no noted hazards Routine maintenance schedule
5 = Excellent, no hazards noted Routine maintenance schedule
Immediate Hazards Addressed and Priority Category
List the number of work orders or similar documentation completed for items
determined to be immediate hazards or requiring urgent maintenance.

Priority Explanation
Include a description of the inspection to explain and support the Priority Category
assigned to the area. Examples:
Parking lots are all worn and estimated at 1-2. The water level at the shoreline at the
time of the inspection was high, unable to access or view areas used during low tide.
Newer playground equipment in very good condition, estimated 5. Sidewalks near the
roadway are showing signs of upheaval from tree roots, estimated 3 and that repair will
be needed within 18 months.
Dates of Periodic Audit Review
List dates the Annual Recreation Area Audit is reviewed. If the recreation area being
observed is small and someone is in attendance each week, the audit can be
reviewed with each visit. For larger or more complex areas, reviews should be
scheduled.
After an Audit review, create work orders or similar documentation for items determined
to be immediate hazards or requiring urgent maintenance.
