A. Community Center Update
Matt reported that they had run into an issue with project funding. The major
impact has been on the design. Rather than having a structure with several different
structural elements, there will be a big, rectangular box similar to the Rogue X
structure in Medford. It has a similar configuration to the original design but
simplified. City Council had some concerns with original financing plan but Danny
Jordan, Jackson County Administrator, came up with a new funding scheme that
would provide the city with 30-35 year renewable lease, with theses changes the
council has agreed to move forward with the project. Matt reviewed the elements of
the revised design. Jackson County will use the Construction Management / General
Contractor (CM/GC) method for the project. There are eight construction companies
that will be interviewed as part of the selection process which will take place next
month. Since the original downtown site will not be used for the community center,
council has directed staff to start a design process with the goal of creating a new
park at the site. Elements will include soccer field, spray pad, pickleball courts,
playground and other elements. An ad hoc committee will be formed to assist with
this planning process. Eden suggested adding pollinator garden elements.

B. Central Point Little League Fields Restoration Project
Matt reported that the city has taken ownership of the Central Point Little League
property and is very close to sending the construction project out for bid. Current
plans are for the bid to go out later this fall with the contract awarded early next
year. Phased construction will start in June with work completed by next fall. The
city received the Goal 11 land use exception from Jackson County which allowed for
running water and sewer lines to the site. City staff started maintaining the site this
summer. Matt review the current phased plans for the facility. Restroom will not be
included in the first phase but will be installed as soon as funds are available.
Deanna asked about the food trucks and playground. Matt said food trucks would be
included with at least six spaces provided. A playground would be added in a later
phase potentially funded through grants.

C. Central Point Cemetery Update
Dave reported that a Central Point Cemetery Improvement Committee had formed
as part of the Central Point Parks and Recreation Foundation. They had raised over
$45,000 with another $100,000 committed. For their first project they have
committed $23,000 for needed tree maintenance work. This project will begin later
this fall when temperatures are cooler. A new cemetery sign is being designed to
replace the existing sign. Dave reported that he has met with representatives from
the Rogue Valley Genealogical Society to discuss scanning and collating historical
cemetery records. A volunteer project is underway to ground truth existing
cemetery burial lists to ensure accuracy. Mowing will be completed prior to
Veterans Day. Stephanie asked if the movies in the park had any negative impact on
the cemetery. Dave said that some folks had been opposed to these events but they
were done in a very respectful way with little chance of doing any damage to the
cemetery. Funds raised from the event go to the foundation to support cemetery
improvements.

VII. UPDATES
Central Point - Bear Creek Greenway Master Plan & Creekside Conceptual Plan: Dave
reported that Shelby Scharen and her team had been busy this summer at both sites
and have completed draft assessments. Draft designs for both sites were reviewed by
the ad hoc committee and suggested revisions have been made. These draft conceptual
plans for both areas will be presented to the public at open houses scheduled for
October 18 - Creekside and October 24 - Central Point - Bear Creek Greenway.

Freshwater Trust - Bear Creek Restoration Project: The lease agreement with the
Freshwater Trust has been signed. Crews have been staking out the areas to be
restored. We expect them to start work after the new year.
Robert Pfaff Park Improvements: As part of an Urban Renewal project, we are planning
to replace the existing band shell or remodel it and install a new electrical system in the
park. This is critical since the park is used for special events that require an improved
electrical system. Rh2 is currently developing the plans for these improvements.

· Battle of the Food Trucks, September 30 from 11 am to 4 pm at Pfaff Park

· Veterans Day, November 11 at 9 am at Oregon Fallen War Heroes Memorial
· Community Christmas, December 2 - Parade starts at 5 pm on East Pine Street

As per Central Point Municipal Code 2.18.010, each year, before the first regular meeting of the
parks and recreation commission, the mayor shall appoint a commission chairperson. The
chairperson shall hold office for one year. The commissioners will nominate and elect a
chairperson and vice chairperson who will be approved by the Mayor in January. New terms will
start in February.

PROJECT
GOALS I
WELCOME!
The Central Point section of the Bear Creek Greenway is a 52 acre site that boasts
several natural features including Bear Creek, Elk Creek, Mingus Pond, wetlands,
and riparian areas. Following the September 2020 wildfire that devastated this
section of the Greenway, the City of Central Polnt has taken a proactive approach
to managing the area. The city has implemented regular maintenance measures to
minimize the risk of future fires and has increased police patrols.
This project creates a master plan for the site that includes restoring natural areas,
mitigatjng the potential for future catastrophic wildfires, and providing increased
recreation opportunities. The design aims to ensure public accessibility to the park,
allowing people to have direct and meaningful experiences with the creek, riparian
areas, and enliven this critical community asset.
Community feedback will be sought throughout the design process. Please stay
tuned by visiting the Central Point webpage devoted to this proiect.

in order to maximize explorafion and immersion in the
landscape. The deslgn is e blend of active and passive
recreadon, with mulSple areas for unexpected play A

WELCOME!
The Central Point Creekside (Boes) property is a recent addition to the city's
network of public lands. The prop€rty is located on the northern edge of
the city, along Bear Creek, a tributary of the Rogue River, and the Bear Creek
Greenway, a 20-mile multj-use path.
This project will create a conceptual site design plan for the 34-acre
Creekside Property. The project site encompasses Bear Creek, riparian areas,
stands of mature trees, two upland meadows, and diverse wildlife.
Preserving and restoring the natural spaces is a crucial objective ofthe
park design. Simultaneously, the design aims to ensure public accessibility,
allowing people to have direct and meaningful experiences with the natural
environment, with outdoor education and wildfire resiliency being important
elements of the design.

This design concept focuses on providing outdoor rerreation afd educahon thrcughour
the property, An ouldoor c assroom, greenhouse, and nadve plant research nursery
would be located on the north end of the site. The southern end wo! d have a
demonstm6on garden and nature play area, accessed by a new parking lot. Access to
the rlparlan area wou d be formalized with new walking paths and adwork would be
incorporated into the exrsfing road overpasses.
