Zack Sutton said that he would like to advocate for a second community garden in the
city. He feels there is not enough room at the existing garden to meet community
needs. He would like to be able to grow vegetables and give them to the community’s
homeless population. Dave agreed that an additional community garden is needed and
staff will add it to the next budget if possible. We receive multiple requests from those
who would like garden plots each years but all plots are reserved each year by returning
gardeners. Staff has discussed various locations on the west side of town.
VI. BUSINESS
A. City of Central Point - Central Point Little League Use Agreement
Matt reported that RH2 Engineering has been hired and is developing plans for the
Central Point Little League Field Restoration project. Due to the Central Point Little
League season, work on the project will be done two phases. Related to funding,
the city has secured $3.1 million of the estimated total cost of $3.8 million project.
$1.5 million has been committed by the Noel Moore Family and $1.6 million from

American Rescue Plan Act Funds. Once the final plans are complete, the consultant
will provide a more precise cost for the project.
The city had initially requested that $10 from each player registration go to the city
to cover site maintenance costs. Because the CPLL Board are unsure of their costs
for managing the new facility, they requested this fee be reduced to $5. The city
agreed to this change but will meet with CPLL Board annually to review fees and
overall site finances to ensure that these are fair to both entities. Additionally, the
Little League Board agreed to pay a $1000 per year license fee for exclusive
operation of the concession facility during their season. The CPLL Board was also
concerned with giving up ownership of the property so they requested that the use
agreement be for a 100 year period which the city agreed to as well. The City
Attorney has reviewed the agreement and has put in safeguards to protect both the
City and the CPLL. Staff recommends approval of the use agreement as submitted.
Ron Woodhead commended the staff on their work on this agreement and how well
it was put together. Eden asked if it would be possible to reduce registration fees for
low income families and suggested that the Park and Recreation Foundation could
offer scholarships to assist with this program. Matt said that once the complex is
completed these types of programs could be implemented. Lee Orr said this project
is long overdue and asked if the city would completely gut the existing facility and
start new. Matt said that for the most part the facility would be completely
demolished and replaced.

B. Central Point Baseball Complex Construction Donation Program
Dave presented a draft of a Construction Donation form for the Central Point Little
League Baseball Complex. Although a firm construction cost has not been provided
yet, the expectation is that at least $700,000 will need to be raised from private
sources. Donations would be available for individual field naming rights, signage on
fencing or turf, scoreboards, etc. Once we have a finalized form, the plan is to send
out to everyone through the water bill, our website, and newsletters. All donations
will go through the foundation. Chris Clay, City Manager, would like this to go to
Council as soon as possible.

C. My Veteran / My Hero Tribute Trees Program
Dave introduced Ron Woodhead, Park and Recreation Commissioner, to present the
My Veteran / My Hero Trees program. Ron said that he helped start this program in
Centre County, Pennsylvania in 2013. The program goals were as follows:
· To share and honor the individual stories of veterans with a living tribute.
· To add welcomed shade to the designated park(s) per the landscape plan.
· To provide funds to assist special projects at the host park(s).
· To serve as a premium, park-specific program to supplement their successful
“Remembrance Tree” program (500+ trees since 1992).
Essentially, families purchase trees to honor a veteran in their family, and the tree is
planted in a local park. Each tree has a post-mounted, aluminum plate with a QR-
code which accesses a specific webpage providing information about the veteran,
their tree, and the donor. If implemented, this program would require developing a
long-range plan which would include where trees are needed, types of trees, how
long to guarantee a tree, plaques design, and website management. Central Point
would be the 2nd community in the country to participate. The original program
would need to be acknowledged and the city would need seek permission to use the
copyrighted logo. Ron thinks this program could be done on behalf of the Parks
Foundation with a portion of donated funds going to support park and recreation
projects. Ron asked if the commission if there was interest in adapting this program
for the City of Central Point.
Eden asked if trees used for this program would be those that are already planned
for and also would watering be an issue. Dave said that we would consult with park
master plans and the city arborist to select parks that needed trees. Most park sites
have ready access to water. Mike thought it would a great addition to the upgraded
Oregon Fallen War Heroes Memorial and the new Dennis Richardson Memorial. Fran
Cordeiro-Settell suggested as a cost savings option for families that a plaque could
be added to a pre-existing trees. Motion to approve the concept for the My Veteran
/ My Hero Tribute Tree Program and request that city staff work with Mr.
Woodhead to further develop a program specific to the City of Central Point.
D. Central Point Cemetery Updates
Dave reported that the city is required by the Oregon State Mortuary and Cemetery
Board to have a license to operate the Central Pont Cemetery since it is an active

cemetery with burials still taking place. The city has received temporary authority to
operate and the Oregon Mortuary and Cemetery Board is meeting in July and will
hopefully approve a permanent license. A new cemetery map has been completed
by Benchmark Maps. It shows the original cemetery and the three additions. The
map and a listing of burials is now accessible online. Siskiyou Ecological Survey did a
vegetation survey in April. Since the area has been virtually untouched since 1868,
the survey found a lot of interesting native plants. Due to this vegetation, the report
state the cemetery “is currently functioning as a small scale urban nature preserve”.
VII. UPDATES
Oregon Fallen War Heroes Memorial and Dennis Richardson Memorial Project: Dave
reported that Knife River had been awarded the contract for construction of the
Richardson Memorial and the restoration of the landscaping of the War Memorial. The
proposed start date for the project was September 12, 2022 with completion expected
by the end of October 2022. The goal was to have the project completed and have an
opening ceremony on Veterans Day.
Robert Pfaff Park Restroom Replacement Project: Dave reported that the old restroom
at the park had been replaced with a CXT prefabricated model. Funds for the project
had come from the Central Point’s Urban Renewal Program.
Plant a Thousand Daffodils: Eden reported that the first year of the project had been a
great success. This spring there had been an art and a poetry contest with prizes
provided by the Table Rock Kiwanis and the Central Point Friends of the Library. Plans
are underway for next year’s program.
Special Events: Nikki reported that Made in Southern Oregon had been held on May 7
and had been a great success with approximately 120 attending. The Easter
Eggstravaganza had been held on April 16 with several thousand folks attending. Due to
the condition of the War Memorial, the Memorial Day commemoration had been
canceled. Movies in the Parks would start on June 3 and run through August 19. Plans
for the 4th of July were well under way.
Recreation Program: Elizabeth reported that planning for the summer recreation guide
was well underway. Winter recreation classes had been successful with limited covid-19
impact. As always, the recreation program is on the lookout for folks who would be
interested in teaching classes.

The goal of the Central Point Little League Fields Restoration Project is to completely restore
the existing facility with new fields, utilities, and amenities. The project is currently in the design
phase. The purpose of the open house is to provide information on project background, review
site designs, discuss construction phasing, and review next steps.

The purpose of this policy is to establish consistent guidelines for the decision-making process
related to the acceptance, placement and long-term maintenance of memorial donations in city-
owned facilities, parks, natural areas and trail systems. Historically, the Central Point Parks
Department has accepted donations without a formal written policy. Although the city has
policies that outline the criteria and conditions for the naming of parks and facilities and the
donation of real property, these policies do not apply to memorial donations within the city’s park
and open space system. Guidelines are needed for sustainable management of site-appropriate
amenities to ensure that the integrity, natural and architectural features of parks, natural areas
and facilities are preserved.

Park Memorial Donation Policy

Purpose: The purpose of this policy is to establish consistent guidelines for the decision-making
process related to the acceptance, placement and long-term maintenance of memorial donations
in city-owned facilities, parks, natural areas and trail systems.
Background
Historically, the Central Point Parks Department has accepted donations without a formal written
policy. Although the city has policies that outline the criteria and conditions for the naming of
parks and facilities and the donation of real property, these policies do not apply to memorial
donations within the city’s park and open space system. Guidelines are needed for sustainable
management of site-appropriate amenities to ensure that the integrity, natural and architectural
features of parks, natural areas and facilities are preserved.
Donation Procedure
As a first step, the donor will meet with Park Department staff to discuss the donation
and then submit a completed Park Memorial Donation Agreement Form to the Parks
Department for review.
Park Department staff will review and determine the appropriateness of the proposal as
measured by approval criteria below.
The Park and Public Work Director’s approval must be received prior to ordering and/or
installation of the memorial may proceed.
Park Department staff will notify the donor, in writing, within 20 business days of the
review decision and will identifying any final conditions of approval.
In the case of large scale memorial donations, Central Point Park and Recreation
Commission and/or Central Point City Council review and approval will be required. A
longer review period will be required and additional planning documents may also be
required.
Memorial Tree, Table and Bench Donation Policies
It is the policy of the City of Central Point to accept donations for the purpose of planting trees
and installing tables and benches within city parks to memorialize a departed family member or
friends, or to commemorate a special occasion. All donations shall be in compliance with the
following:
Tree, table, and bench donations shall be self-supporting, e.g., all costs related to
purchase and installation shall be at the expense of a donor(s), including repair or
replacement, if necessary.
Any tree that is mutually agreed upon by the donor, the city arborist, and Park
Department staff is acceptable.
Park Department staff will provide donor(s) with a list of approved tables and benches.
Memorial trees, benches, and tables are permitted at any park site, provided that the
location is mutually agreed upon by the donor, Park Department staff and meets the
requirements of a specific park plan, if applicable.

Memorial trees, benches, and tables are permitted to memorialize a departed family
member or friend, or, at the discretion of the City, to commemorate a special event.
A memorial plaque may be attached to benches and tables and located near donated trees
if a donor chooses. Park Department staff will provide examples of approved memorial
plaques in order to promote consistency in cost, size, type, and mounting. Plaque
language must be approved by the City. Cost of the plaque and installation is the
responsibility of the donor.
A ceremony or gathering related to any donation is permitted, but must be arranged in
advance with Park Department staff.
The City does not guarantee tree survivability.
Park Department staff shall maintain a record of each donation. The record shall contain
all pertinent information such as the donor's name, person's name who is being
memorialized, tree location, and type of tree, etc.
Approval Criteria
All memorial proposals will be evaluated by Park Department staff according to the following
criteria:
Placement of enhancements in the Parks and Recreation system must be compatible with
the existing City of Central Point Parks and Recreation Master Plan, individual park
plans, and/or the City’s Capital Improvement Program (CIP) requirements.
Memorials shall not detract from or overpower the scenic or architectural values of the
existing natural environment.
All memorials will be constructed of materials that meet the design and maintenance
considerations of the Park Department.
The final decision as to location will be determined by the Parks Department staff and, if
appropriate, the Central Point Parks Commission and the Central Point City Council.
Approval of large scale donated memorials will be considered on a case-by-case basis, as
they relate to park planning processes and the CIP process. Review by the Central Point
Parks and Recreation Commission and/or City Council will be required.
Donation Conditions:
The City does not guarantee permanency of any memorial. If a memorial must be
relocated, Parks Department staff will attempt to notify the donor, in writing, at the
address shown on the completed Memorial Donation Agreement Form.
The City takes no responsibility to replace stolen, vandalized plaques or for maintenance
or replacement of trees that are not watered by automated irrigation system, and/or where
a donor has agreed to accept responsibility for watering the tree.
Memorial gifts to the City of Central Point are considered outright and unrestricted
donations.
Non-designated monetary memorial donations will be made to the Central Point Park and
Recreation Foundation, a 501(c) 3 organization, will be used to help meet current needs
of the Parks and Recreation Department.
Installation of donations will be done October through March of each year.

Federal Emergency Management Agency (FEMA): FEMA provided fire recovery funds for the
elements below:
Espy Pond Gazebo: Gazebo has been delivered and site has been prepped for installation.
Building permit application has been submitted and approved. Contractor has been hired
and will begin project on August 15th. Expect to have this element complete by late
August or early September.
Park Benches: Six concrete benches have been purchased and delivered. Park
maintenance crew will install them at various locations along the Central Point section in
October. Work will be completed by late October.
Old Equestrian Path: FEMA provided funds to improve the pathway which is located on
east side of Espy Pond. Park maintenance crews graveled and compacted the trail. Work
was completed this spring.
Elk Creek Culvert: FEMA funds will replace a failed culver located at the juncture of Elk
Creek and Bear Creek. Design is complete and environmental review is nearly finished.
Expectation is that the project will be begin and be completed summer 2023.
Maintenance & Wildfire Preparation Programs: The Parks Department maintenance staff has
develop a regular maintenance program for the Greenway area:
Dead Trees: All those dead trees that were located near the Greenway trail and
considered potential hazards were removed following the fire. Park Maintenance has
scheduled removal of all dead trees under 15 inch DBH for this fall. For the short term,
larger dead trees will be kept in place to provide shade and habitat. If a decision is made
to remove more of remaining large trees, staff will work with ODFW to select those that
are best suited to provide needed habitat and shade to remain in place.
Invasive Plant Species Management: A spray program has been developed to manage and
control Himalayan Blackberries, Poison Hemlock and other invasive species.
Blackberries are being sprayed with herbicides in the fall since this is the most effective
time of year to treat them. Poison Hemlock is being sprayed as it emerges each spring. It
will take several treatments in order to eradicate completely. We also continue to
mechanically remove both Hemlock and blackberries via mowing and hand removal
where needed. We are in the process of developing a strategy for removing dense growth
in the riparian areas of Bear Creek and Elk Creek.
General Maintenance: Park crews have a regular mowing schedule for accessible areas
and will mow as needed through the summer months. A contract crew was hired to clear
the east side of Bear Creek earlier this summer in order to allow for implementation of a
spray program.
Wildfire preparation:
o Fire hydrant added near Espy Pond.
o Fire break created on north side of property.
o Large vehicle access point created north of Holiday Inn Express which will allow
for fire vehicles quick access to the project site if needed.

Master Plan & Construction Schedule:
Conceptual Plan: A conceptual plan for the Central Point-Bear Creek Greenway was
develop by Covey-Pardee in 2021 and reviewed by Central Point City Council, Park and
Recreation Commission, Planning Commission and Citizens Advisory Committee.
Comments were collected and will be used for the development of a Master Plan for the
project area
Master Plan: Request for Qualifications will be go out early in 2023 with the expectation
that a consultation will be hired by early spring 2023. We expect development of the
Master Plan will take approximately a year to complete.
Construction: As soon as the Master Plan is approved and in place, various smaller
elements of the plan may be funded through a variety of state and federals grant sources.
Construction of the large project elements will begin in 2027 when Urban Renewal
Program funds become available. Since this will be a relatively complex construction
project, approximate completion date is unknown at this time.
Envision Bear Creek
After the Almeda and Central Point fires affected over half the Bear Creek Greenway, Jackson
County created the Envsion Bear Creek project. This planning process provides the Bear Creek
community with a timely process to shape the future of the Greenway. Envision Bear Creek will
explore recreation and economic development opportunities, natural resources enhancement,
transportation connectivity while also informing its maintenance, security, funding, and overall
governance.
