APPROVAL OF MINUTES A. CHANGES TO AGENDA V. PUBLIC APPEARANCES Zack Sutton said that he would like to advocate for a second community garden in the city. He feels there is not enough room at the existing garden to meet community needs. He would like to be able to grow vegetables and give them to the community’s homeless population. Dave agreed that an additional community garden is needed and staff will add it to the next budget if possible. We receive multiple requests from those who would like garden plots each years but all plots are reserved each year by returning gardeners. Staff has discussed various locations on the west side of town. VI. BUSINESS A. City of Central Point - Central Point Little League Use Agreement Matt reported that RH2 Engineering has been hired and is developing plans for the Central Point Little League Field Restoration project. Due to the Central Point Little League season, work on the project will be done two phases. Related to funding, the city has secured $3.1 million of the estimated total cost of $3.8 million project. $1.5 million has been committed by the Noel Moore Family and $1.6 million from City of Central Point Parks and Recreation Commission Minutes May 19, 2022 Page 2 American Rescue Plan Act Funds. Once the final plans are complete, the consultant will provide a more precise cost for the project. The city had initially requested that $10 from each player registration go to the city to cover site maintenance costs. Because the CPLL Board are unsure of their costs for managing the new facility, they requested this fee be reduced to $5. The city agreed to this change but will meet with CPLL Board annually to review fees and overall site finances to ensure that these are fair to both entities. Additionally, the Little League Board agreed to pay a $1000 per year license fee for exclusive operation of the concession facility during their season. The CPLL Board was also concerned with giving up ownership of the property so they requested that the use agreement be for a 100 year period which the city agreed to as well. The City Attorney has reviewed the agreement and has put in safeguards to protect both the City and the CPLL. Staff recommends approval of the use agreement as submitted. Ron Woodhead commended the staff on their work on this agreement and how well it was put together. Eden asked if it would be possible to reduce registration fees for low income families and suggested that the Park and Recreation Foundation could offer scholarships to assist with this program. Matt said that once the complex is completed these types of programs could be implemented. Lee Orr said this project is long overdue and asked if the city would completely gut the existing facility and start new. Matt said that for the most part the facility would be completely demolished and replaced. Central Point Baseball Complex Construction Donation Program Dave presented a draft of a Construction Donation form for the Central Point Little League Baseball Complex. Although a firm construction cost has not been provided yet, the expectation is that at least $700,000 will need to be raised from private sources. Donations would be available for individual field naming rights, signage on fencing or turf, scoreboards, etc. Once we have a finalized form, the plan is to send out to everyone through the water bill, our website, and newsletters. All donations will go through the foundation. Chris Clay, City Manager, would like this to go to Council as soon as possible. My Veteran / My Hero Tribute Trees Program Dave introduced Ron Woodhead, Park and Recreation Commissioner, to present the My Veteran / My Hero Trees program. Ron said that he helped start this program in Centre County, Pennsylvania in 2013. The program goals were as follows: · To share and honor the individual stories of veterans with a living tribute. · To add welcomed shade to the designated park(s) per the landscape plan. · To provide funds to assist special projects at the host park(s). · To serve as a premium, park-specific program to supplement their successful “Remembrance Tree” program (500+ trees since 1992). Essentially, families purchase trees to honor a veteran in their family, and the tree is planted in a local park. Each tree has a post-mounted, aluminum plate with a QR- code which accesses a specific webpage providing information about the veteran, their tree, and the donor. If implemented, this program would require developing a long-range plan which would include where trees are needed, types of trees, how long to guarantee a tree, plaques design, and website management. Central Point would be the 2nd community in the country to participate. The original program would need to be acknowledged and the city would need seek permission to use the copyrighted logo. Ron thinks this program could be done on behalf of the Parks Foundation with a portion of donated funds going to support park and recreation projects. Ron asked if the commission if there was interest in adapting this program for the City of Central Point. Eden asked if trees used for this program would be those that are already planned for and also would watering be an issue. Dave said that we would consult with park master plans and the city arborist to select parks that needed trees. Most park sites have ready access to water. Mike thought it would a great addition to the upgraded Oregon Fallen War Heroes Memorial and the new Dennis Richardson Memorial. Fran Cordeiro-Settell suggested as a cost savings option for families that a plaque could be added to a pre-existing trees. Motion to approve the concept for the My Veteran / My Hero Tribute Tree Program and request that city staff work with Mr. Woodhead to further develop a program specific to the City of Central Point. D. Central Point Cemetery Updates Dave reported that the city is required by the Oregon State Mortuary and Cemetery Board to have a license to operate the Central Pont Cemetery since it is an active City of Central Point Parks and Recreation Commission Minutes May 19, 2022 Page 4 cemetery with burials still taking place. The city has received temporary authority to operate and the Oregon Mortuary and Cemetery Board is meeting in July and will hopefully approve a permanent license. A new cemetery map has been completed by Benchmark Maps. It shows the original cemetery and the three additions. The map and a listing of burials is now accessible online. Siskiyou Ecological Survey did a vegetation survey in April. Since the area has been virtually untouched since 1868, the survey found a lot of interesting native plants. Due to this vegetation, the report state the cemetery “is currently functioning as a small scale urban nature preserve”. VII. UPDATES Oregon Fallen War Heroes Memorial and Dennis Richardson Memorial Project: Dave reported that Knife River had been awarded the contract for construction of the Richardson Memorial and the restoration of the landscaping of the War Memorial. The proposed start date for the project was September 12, 2022 with completion expected by the end of October 2022. The goal was to have the project completed and have an opening ceremony on Veterans Day. Robert Pfaff Park Restroom Replacement Project: Dave reported that the old restroom at the park had been replaced with a CXT prefabricated model. Funds for the project had come from the Central Point’s Urban Renewal Program. Plant a Thousand Daffodils: Eden reported that the first year of the project had been a great success. This spring there had been an art and a poetry contest with prizes provided by the Table Rock Kiwanis and the Central Point Friends of the Library. Plans are underway for next year’s program. Special Events: Nikki reported that Made in Southern Oregon had been held on May 7 and had been a great success with approximately 120 attending. The Easter Eggstravaganza had been held on April 16 with several thousand folks attending. Due to the condition of the War Memorial, the Memorial Day commemoration had been canceled. Movies in the Parks would start on June 3 and run through August 19. Plans for the 4th of July were well under way. Recreation Program: Elizabeth reported that planning for the summer recreation guide was well underway. Winter recreation classes had been successful with limited covid-19 impact. As always, the recreation program is on the lookout for folks who would be interested in teaching classes. VIII. UPCOMING MEETING DATE IX.
