Parks Commission Agenda
January 19, 2017
MEETING CALLED TO ORDER: 6:30 pm
II. ROLL CALL: Patricia Alvarez, Dennis Browning,John Beck, Neil Olsen, Mark
Ludwiczack, Lee Orr,Allen Broderick,Staff-Jennifer Boardman
III. REVIEW MINUTES: Minutes approved, Patricia Alvarez made a motion and Lee
Orr seconded with just one spelling correction.
IV. CHANGES TO AGENDA:Jennifer added an item to other business that Matt
Samitore asked the Parks Commission to discuss. It will be added at item F under
Other Business.
V. PUBLIC APPEARANCES: No public appearances
VI. BUSINESS
A. Review and Approval of Master Plan-Conservation Technix: Steve Duh was
on hand at the meeting to help answer any questions and to note any
changes that were proposed to the Master Plan by the commission. See
attached sheet with the changes that were requested by parks commission
011) members. The primary changes that the commission suggested were to
ensure that Parks and Recreation has a plan of action for trail systems as well
as communication with planning and other local agencies to ensure trails are
a priority for the community. The Commission stated that the Master Plan
document was well put together and very detailed.
B. Budget Discussion-Grant for Bonnhert Park, Grant for Pfaff,Tennis Court
Resurface, Bocce Ball court at Twin Creeks. Parks Commission Members to
ORPA in Bend- November.Jennifer provided updates on the grant
applications that will be added to the upcoming two year budget. She also
discussed putting into the budget money for changing one volleyball court at
Twin Creeks into a Bocce ball court as requested by several residents of the
retirement community. In addition,Jennifer asked Parks Commission
members of their interest in going to the annual ORPA conference in Bend.
This conference provides training for not only park staff, but commission and
board members as well.
VII. OTHER BUSINESS—
A. Upcoming meetings for 2017- May 18,Sept 21, November 16: The May
meeting will be the annual dinner meeting for the parks commission
members and staff. It will be held at 6:00 pm on May 18. The business
meeting will begin immediately after the dinner.
B. Skyrman Arboretum-Project Update:Jennifer stated that the first group of
kids went through the arboretum on a tour in December. She also stated
that there were five Boy Scouts that would be working on projects in the

coming year to help add signs, identification and markers for trails at the
arboretum.
C. Park Maintenance Update:Jennifer is working on the contract for all the
park beds. The parks crew will be maintaining all the green areas, but will
have contractors for the beds, highway medians, road side beds and street
trees in park areas.
D. Recreation Update:The new guide went out in December and classes have
been going well. Many events and activities will be happening in the coming
months. Cory has been working with the EXPO on the Battle of the Bones.
Parks and Recreation will again be handling the BBQ only. The partnership
with the EXPO went well and items that were of issue last year will be
worked on this summer and fall to ensure a smooth event will take place.
E. Upcoming Events: Mighty Mites, Egg Hunt, Arbor Day Event, Grow A Pear
Fun Run/Bike
F. Land Trade: Possible land trade with a developer in exchange for a
concession stand at Don Jones. More to come as the Planning Department
and developer work on the acquisition of the land for development.

Goal 4: Develop a high-quality system of multi-use trails and bicycle and
pedestrian corridors that connects to regional trails and provides access to
public facilities, neighborhoods and businesses to promote exercise.walking

4.1 Coordinate recreational path and trail system planning and
development with the City's and Jackson County's Transportation System Plan
to provide a comprehensive pedestrian and bicycle network.Coordinate with
Medford's pathway plans for improved connectivity.Create an undated
Pedestrian and Bike Trails Plan.
4.3 Coordinate with the Planning Department and integrate the siting of
proposed path and trail segments into the development review process; require
development projects along designated routes to be designed to incorporate
path and trail segments as part of the project.
4.4 Expand the system of off-street trails by utilizing greenways, parks,
utility corridors and critical areas as appropriate;purchase rights-of-wav or
easements as necessary.
