Parks Commission Meeting Minutes
January 20, 2014
MEETING CALLED TO ORDER
Mark Ludwiczak called the meeting to order at 6:33 P.M.
II. ROLL CALL
Commission members Patricia Alvarez,John Beck, Mark Ludwiczak, Neil Olsen,Carl Orndoff,
and Lee Orr were present. Council liaison,Allen Broderick, Deven Howard and Carl Orndoff
were absent.
City staff attending was Jennifer Boardman and Karen Roeber.
III. REVIEW MINUTES
Mark made a motion to approve the minutes of the November 12, 2013 Parks Commission
as presented. Lee seconded the motion. All were in favor and the minutes were approved.

VI. BUSINESS
A. Budget Items
Jennifer said she is working on the budget and staff has once again been asked to try to
keep within the same limits as last year. Project driven increases would be acceptable
within a 3-5%range. One thing Jennifer is including is a Park Master Plan,which was in the
previous budget and then had to be removed. The cost for a Master Plan usually runs
approximately $75 - $100K but since Matt has already completed the SDC portion she is
hoping the proposals we receive will be in the $75 - $80K range. The Master Plan Request
for Proposals (RFP) will go out next year.
B. Vending in the Parks
Jennifer presented a Park Food Vendor Application, which was reviewed and discussed by
the commission. It was decided to allow a maximum of two food vendors at Don Jones,
Pfaff and Twin Creeks Parks only. Their operating "season" would be May 15th through
September 15th.They would only be allowed to operate between May 15th to September 15th
and only from their designated vending area. Applications would need to be postmarked no
later than May 1st for review and approved no later than May 10th. The vendors must abide
by all rules listed on the application of they could have their license revoked with the

possibility of it not being renewed the following year. The cost was established at$150.00
for 2014.
C. Arboretum Update
Jennifer stated the Master Plan has not been completed and is scheduled to be done at the
beginning of March.The house has been cleared, donating household items to the Goodwill
with bedding and linens going to the Humane Society. She is having professional cleaners
come and thoroughly clean the inside of the house. She reminded everyone this project will
be built in phases with parking being on the south side where the old house used to be.
Jennifer stated there is a developer looking the property to the north and if they do develop,
they would need to have water and sewer lines placed so that would be the ideal time for
also connecting "Wally's Place".
D. Additional Space for Recreation Classes
Jennifer would like to start using the arboretum site for classes once the house has been
cleaned, as there is still a need for additional classroom locations. She also mentioned they
are currently using the Crater Rock Museum on Scenic Avenue for the yoga classes. We are
able to use it with a trade off for advertising in the RECreate guide. She has been looking at
a few sites downtown such as the "Flag" store on Pine Street but the rent is $1500 per
month without utilities and there is essentially no parking. She is also looking into the
possibility of renting space in the Cowley Building on Pine and working with David Douglas
once he has completed his 6000 sq. ft. expansion above Anytime Fitness. Jennifer also
contacted property management companies to see if they had vacant properties that might
be available but they have shown very little interest.
VII. OTHER BUSINESS
A. Upcoming meetings
The current schedule meeting dates for 2014 are May 13, September 9, and November
18.
B. 4th of July update/Run for Freedom - sponsorship
Jennifer has created a new logo for this year's 4th of July Freedom Run and registration is
up and running on the website. The run will start on Pine at 3rd Street heading East to
10th Street on Pine the turning around on Pine heading East to Hwy 99 then going North
to Orth and turning around retracing the same route on Hwy 99 to finish at Pine & 3rd
Streets. All profits from the race will be put into the Parks Foundation.
C. Grant Update— Pfaff Restroom
This project is currently out for bids with proposals being due March 18th. Once the
project has been awarded, the work is scheduled to begin March 31st with a completion
date of May 30th. The bid documents were done by Ogden Roemer Wilkerson (ORW) and
the design meets ADA requirements and includes three stalls on the women's side with

two urinals and one stall on the men's side. She will have a project update at the next
meeting.
D. Recreation Update
Jennifer said they are working on the Spring/Summer"RECreate"guide and looking into
some new classes.
E. Parks Update
Jennifer said the Parks crews are currently training doing maintenance. They are working
with Mountainscapes Landscape to help keep the ponds clean and trouble free. The trees
are starting to bud and soon we will be into the mowing season. Jennifer said they will have
a temporary worker from April through September to help the regular maintenance crew and
beginning in May there will be an additional temporary worker to work Thursday through
Sunday for five hours each day mainly to clean up the parks (gazebo areas) after parties,
empty trash and restock the restrooms.
F. Upcoming Events— Egg Hunt, New Guide, Summer classes
Jennifer said the annual egg hunt will be at Twin Creeks Park on April 19th and they are
expanding the area this year to increase the amount of eggs from 9000 to 14000. She
invited all members to attend or help at the event. The Parks trailer is being "wrapped"
with our logo and will be unveiled at the egg hunt. The new RECreate guide is being put
together and will include a basketball clinic, British soccer, and golf and science classes.
She invited everyone to go snowshoeing at Crater Lake on March 15th on behalf of the
Wellness Committee. Tours are conducted November through April and is a free event
including snowshoes. She went and said it was lots of fun even though it was a sotrmy
day. The Wellness Committee will also be having a hike in Jacksonville on April 26th and a
golf tournament at Stoneridge on May 26th.
Other business items Jennifer mentioned was the Battle of the Bones event being cut
back to two days (Friday and Saturday only) Sarah is working on new music also for this
year's event.

Mark moved to adjourn the meeting at 7:58 P.M. and all were in favor.
