OFIN Parks Commission Meeting Minutes
May 13, 2014
MEETING CALLED TO ORDER
Mark Ludwiczak called the meeting to order at 6:30 P.M.
II. ROLL CALL
Commission members Patricia Alvarez, Deven Howard, Mark Ludwiczak, Neil Olsen, Lee Orr
and Council liaison Allen Broderick were present. John Beck and Carl Orndoff were absent.
City staff attending was Jennifer Boardman and Karen Roeber.
III. REVIEW MINUTES
Mark made a motion to approve the minutes of the January 20, 2014 Parks Commission
after(SDC is written out as"System Development Charges"and the city golf date updated to
June 7, 2014. Lee seconded the motion. All were in favor and the minutes were approved.

VI. BUSINESS
A. Budget Items 2014-2015
Jennifer said the next fiscal year budget document was passed with the Parks budget being
slightly reduced and the staffing being 1 lead person and 2 workers with temporary help
during the summer months. She said there will be a $15K savings with the restructure. She
noted that Special Events were moved from Administration and are now under the Parks&
Recreation umbrella.
It has been approximately 17 years for Pfaff Park equipment to be upgraded and the
average life span is 15 years.
Matt and Jennifer will check the revenues in November to see if the Master Plan can be
incorporated into the budget with the request of a supplemental budget in
December/January.
B. Arboretum Update
Jennifer said the final plans were back from the architect and were presented to Wally's
brother, Carl. She stated it will take approximately $300K to finish the project and we do
not have unlimited funds. It was suggested the Foundation create a fundraiser for a specific

project (i.e. The Arboretum, Van Horn Park). A suggestion was made to change the name
of the arboretum with some ideas being: Central Point Tree Park, Central Point Outdoor
Learning Center.
C. Vending Final Ordinance to Council
Deven stated he would like to revisit vending in the parks in September. The discussion
regarding vending in the parks included making sure all vendors had current health
certifications through the State Health Department and limiting the dates to no longer that
60 days and no more than two vendors at a time per park. He would also like to see cost
estimates for a concession stand at Don Jones Park.Jennifer stated she thought the pre-fab
stands run about $85K.
Neil stated he prefers there not be any vending allowed in the parks. Lee and Deven agreed
and Patricia and Mark would like to uphold the current ordinance. Deven also stated there
should be a $500 fine imposed for not abiding by the ordinance.
D. Ban Smoking in Parks
Jennifer said there is currently a ban for no smoking at the War Memorial, the water spray
park areas in Don Jones. Currently smoking is prohibited for all playground areas in all
parks. Jennifer stated City Administrator, Chris Clayton will be taking a proposal similar to
the City of Medford's to ban for no smoking in all parks and this will include electronic
cigarettes as well. It was suggested to update the parks signs if Council approves the
change and it was said that you may not stop it completely but it should improve it especially
around the children.
VII. OTHER BUSINESS
A. Upcoming meetings
The current scheduled meeting dates for the remainder of the year are May 13, Sept. 18,
and Nov. 18, 2014.
B. 4ti, of July update/Run for Freedom —Volunteer Opportunities
Jennifer stated there are volunteer opportunities for anyone who would like to come help
out for the July 4th Run For Freedom 5K. She said the weather should be great for the
run this year (not too cold for the start and not too hot for the finish). She is eager to
hear what participants think about the new route and the new logo.
C. Grant Update— Pfaff Restroom
This project has started and the work is being done by Table Rock Masonry. Jennifer
hopes the restrooms will be completed prior to the July 4th events.

D. Van Horn ADA Compliance Project
Jennifer said there is $15K to renovate Van Horn Park which will include replacing the fall
material and upgrading the play structure including a wheelchair swing. The whole project
would cost $42K and for what is just in the drawing the cost is $35K. She is continuing to
look and apply for grants such as the Wes Cheney Foundation, Cow Creek. She will find out
about the Cow Creek grant in November.
E. Recreation Update
Jennifer said the revenues are increasing monthly which is great! She sees this trend
continuing into the summer months with the addition of some new classes along with the
"tried and true"standards like Yoga that are always full.
F. Parks Update
Jennifer said she has noticed that the parks are in great demand and that people are
reserving earlier in order to get the date and location they want for their event.
G. Upcoming events— Next guide out in August
Jennifer gave everyone a copy of the latest RECreate Guide and said Dave is doing a
good job and that our guide continues to improve with each issue. She asked the
members to check out the new offerings and maybe take or teach a class or two. Both
Mark and Deven have both taught classes for the City.
Jennifer thanked Mark and Lee for helping out with the"Eggstravaganza"event in Twin
Creeks Park. That is another event that grows in attendance each year.
She said that all but 6 garden plots out near Don Jones have been rented for this year.
Jennifer reminded everyone the Friday Night Festivals with movies in the park will begin
July 12, the bike fair and second citywide yard sale will be held September 13. The
movies this year will be held in both Pfaff and Twin Creeks parks and she is hoping to get
power out to Don Jones in the future so movies can be shown out there also.
H. Battle of the Bones
Jennifer reminded everyone the dates for Battle of the Bones will be June 20-21, 2014.
There will be a Foundation booth where she is hoping to sell lots of merchandise, i.e.
mugs, glasses, t-shirts and aprons. She is also looking for volunteers to help staff the
booth during the event and to please let her know if you are available to help out.
