Parks Commission Meeting Minutes
May 16,2013
MEETING CALLED TO ORDER
Mark Ludwiczak called the meeting to order at 6:33 P.M.
II. ROLL CALL
Commission members Patricia Alvarez,John Beck, Deven Howard, Mark Ludwiczak, Neil
Olsen, Carl Orndoff, Lee Orr and council liaison, Allen Broderick were present.
New commission members Carl Orndoff and Lee Orr introduced themselves.
City staff attending was Jennifer Boardman and Karen Roeber.
III. REVIEW MINUTES
Patricia made a motion to approve the minutes of the January 17,2012 Parks Commission
meeting with a correction being made to the cemetery update. John seconded the motion.
All were in favor and the minutes were approved after the correction was made.

VI. BUSINESS
A. Name Change
Jennifer stated this went to the City Council for a first reading and should be ratified at
their first meeting in June.
B. State Small Grant for Pfaff Restrooms
Dave sent in the grant application and the City should be hearing back sometime in early
June. These restrooms are in desperate need of updating so if the grant is received it will
be put out to bid and the work scheduled for this Fall. Part of this project will be making
these restrooms handicap accessible.

C. Cemetery Update
There have been cleanups at the cemetery this month (May 3rd and May 11th) and by
volunteers and Crater High students and the general community so it is starting to look a
lot better although it still needs continued maintenance.The cleanups included painting of
the sign along with pulling weeds and mowing. The headstones that were damaged by
vandalism are scheduled to be repaired in the next few months.
D. BOB
Jennifer stated the dates for the Battle of the Bones(BOB)this year will be June 21,22 and
23, 2013. The Foundation booth this year will be selling hot dogs and drinks along with t-
shirts and glasses. She asked the members to let her know if they will be available to work
in the booth. Jennifer stated we switched from the Pacific Northwest Barbecue Association
(PNWBA) to the Kansas City Barbecue Association (KCBA) to see if we can get a broader
range of barbecue teams. The music this year will be a mix of jazz, blues and country
western.
E. Software Change
Jennifer said we will be changing the Parks and Recreation software in July from ActiveNet
to Intelligence,which is a company from New Zealand. She stated she has been looking for
other options as ActiveNet was not very user friendly and the cost kept increasing.
F. Greenway
Jennifer stated she had attended the monthly meeting and encouraged members to
participate in "Bike to Work" this month. During the Bike to Work Week event, we had
nine people stop this year so that is an improvement over last year. The Greenway paving
for Pilot to Upton will be put out to bid in July and should be complete this Fall. Once
complete it will run continuously from Ashland to 7 Oaks.
G. 4th of July
Jennifer stated there would be a 5K "Run 4 Freedom" this year as part of the July 4th
festivities. The start will be between 3rd and 4th Streets near Anytime Fitness and Bobbio's
Pizza. The start time will be 7:30 a.m.

H. Arboretum
Jennifer gave an update on the arboretum project stating the City had chosen Covey
Pardee out of Ashland as the landscape architects. They helped design Don Jones Park and
will work directly with Wally's brother Carl on the layout and path system. The other
landscape architects that submitted their qualifications were Galbraith &Associates and
KenCairn Landscape Architecture. A public meeting will be held to let the community know
what is being planned for the site.The Parks Commissioners stated they would like to visit
the site and Allen stated the City Council would be taking a tour of the City to check out
some of the projects going on around town and suggested they join them on the tour.
I. West Foundation
The City received a grant of $1500.00 from the West Foundation with the money being
used to purchase an Elmo document projector for the preschool program. Jason (City IT
manager) will order through the State procurement office. The projector will allow the
teachers to show book pages to all students while they read stories.
J. Arbor Day
The City held an Arbor Day tree planting event at Don Jones Park that included volunteers
from Kohl's Department Store. As part of the Kohl's Care community service, they also
donated $500.00 to Central Point Parks Foundation. Albertson's donated the trees and
Cascade Christian also participated in the Arbor Day event that included placing fresh bark
at the Fallen War Heroes Memorial.Jennifer stated we will be submitting our application
and are another step closer in the hopes of becoming an established"Tree City"by the end
of the year.
K. Dogs in the Parks
Jennifer mentioned that many dogs in the Parks run off their leash and we are working the
Police Department on enforcement.A discussion was held about creating a dog park where
the dogs could run and play off leash.The Upton property and Don Jones grassy areas were
mentioned as possible sites. Jennifer said she would check into the costs of creating such a
space (i.e.fencing, etc.).

VII. OTHER BUSINESS
Mark asked about the garden plots at Don Jones Park and Jennifer stated the community
garden plots rent January through December with the 10'x 10'for$25.00 and the 10'x 20'
for$50.00 with access beginning May 15, 2013.
Jennifer stated the second gazebo at Don Jones is complete and they are getting a lockable
kiosk that will go in between both gazebos. There will also be a second kiosk located in the
garden area.
Lee stated he would look into have a fishing tournament fundraiser with the money going
to the Parks Foundation.
VIII. ADJOURNMENT
Mark moved to adjourn the meeting at 7:35 P.M. and all were in favor.
