HomeMy WebLinkAboutPCRM091913 CITY OF CENTRAL POINT Parks Commission Meeting Minutes Sept 19, 2013 MEETING CALLED TO ORDER Mark Ludwiczak called the meeting to order at 6:30 P.M. II. ROLL CALL Commission members Patricia Alvarez, John Beck, Deven Howard, Mark Ludwiczak, Neil Olsen, Carl Orndoff, Lee Orr and council liaison, Allen Broderick were present. City staff attending was Jennifer Boardman and Karen Roeber. III. REVIEW MINUTES Deven made a motion to approve the minutes of the May 16, 2013 Parks Commission. Patricia seconded the motion. All were in favor and the minutes were approved. IV. CHANGES TO AGENDA Business items B and E became part of the Public Appearances V. PUBLIC APPEARANCES A. White City—Partnership/Cascade Pool Joy Reich, Volunteer Executive Director of the Cascade Community Pool in White City and retired elementary school teacher, presented her idea about possibly forming a Parks & Recreation District under Jackson County. She would like include Central Point as a partner and White City would contract out services for their park and pool like they currently do with the Sheriff's Department. Their current pool budget is$220K and she is thinking one person would be in charge of everything. She would like to have programs similar to our P & R programs that would include something for seniors, children, the pool and their skateboard park. She would work hard to pass a levy and work through parents to show a need and include everyone. There is also $1.2 million held in urban renewal which was to be used to build a new City Hall if they incorporated (which did not happen). They currently have only one park(Burns Park on division Road) and plans for a library park. The background on the pool is that it was built in 1963 (50 years ago) and was built as an outdoor community pool. It is 21 or 22 yards in length with 5 lanes.The community pool was given to the Eagle Point School District and then they contracted with the YMCA. When that contract ended the pool reverted back to Eagle Point School District. Joy would like the Parks Commissioners to think about her proposed idea to see if they think this would be a good idea. B. Vending in the Parks Mr. David Timberlake came forward to ask the Commissioners to think about changing the current ordinance to allow vending in City Parks. He owns and ice cream truck and has been selling at Don Jones Park during the summer. He stated he operated his truck in Medford and has a license to do so. He said he did not check to see if he needed a business license to sell ice cream in Central Point and was unaware it was not allowed in the parks. He stated he thinks it would be beneficial to the City and he would be willing to give a portion of his sales to the Parks & Rec. Foundation. He stated he only sold there once per day and was only on the premises for approximately 15 minutes. He stated he is only aware of three ice cream trucks in the Valley and he would like to be able to sell in Don Jones. He would like to park near the restrooms so children would not run across the street or parking lot. The Commissioners said they would discuss the pros and cons of allowing vending in the Parks and discuss changing the ordinance. C. Dog Park Beckie Frazier came to speak about having a dedicated dog park in Central Point. She is a resident of Central Point who owns a dog (Great Dane) and she either has to drive to Medford or Ashland to let her dog run loose and play with other dogs. She said she is willing to do anything she can to help create a dog park in Central Point. She wanted to know if there was any City land available that would be suitable for establishing a dog park. She said the top three components for a dog park would be space, water and shade. There is currently no city land available for a dog park as the Boes land in in the County as is the land over by the fairgrounds. She said the Ashland and Medford Dog Parks are usually about 1/2 full when she visits them and that she has visited them at many different times and days. It was suggested she contact neighbors and other dog owners to get their input on having a dog park in Central Point. VI. BUSINESS A. Second Amendment Regulation Jennifer handed out a letter that was sent to the City stating that the wording our current code to regulate firearms is in violation of state law. City Administrator Chris Clayton and Police Chief Kris Allison are working on writing a blanket ordinance that would cover the City of Central Point Parks Commission Minutes September 19, 2013 city and not violate state law.Since the current document is inappropriate Deven made a motion to strike the current language in Chapter 9.68.040. The motion was unanimously approved. B. Vending in the Parks Presented above under Public Appearances C. Arboretum Update Jennifer stated landscape architects Covey Pardee had created a master plan for the arboretum and she included a drawing in the packet. There was a public meeting held earlier this month so everyone could see and comment on the initial plan. She said the plan had been sent to Carl (Wally's brother) for approval and his response has been favorable. Some questions were about possible fencing and an agreement for buses may need to be worked out with OSP and the Labor Temple. D. Model Rockets Jennifer had the question come up as to whether model rockets could be launched in city parks. The current Ordinance 9.68.050 prohibits model rockets in parks "except in areas specifically designated and posted for that use". Section 8.06.010 states "model aircraft (not model rockets) can be flown on/from open areas of at least 1.5 acres". Jennifer will bring updated wording that include "non-ignitable rockets"to the November meeting. VII. OTHER BUSINESS A. Upcoming meeting Jennifer asked everyone to confirm the November date for the next meeting. B.Tour of Parks/Water Reservoir Jennifer said she will talk with Chris about including the Parks Commission members with the City Council when they do their tour of Central Point.That tour would include the City Parks, new water reservoir and newly completed Hwy 99/Front Street Streetscape. C. Arboretum Tour This would be included in the above mentioned tour with City Council. Jennifer did say that if anyone would not be able to make the Council tour she would set up additional tours to see the various projects. City of Central Point Parks Commission Minutes September 19, 2013 D.4th of July Update/Run for Freedom The 4th of July Freedom Run was a very successful event. There were 199 kids and 156 adults with the majority of participants being pre-registered! She said the course will have a minor change for next year as it would start at McDonalds then you run to Scenic where you turn around and run back to finish at 3rd and Pine Streets. She said she has been asked to look into having a 10K or 1/2 marathon which is not unthinkable but would be better if coordinated between the City, County and State. E. BOB Update Jennifer said the weather was good for this years' Battle of the Bones event. Next year they are looking at dropping Sunday from the schedule and just hold the event Friday and Saturday with a possible date change to sometime in August.They are also going to sell or donate some of the old BOB glasses to the Harvest Festival (Beer fest) at the Expo. F.Grant Update/Pfaff Restroom Jennifer said we received a small grant for the State to renovate the restroom at Pfaff kird Park. The prior building official recommended we "gut" the old one and use the existing shell to update the restroom.The current building official inspected the building and has suggested we raze the existing structure and install a prefab building. Jennifer checked with the grant agency and has approval to use the prefab building. She is looking at using a company out of Roseburg and the new restroom would have three stall for the ladies room and there would be two urinals and one stall for the men. G. Recreation Update/State of Recreation Jennifer stated the classes are at capacity which is wonderful. Our main problem is we have no space for additional classes. We started the program with two yoga classes and we currently offer six yoga classes and they are all full. H. Parks Update/State of the Parks Jennifer stated park vandalism is down and it has been suggested that kids should help with the cleanup of vandalism. Jennifer said Park staff is trying to bring all City Parks into ADA compliance with three parks left to meet this goal. Jennifer met with the schools and she will look into getting grants as she would like to be able to offer music and other enrichment programs for the elementary children. This would include reading, writing, science and music. Mae Richardson currently has space and instruments that are not being used. Upcoming Events—Veterans' Day Jennifer invited everyone to the Veterans' Day ceremony that will be held November 11th at the War Memorial at Don Jones Park. She also invited members to think about participating or helping out with the second annual December Lights Parade. Other business items mentioned was the discussion to have an actual concession stand at the water spray park in Don Jones. Lee said he is still working out the logistics to hold a fishing tournament (possibly at Applegate Lake) with the proceeds going to the P & R Foundation. He also said that he would be glad to become a Foundation member! Jennifer also presented a picture and short video of a "pump" track which is used by dirt or BMX bikes. Instead of using your legs and pedaling you power your bike around the track by using a pumping motion with your arms. A discussion will be held at the next meeting. VIII. ADJOURNMENT Mark moved to adjourn the meeting at 8:40 P.M. and all were in favor. IX. NEXT MEETING: Tuesday, November 12, 2013 at 6:30 PM in the Council Chambers
