HomeMy WebLinkAboutPCRM111213 CITY OF CENTRAL POINT Parks Commission Meeting Minutes November 12,2013 MEETING CALLED TO ORDER Mark Ludwiczak called the meeting to order at 6:30 P.M. II. ROLL CALL Commission members Patricia Alvarez, John Beck, Mark Ludwiczak, Neil Olsen, Carl Orndoff, Lee Orr and council liaison,Allen Broderick were present. City staff attending was Jennifer Boardman and Karen Roeber. III. REVIEW MINUTES Mark made a motion to approve the minutes of the September 19,2013 Parks Commission as corrected. Lee seconded the motion. All were in favor and the minutes were approved. IV. CHANGES TO AGENDA None" V. PUBLIC APPEARANCES None VI. BUSINESS A. Second Amendment Regulations Jennifer showed the changes that would be made to the C.P.M.C. regarding Chapter 9.68 Rules and Regulations of Public Parks, which includes deleting 9.68.040 "Firearms", and deleting under Chapter 9.90 "Concealed Weapons" Sections 9.90.010 and changing "Firearms"to"Weapons" in Chapter 9.92. Patricia made a motion to approve the changes and John seconded. All were in favor and the motion was unanimously approved. B. Vending in the Parks Jennifer suggested this item be tabled until the February 2014 meeting for discussion. C. Arboretum Update OSN Jennifer stated the Master Plan should be done by next January. They are working on City of Central Point1/460 Parks Commission Minutes November 12, 2013 sidewalk,fencing to stat and then it would be developed in phases,as the funding becomes available. The north entrance is for pedestrians only and the south entrance is for vehicles. D. Model Rockets Jennifer will change the wording in Chapter 9.8.06 to read both model airplanes and model rockets.Currently the only two parks in Central Point that are large enough in area are Don Jones and Twin Creeks. She clarified that park hours are 9 AM to Dusk. Patricia made a motion to forward to Council and Lee seconded. All were in favor and the motion was approved. E. Driving Range Jennifer stated she will be attending a meeting for a driving range tomorrow and will bring the discussion results to the February meeting. F. Community Center Steel Building Jennifer will be working with the Planning Dept.on options,as there currently is no money available for a Community Center. She stated our classes are going extremely well and we would be able to add more if we had space available. The cost for a steel building ranges from $60,400 to $125,000. VII.OTHER BUSINESS A. Upcoming meetings Jennifer suggestion the following dates for 2014— February 11, May 13, September 9, and November 18. She asked everyone to check his or her calendars and confirm the dates via email. Changes can be updated at the February meeting. B. 4th of July update/Run for Freedom-sponsorship Jennifer said she will remapping the course for next year's run such as starting at 10th Street on Pine going to Scenic then turn around and end at 3rd on Pine Street. Crater students will be helping to create a new logo for next year's run. C. Grant Update—Pfaff Restroom This project is for upgrading the current restroom to become compliant with current ADA requirements. We are hoping to be able to demolish the existing structure and purchase a new building.Jennifer has been in contact with a company in Roseburg thatfired has buildings priced around $52,000. The breakdown on available funds is as follows: City of Central Point Parks Commission Minutes November 12, 2013 $33K from a grant-$10K from Parks& Rec-$10K from Admin. and $37K from SDC's. The project should go out for bids in February with the target completion date of Memorial Day- May 31, 2014. D. Recreation Update/State of Recreation Jennifer said the new "RECreate"guide will be out and distributed by Thanksgiving and to check out the new classes being offered such as cake decorating and square dance. E. Parks Update/State of Parks Jennifer said the Parks crews are mainly trying to keep up with maintenance during this time of year, especially the leaves and the ponds at Menteer and Twin Creeks. She said Central Point would officially become a "TREE CITY USA" member next year since we have met the requirements. F. Upcoming Events—Community Christmas, new guide,January classes Jennifer reminder everyone of the Community Christmas—Lights Parade coming up on December 7th. The float route goes from Pfaff Park to 2nd Street (City Hall). There will be arts &crafts projects for the kids, books from Kiwanis and they can visit with Santa. Other business items Jennifer discussed was the upgrading of new software for Parks& Rec. One of the features in the new program allows for online checking of availability so people will not have to call or come in to reserve an area. There was also discussion of charging extra fees for events (i.e. weddings) for cleaning the gazebo floors. This could be accomplished through part-time summer help through Labor Day. VIII. ADJOURNMENT Mark moved to adjourn the meeting at 7:30 P.M. and all were in favor. IX. NEXT MEETING: Thursday, February 20, 2014 at 6:30 PM in the Council Chambers
