HomeMy WebLinkAboutPCRM050812 CITY OF CENTRAL POINT Parks Commission Meeting Minutes May 08, 2012 MEETING CALLED TO ORDER Kerry Bradshaw called the meeting to order at 7:05 P.M. II. ROLL CALL Commission members Kerry Bradshaw, John Beck, Deven Howard, Mark Ludwiczak and council liaison,Allen Broderick were present. Neil Olsen and David Douglas arrived later. Patricia Alvarez was absent. City staff attending was Jennifer Boardman and Karen Roeber. III. MINUTES Deven made a motion to approve the minutes of the January 31,2012 Parks Commission meeting as submitted. John seconded the motion. All were in favor and the minutes were 09.1 approved. IV. CHANGES TO AGENDA None V. PUBLIC APPEARANCES None VI. BUSINESS A. Alcohol in Parks There was discussion on whether or not to allow alcohol in the parks. It is allowed for special events with the approval of the City manager or his/her designee and they need approval from OLCC. If they are not selling alcohol,they do not need approval from OLCC. An example would be a special event permit needed for a wedding with two people in the group having OLCC licenses —they would be the people monitoring that group to make sure no one was being over-served and the application for the special event permit would need to be on the application. The Commission decided since alcohol is only allowed for special events there is no need to re-word the ordinance. City of Central Point Parks Commission Minutes May 08, 2012 B. Parks Planning—Master Planning Jennifer stated the last Central Point Park Master Plan was done in 2002. She asked the commission members to think about what they would like to see incorporated into the new master plan and to bring their ideas to the next meeting. Some items mentioned were the Boes area; the Arboretum; a dog park;a community garden with raised beds at Don Jones park; a community center and pool; a golf course and a BMX bike park. C. Adopt a Park Program Jennifer asked the commission members to think about an"Adopt-A-Park"program where groups or individuals could actually be more involved in local community parks. Discussion was held about naming of parks and it was suggested that if family or community members wanted a park named after a person they could honor them by donating a bench or gazebo in their name. Jennifer stated there are now restrooms in all parks over an acre. D. Geocaching Jennifer and Neil described geocaching and how it works. There are several here in the kid valley and she asked if members thought it a good idea to start one here using the various city parks. She said we would need to set up guidelines that could be online with how-to instructions. E. Naming Park naming was discussed and it was suggested if people would like something in the park to be named after a specific person (i.e. loved one) they could do so with a donation of park bench or gazebo instead of naming the park. VII. Parks and Recreation Updates A. Arboretum The environmental cleanup and asbestos removal have been done and the Jackson County Fire District 3 will do a "Burn to Learn" exercise on the front house and then we can start designing and planting the grounds. B. Recreation Activities—Revenues Jennifer said the budget has been approved and revenues are flat. It will be the same for next year as there are no additional monies. Jennifer stated in 2011 the revenues were City of Central Point Parks Commission Minutes May 08, 2012 steadily at$5,000 each quarter and she said 2012 is trending higher. Park use is steadily increasing. After July 1st , another gazebo will be installed at Don Jones. VIII. OTHER BUSINESS Upcoming events include the annual bike fair being held at Don Jones on Saturday May 19th and weather permitting the water park will also open that day. Jennifer invited everyone to the ceremony at the War Memorial on Monday, May 28th at 9 a.m. Free Art in the Park will be held again this summer at Don Jones park coinciding with the free summer lunch program. IX. ADJOURNMENT Kerry moved to adjourn the meeting at 8:33 P.M. and all were in favor. NEXT MEETING: Thursday,July 19th at 6:00 pm in the Council Chambers
