Parks Commission Meeting Minutes
September 6, 2012
MEETING CALLED TO ORDER
Mark Ludwiczak called the meeting to order at 6:47 P.M.
II. ROLL CALL
Commission members Patricia Alvarez, John Beck, David Douglas, Deven Howard, Mark
Ludwiczak, Neil Olsen and council liaison, Allen Broderick were present.
City staff attending was Jennifer Boardman, Dave Jacob and Karen Roeber.
III. REVIEW MINUTES
Mark made a motion to approve the minutes of the May 08, 2012 Parks Commission
meeting as submitted. It was noted the incorrect minutes were distributed so the May 08,
2012 meeting minutes will be approved at the next Commission meeting.
IV. CHANGES TO AGENDA
None
V. PUBLIC APPEARANCES
Jenna Stanke, Special Projects Manager with Jackson County Roads and Parks gave an
update on the Bear Creek Greenway project that is underway. Currently they are
completing the paving for 7 miles of trail and she said it has made a huge difference!
VI. BUSINESS
A. Volunteer Program Approval for Greenway
Jenna had an Americorp intern for the past 11 months to help get the Bear Creek
Greenway Joint Powers Agreement program organized and they are looking for volunteers
(i.e. church groups, youth groups, Eagle Scouts, individuals) to adopt a section of the
Greenway. She said they would like people who use the Greenway regularly to also be
involved.They are the"Roving Patrol" being the eyes and ears of the Greenway to let her
know what is going on and what needs to be addressed. There is a handbook and
management plan and the documents have been approved by all jurisdictions, HR&legal
departments. There are 14 sections of trail and currently half of them have commitments!

Those showing an interest include Ashland Cycle Sport,Home Depot,N. Fred Meyer,Silva's
Auto Repair,and Cascade Christian School).Jenna stated there is no financial commitment.
Mark made a motion to endorse the Bear Creek Greenway Joint Powers Agreement and
John seconded the motion. All approved. Jenna invited everyone to the policymakers ride
on September 28, 2012 beginning at 10 a.m. in Ashland riding to Phoenix and ending with
lunch @ Roscoe's.
B. Jump House/Dunk Tanks/Party Ponies/Large Tents-Ordinance Revision
Jennifer stated this has been a phenomenal year for park rentals. She stated there have
been numerous requests to use jump houses, dunk tanks, party ponies and large tents in
the parks. The current unwritten policy does not allow any of the above mentioned items.
There was discussion about the mess the ponies would leave behind (who would clean
that up?)the damage to the lawn from the large tent stakes,jump houses or dunk tanks
and limited parking if placed on the pavement. It is a liability issue not just the wear and
tear on the park. Locates would need to be called in for the large tents to be staked 48
hours prior to the event.After much discussion it was decided to put the current unwritten
policy into the ordinances and applications that does not allow these items in the parks
except for a special event. Mark made a motion to disallow the items and Deven seconded.
The motion was approved unanimously.

C. Parks Projects—Gazebo,Tennis Courts, Parking Lot
We will be getting a second gazebo at Don Jones as well as a new kiosk in the gravel area.
The part-time person posts the reservation lists for the weekend on Friday evening before
they leave for the day and this person also helps with the garbage collection over the
week-end. Work will begin at the Park at the end of September/October after the water
park is closed for the season. All tennis courts have new surfaces,except Don Jones which
will be due to be done in about three years. All tennis courts are ADA accessible except
Pfaff because of the gate and Jennifer is looking into a solution.The basketball court at Van
Horn Park was also redone and has a life span of 7-10 years. Jennifer updated everyone on
the parking lot by the Parks Shop and KidVenture,stating the fence has been moved 60'to
make larger areas for their equipment, new gravel was placed and light poles are being
added for much needed evening class lighting. It was way too dark for classes being held in
the rec building. Jennifer also said the electrical at Pfaff Park has been upgraded and
additional outlets added which should make a big improvement for events like July 4t1
VII. Parks and Recreation Updates
A. Arboretum
The rental house on the grounds is scheduled to be torn down in November and work is
being done on the landscaping. The Arboretum work will be included in in next year's khd

B. Recreation Activities
Jennifer said the new activity guide (RECreate) is out with many new classes beginning.
The community Christmas celebration has been changed this year to include a light parade
on Pine Street. There will also be a second City Wide Yard Sale and booth space is still
available.
C. Upcoming Events
Jennifer said preschool morning class is full and the afternoon class has about 6 spots still
open. The recycling event will be changing as many people are recycling items on their
own, especially since Hilton takes wood debris free of charge and people take in there e-
waste. The Cyclocross event is scheduled for January 2013. Jennifer said overall Park
vandalism is down this year with Forest Glenn Park being the most targeted with tagging.
Jennifer updated everyone on the Battle of the Bones (BoB) stating the event was
essentially flat this year but we did not lose any money. The weather played a large part in
attendance with one day being warm, and on the other very cold, wet and windy! There
were lots of out of town people who came to the event so that was very encouraging.The
last Friday Night Festival (FNF) was held at Twin Creeks Park and was a great success.
People liked the change of venue and Jennifer is hoping next year to have two FNF at Pfaff,
two at Twin Creeks and two at Don Jones so more people in the community can
participate.
VIII. OTHER BUSINESS
There was mention of what poor condition the Little League fields on Hanley Rd are in.
Jennifer stated that they were not in the city limits, so would not be eligible for any grant
funding, so until they were in the city limits there really isn't any funding for this project.
Jennifer also asked commission members to think about combining the Arts and Parks
Commission meetings.
IX. ADJOURNMENT
Mark moved to adjourn the meeting at 8:02 P.M. and all were in favor.
