HomeMy WebLinkAboutPCRM111512 n CITY OF CENTRAL POINT Parks Commission Meeting Minutes November 15, 2012 MEETING CALLED TO ORDER Mark Ludwiczak called the meeting to order at 6:42 P.M. II. ROLL CALL Commission members Patricia Alvarez, John Beck, David Douglas, Mark Ludwiczak, Neil Olsen and council liaison, Allen Broderick were present. Deven Howard was absent. City staff attending was Jennifer Boardman and Karen Roeber. III. REVIEW MINUTES David made a motion to approve the minutes of the September 6,2012 Parks Commission meeting as submitted. Patricia seconded the motion. All were in favor and the minutes were approved. IV. CHANGES TO AGENDA None V. PUBLIC APPEARANCES James Shannon gave a presentation on Trick Trainer. This item helps you learn skateboarding fundamentals and how to do tricks. He said there are over 500 skate parks in the U.S. and the average age of a skateboarder is 12 years. He said there could be an instructional placard install at the skate park along with the actual "Trick Trainer" equipment,which is a handlebar system. He said it is a patented product and he has utility patents pending. It would be a stationary devices and he would like to have two trainers with two different heights. The handlebars are kept in place with studs in concrete. He stated there is a safety manual that comes with the product that has general safety guidelines to follow. The Commission asked several questions during his presentation and their main concern was the liability. VI. BUSINESS A. Trees City USA,Ordinance Changes e ! Jennifer stated the ordinance modification went to the Planning Commission last week and will go to City Council soon. Dave and Mark are working to get the current ordinance City of Central Point Parks Commission Minutes November 15, 2012 changed. All of the information goes hand in hand with the flood mitigation program, which includes plantings along creek banks that helps with stormwater quality and with us being able to get grants. B. Proposed Park and Twin Creeks Jennifer stated there are about 40 new homes and a new park that are slated to go into the Twin Creeks development. In the park master plan there are two basketball courts and four tennis courts along with a playground and filed/play area. There will be stadium seating to the tennis courts so the high school could use for tournaments. Plans will be presented later in the year. C. Naming Amphitheater—Libby Pfaff Amphitheater Libby Pfaff s family(grandsons) came to the City Council meeting to ask if the City would name the amphitheater after Libby. The naming criteria in section 3 states ... "after two years of their death" and Libby is still living or with "special exception". Jennifer will get the exact amount of what was donated by the Pfaff family when the name was changed from Central/City Park to Robert Pfaff Park. It was recommended by the Parks Commission to leave the naming ordinance worded as is kid and Jennifer said she would forward that recommendation on to City Council. VII. Parks and Recreation Updates A. Arboretum Public Works has demolished the house and taken down the rental and out buildings. Wally's main house is still there and will remain. The next step is to get the plans done for the paths and the Jennifer is working on getting a grant for funding. The path area is only 118th of a mile and grants are usually awarded for larger mileage areas. B. Recreation Activities Jennifer said the Lights Parade would take place on Pine Street as a new part of our Community Christmas event. There are schools bands, martial arts groups already signed up to participate. The only criterion to be in the parade is that you have to incorporate lights! C. Upcoming Events—Lights Parade, Cyclocross, Egg Hunt,Arbor Day, Recycling The Lights Parade will take place on December 8th ending 2012's events. Cyclocross will take place at Twin Creeks Park on January 26th being the first event in 2013; followed by City of Central Point Parks Commission Minutes November 15, 2012 the Egg Hunt on March 30th and Arbor Day in April. The recycling event will be revamped for the upcoming year as many are recycling on their own and participation was way down last year. VIII. OTHER BUSINESS Jennifer stated Don Jones Park will get a second gazebo and it should be here and in place by March 2013. There will be a kiosk in the gravel area between the gazebos. The raised beds are in for the community garden at Don Jones Park and a cover crop has been planted. The annual cost for a bed of your own is$25 for small and$50 for the large. The landscaping is going in at the reservoir at Don Jones and the fence will be left in place. Jennifer stated the Pars Master Plan was last updated in 2003 and all goals have been met with the exception of building a community center and pool. She asked members to bring their ideas. A committee will be formed to create the Master Plan document. Jennifer and her staff attended the NRPA conference in Anaheim, CA in October. She is looking into new software for the recreation classes and is soliciting two additional faiN companies for bids. The new RECreate guide is out and there are many new classes including a pizza class,which Jennifer is teaching. This will be a take and bake class where you make your own dough and then add your toppings and take home to bake and enjoy! David Douglas will be leaving the Parks Commission to go on to City Council so this was his last meeting. An "Adopt a Park" or "Park Watch" program was mentioned so people living in park neighborhoods could keep their"eyes and ears"on the parks around town and could pass on information to the Police Department as needed. IX. ADJOURNMENT Patricia moved to adjourn the meeting at 8:04 P.M. and all were in favor. NEXT MEETING: Thursday,January 17th at 6:45 pm in the Council Chambers
