HomeMy WebLinkAboutPRCM012011 CITY OF CENTRAL POINT PARKS AND RECREATION COMMISSION Meeting Minutes: January 20,2011 MEETING CALLED TO ORDER The meeting was called to order on January 20, 2011 at 6:35 p.m. II. ROLL CALL Parks and Recreation Commission members in attendance were: Chairperson Kerry Bradshaw, David Douglas,Neil Olsen, John Beck, Patricia Alvarez, City Council Liaison; Allen Broderick Parks& Recreation Department Staff in attendance were: Matt Samitore, Interim Parks and Public Works Director; Jennifer Boardman, Parks and Recreation Manager; Shelly Brown, Parks and Recreation Support Specialist; Sarah Garceau, Recreation Coordinator: Special Events& Marketing; Corey Qualls, Parks Maintenance Lead; Mark Brindle, Parks Maintenance I III. MINUTES Minutes from Parks Commission meetings of September 16, 2010 were approved. Patricia Alvarez motioned for approval,John Beck seconded the motion. All were in favor. IV. CHANGES TO AGENDA No changes were made to the agenda. V. PUBLIC APPEARANCES There were no public appearances. VI. BUSINESS A. Water Reservoir Drawings for the Water Reservoir have been created. They were decided on after the site was analyzed. Due to the expensive of burying the reservoir and our tight budget,the reservoir will only be buried by about 10-15 feet. Cost is about$5 million for every 10 feet it is buried. A residential questionnaire gave good feedback indicating that they wanted it screened as much as possible. The berm is 16 ft at crest. 4-5 feet will be showing from the spray park. The slope was made more gradual than originally discussed to allow for a riding mower to maintain the area. It was incorporated to be screened more on the north and south sides. According to the law, if the tank is not buried, it must have a security fence, approximately 115 feet from the tank, 6 ft wide. There will be sidewalks leading up to the top,where there will be a viewing platform. More building designs are needed , pump sizes, etc. Eventually a stage and community garden can be placed. Tank is 20 feet tall. PC040406 The goal is to make the site completely self sustainable. John Murphy correspondence wants land for RV parking. Start construction June or July. The commission voted to move forward with the planning. A motion to support final concept drawings was made. Pat Alvarez motioned for approval, David Douglas 2nded and all were in favor. B. Bear Creek Greenway Maintenance Agreement Jackson County Parks is asking for renewal of agreement to Join Powers Agreement for 3 more years—there will be no increase in the price. All are in favor of renewal C. Park Rental/Wedding Pricing Structure Up to this point in time, Parks has waived all non-profit fees for making reservation. In researching the fee structures at local cities, we discovered that there is no standard way to deal with non-profits and prices; however, we did discover that Central Point is the only city that waives all fees. The Parks department is suggesting the following for fees: Groups who can present proof of their non-profit status will have the non-refundable clean-up fee waived. A 50%discount will be given for hourly reservations ($12.50 for 2 hours.) Special Event fees will also be discounted at a rate of 50%($50 flat fee, includes one gazebo rental). In reviewing our first year of holding weddings in our parks, we discovered that it is very difficult to enforce our small/large wedding fees and would like to combine the amounts into one flat fee. A fee of$300 was suggested by Staff(this still includes one gazebo rental, additional gazebos are rented the hourly fee will be applied). Pat Alvarez motioned to adopt the new fees for non-profits as presented, John Beck asked a question about the fees and after much discussion on everything that is involved with wedding reservations, the Commission decided on a flat fee of$500. John Beck made a motion to adopt a fee of$500 for weddings, David Douglas seconded and all were in favor. VII. Parks and Recreation Updates A. Parks Inventory-Budget requests 2011-2012 Jennifer has been working with the Parks Department to inventory all of the parks, including square feet of grass, shrubs, gazebos, roofs,trees and fall materials. We are requesting to budget for the following items: • Removal of all pea gravel and replace with bark chips. This would be about 5 meters per playground. • Resurface one of the tennis courts at Robert Pfaff or Van Horn. • Signs for several parks that don't have current signs. • Bridge at Forest Glen needs to be stained. It is drying out and has to be done during summers so it can be tarped underneath. See if Crater Students will want to do this as a senior project. • Moss removal from gazebo and bandshell at Robert Pfaff Park PC040406 • Replace sand at the volleyball courts. a) Skryman Arboretum Parking area is next to state Police. The house was recently demolished. 1.3 acres and .34 purchased acreage. Commission recommended area leveled and graveled and thinning of non native trees. Gravel and tree trim consensus All in favor. b) Gazebo Revisited The gazebo was gifted to Central Point in July. (Representative is Debbie Saxbury.) The Commission previously decided to recommend the gazebo be placed in Skyrman Park,the motion was sent to City Council. Council sent the request back to the Commission as the location of Skyrman Park was not decided on at the time. The Commission has to decide where it goes and needs to revisit the topic. Representative Debbie Saxbury has communicated that placement at Skyrman Park would be acceptable. Neil Olsen motioned for the gazebo to be placed at Skyrman Park, Pat Alvarez seconded the motion. All were in favor. The exact placement at the park will be decided on at a later time,there are three possible locations. B. Recreation Activity Updates a) KidVenture We have two classes, one from 9:00-12:00 and one from 1:00-4:00 with a total of 37 kids in the program. The two classes have been going well and we plan on having the two classes again in the 2011/2012 school year. b) Community Christmas The event was very successful, everything was held within the block of City Hall. Crater Renaissance students painted a backdrop in the theme of the North Pole for behind Santa and Mrs. Claus. We handed out over 50 stuffed animals to toddlers and over 250 gifts to K-5th graders. We also had a small Chili competition,the hay rides were very busy, 7 Oaks farm donated the trailers and School District 6 let us use 1 of their tractors. c) Activity Guide The new guide RECreate! Spring/Summer 2011 is in progress and hopes to hit mailboxes around April 1St. We have the following upcoming events: • April 23 Egg Hunt at Twin Creeks Park • April 30 City Wide Yard Sale • May 7 Recycling Day • May 14 Employee Golf Tournament • May 21 Bike Fair at Don Jones Park • May 30 Memorial Day at Don Jones Memorial • June 4 Activities in conjunction with the Rodeo • June 25 & 26 Battle of the Bones—ABK will sponsor$3k again • July 4 Fun Run Kids and Adult Runs(4th July in the Park, Chamber) • July 15 Start of Friday Night Festivals for 6 weeks VIII.
