HomeMy WebLinkAboutPRCM042111 CITY OF CENTRAL POINT PARKS AND RECREATION COMMISSION Meeting Minutes: April 21,2011 MEETING CALLED TO ORDER The meeting was called to order on April 21, 2011 at 6:03 p.m. II. ROLL CALL Parks and Recreation Commission members in attendance were: Neil Olsen, John Beck, Patricia Alvarez, Mark Lundwiczak, City Council Liaison; Allen Broderick Parks and Recreation Commission members absent were: Chairperson Kerry Bradshaw, David Douglas Parks& Recreation Department Staff in attendance were: Matt Samitore, Parks and Public Works Director; Jennifer Boardman, Parks and Recreation Manager; Sarah Garceau, Recreation Coordinator: Special Events & Marketing; Corey Qualls, Parks Maintenance Lead; Mark Brindle, Parks Maintenance I III. MINUTES Minutes from Parks Commission meetings of January 20, 2010 were approved. Neil Olsen motioned for approval,John Beck seconded the motion. All were in favor. IV. CHANGES TO AGENDA We will discuss VII.B immediately after VI.A due to one of the commission members needing to leave early. Don Jones Park Staff would like to address the field at Don Jones Park and the option to reserve it. Staff doesn't think that this is an appropriate field to be reserved for certain activities, such as baseball. There is a 1 mile path around the field, additionally this is a heavily used park in the summer with the water spray park and a lot of kids are running around. Staff had an inquiry regarding renting the field to a baseball team. Ordinance 9.68.050 states, "No person shall participate or assist others in the playing of any game or activity wherein any object such as a stone, arrow,javelin, model aircraft, model rocket, golf ball, or any other sharp or hard object or projectile is thrown or otherwise propelled except in areas specifically designated and posted for that use (in accordance with Section 8.06.010. Restrictions on flying model aircraft.)" Staff feels that baseball would fall under the above listed ordinance. The Commission wanted to know about other baseball fields that are available for use. The City does not own any fields; however, there are options through the schools and eggl outside of Central Point city limits. After much discussion regarding other activities that PC040406 the field may be rented for,the commission gave their decision to uphold the Staff's decision. V. PUBLIC APPEARANCES There were no public appearances. VI. BUSINESS A. Water Reservoir There are no major updates at this time; however, Matt Samitore wanted to update a local resident's situation. A man living near N. Mountain Avenue and Ridgeway Avenue has been inquiring about 24 feet of land that he has been maintaining for the past seven (7)years. The May 2th council meeting request that was sent in doesn't match the verbal request that Matt has discussed with the individual. The request does not affect the plans for the reservoir. Matt will be sending the final request to the board. In Matt's conversation with the man, he inquired about `Adverse Possession' which is a common law regarding the transfer in title of the land when a person has been maintaining it for an extended period of land. It does not apply in this case because in Oregon it would require the property be maintained for more than ten (10)years and for the maintainer to believe the properly was theirs to begin with. This gentleman knew that this was not his property; he has been mowing and irrigating the property. The commission inquired about the tax bill if the land was to be transferred. It is believed his tax bill would increase a small amount, perhaps $6. The City originally bought the property, a total of 3.5 acres, for around $400,000. The property in mind is about .08 of an acre and would be valued at about$8,000 or$9,000. This gentleman originally requested a wall to block the reservoir but will drop the request if the property is transferred to him. In order for the commission to feel comfortable making a suggestion to council,they would need legal information regarding the situation. Matt will find out if it effects the easements and the details in relation to the Water Reservoir project. Jump to VII.B.a. Kidventure-fee change for 2011-2012 Currently the fee is $115/month which is an extremely low rate and hasn't been raised for many years. There are currently two classes,the first from 9:00-12:00 and the second from 1:00-4:00. Staff is requesting to raise the fee to $125/month. Staff confirmed that the fees are meant only to cover the cost of the program. This last year the Foundation received a$750 grant to pay for healthy, organic snacks. Parents also help supplement the cost of snacks by bringing in food items. Donations also help support the program. Beck motioned to approve the increase in fees, Lundwiczak seconded the motion and all were in favor. B. Final Approval for Park Application PC040406 Thank you for approving the new Small Special Events Form via email; it has already been used about three times. It is defiantly appreciated by those that have used it. C. Review of Smoking Ban in Parks As a project for the Master Recyclers, Mark Brindle collected cigarette butts. In the fall material of the playground alone, Brindle collected enough cigarette butts to fill half of a 5 gallon bucket. The commission wanted to know if this is mainly parents or teenagers. Brindle and Corey Qualls stated that they believed it was mostly Parents,who are usually pushing their kids on the swings or playing with them on the play ground. Douglas pointed out that it is illegal to use tobacco on school property, perhaps we should look at extending this to our playgrounds. He believes that it is the Commission responsibility to provide a healthy environment and take a proactive initiative to do so. Mark pointed out that the cigarettes that don't immediately get picked up get ground up in the fall material and are not able to be cleaned up. Broderick suggested designating a smoking area. Brindle and Qualls believe that the designated smoking area will be violated and it would be almost impossible to try and enforce it. Brindle pointed out that if we make the parks completely smoke free,then those who smoke may choose to not use our parks. Boardman pointed out that our City Ordinance that prohibits smoking in buildings and that this includes rest rooms. Brindle has added signage to the doors of the restrooms, there was previously a problem with individuals smoking inside. VII. Parks and Recreation Updates A. Park Inventory—Completed 2011-2012 Qualls and Brindle inventoried the square feet of the grass/bush hog maintained by the Parks crew. There are 87 acres of maintained space including open spaces and 6.5 acres of shrub beds. This inventory will help generate a wants and needs list by the Parks department. The gazebos in Pfaff Park have moss growing on the roof, which is damaging the structure. The Pea gravel in Pfaff Park needs to be replaced(fall material); it will be replaced with manufactured wood chips that are ADA compliant. New play equipment and garbage cans would be great as well. Staff will monitor the doggie stations and keep track of the number of bags that are used to see if there is an increased need for the doggie stations as we get into summer. In the past three (3) weeks,there were already 40 boxes of bags replaced. Perhaps we can sell sponsor spots for each of the stations (families or veterinarians). a. Arboretum Update. Goals were set at last meeting for the Arboretum. Staff hopes to have it open to the public in spring of next year; full possession will be obtained in October. There are plans for a parking lot and trails. Staff hopes to have a 2012 Arbor Day celebration, which will be April 29tH emit PC040406 The 2010 Arbor Day celebration was held at Don Jones Park from 9:00-1:00 on April 20th. 5th grade students from Mack Lewis' Central Point Elementary class were bussed out. There were 10 trees and 35 Oregon Grape Shrubs planted. The students learned about the importance of trees and choose one of three varieties of trees and shrubs to take home and plant. We hope to continue to add onto Don Jones every year. B. Recreation Activity Updates a. Kid Venture-fee change for 2011-2012 (discussed previously) b. Upcoming Activities Golf Scramble—Everyone is invited to play on May 14th in the golf scramble. It will be held at Quail Point and costs $40 with a cart. Activity Guides are in the mail, we have provided you with a copy here. Easter—The Egg Hunt will take place this weekend at Twin Creeks Park, activities start at 11:00 am. Public Works Auction—will take place on April 30th at Upton and 10th street. BOB Update—An overview of event was given, focusing on new sponsors and booths. The Commission should suggest one project a year to the foundation that they would like to have some of the proceeds used for the Eagle Scouts to build the two new ticket booths; they will be painting them shortly. Other upcoming events—Citywide Yard Sale (April 30), Recycling Day(May 7), Bike Rodeo (May 21), Memorial Commemoration (May 30), Rodeo Kids Activities (June 2-4), Battle of the Bones (June 25-26), Walldogs (Aug 16-20). City Facebook—The City now has a Facebook page to keep connected to the local residents. Upcoming events and news from the City will be posted regularly. Arts&Science Camp—August 8-12. c.Activity Guide RECreate has been redesigned to make it easier to read, it is in full color. The activity guide is a great resource for everything going on in Central Point, so hold on to it! VIII. OTHER BUSINESS Dog Park- There have been a lot of emails from citizens who want a dog park. For a park, we can't just put up a fence somewhere; we would need a good size lot and would need to consider DEQ issues and neighbors, among other things. Perhaps Boes Park would be a good future location, but it is not currently in City limits. There is a road project that is putting the extra fill in Boes Park, which is helping its development. It is close to the creek so we would need a buffer zone. Bike Park—A 12-year old boy has emailed Jennifer regarding a Bike Park with BMX Jumps. There use to be one by the Expo but was taken away. Neil thinks they may be using that land again and he has also seen bikers on the land off of Amy Street on the back side of the Grange. This area is a public right away and could be converted to park property. Boes is a 25 acre park and would be a good location for recreational activities such as this. Staff will bring a map to look to consider the master plan for the park. PC040406 Jennifer will forward the kids letter for all to read. Summerfield Park—Neil asked about this location for use as a Dog Park. It is very close to the road and we would be concerned about the neighbors. Budget—The Parks (and Public Works) Department(s)will present next year's budget on Monday at 5:30 or 6:00. Parks is requesting to resurface the tennis court at Flanagan. Senior Center—Bambi did a wonderful job with the senior center but unfortunately we have had to cut back her job. Grant—Jennifer is looking into a grant for an inclusive play area(ADA Compliant). The grant would not require any matching funds. The competition will probably be tough but if we qualify than we will be applying for it. IX. ADJOURNMENT Alvarez motioned to adjourn the meeting at 6:59 pm, all were in favor. The next meeting will be held on July 21st at 6:00 pm. PC040406
