II. Discussion
1. Introduction to Transportation Planning Rule Changes and Potential Impacts
to Central Point
Planning Director Stephanie Holtey explained there are new state planning rules
taking place because of Executive Order No. 20-04 Directing State Agencies to
take actions to reduce and regulate Greenhouse Gas Emissions. The intent is to
address climate change through regulations in land use planning. The Executive
Order states that Oregon has a “Moral Responsibility” to act because the lack of
Federal action and the inability of the Oregon Legislature to take action so that
we meet the Paris Agreement accord. The Order is trying to reverse the harm
and inequities, or minimize the impact under represented communities.
The proposed rule will focus on safety and increasing bike and pedestrian uses,
reducing climate pollution and remedying inequities in a variety of areas. There
are different rules depending on the size of the jurisdiction, requiring reporting
and analysis of the gas emissions by 20% in 2040 and 30% by 2050.
Jurisdictions will be asked to prioritize community led engagement and decision

making to engage underserved communities by:
Identifying those who need prioritized attention due to historic and
current marginalization.
Identifying areas with above average concentrations of underserved
populations.
Conducting equity analyses.
Adding additional target outreach projects
Considering impacts of plan development
Developing decision making factors that recognize and reduce past and
current inequities.
Submitting annual reports to DLCD, Planning Commission and City
Council and the community.
She explained rules that are changing regarding climate change and reducing
greenhouse gas. The state goal is to move away from the one person in the car
model that we use today. They feel that we are unsafe for pedestrian traffic and
bikes. The new rules move away from function and capacity. This is going to be a
challenge and a big change from the way we currently do things.
There was discussion that these new rules will be difficult for most jurisdictions to
do unless more staff are hired. It will cost developers more money therefore
increasing the cost of the housing. This will eliminate low cost housing in order
for the developer to recuperate their money.
The parking management requirements are very complex in their present form.
Preferential parking for carpool/vanpools
Redevelopment allowed to provide alternative transportation facilities,
parking, or reduce parking within walking distance of transit.
Elimination of minimum parking standards.
Parking Lots greater than ¼ acre will require:
o Require solar panels with generation capacity of .5kw per parking
space
o $1,50 fee per parking space in lieu of the above; or
o Tree canopy covering 50% of parking lot at maturity and within 15
years
Electrical Vehicle Charging Stations.
Unbundled Parking
Parking Benefit Districts
Parking Mandate Reduction
o Eliminate minimum requirements
o Garages/carports not required and if provided meet the standard
She explained the impacts to the city and the potential timeline for a
Transportation System Plan under the current rules and the process to update
according to the new rules and those time frames. We do not plan to update our
current TSP to the new rules, there are too many unknowns at this time. We will

so community members can participate with public comments.
There was a discussion about where the City goes from here. The consensus is
that the time line for making changes to comply with the new rules Feeling that
this is not something that the city could accomplish in that amount of time. The
final rules will not be finalized until May and hopefully they will change to be more
manageable and adaptable for jurisdictions.
