Chris Clayton, City Manager City of Central Point 140 S. 3rd St. Central Point OR 97502 Re: City of Central Point 2021 Opportunity to Recycle Program Approval To Chris Clayton: This letter acknowledges receipt of the 2021 Opportunity to Recycle Report for the City of Central Point. The report documents implementation of Oregon Administrative Rules OAR 340-90-0040, and OAR 340-90-0041. For most cities over 10,000 population, a Waste Prevention and Reuse Program is required that implements OAR 340-90-0042.. In addition to the General Requirements of OAR 340-090-0030 for all cities with a population above 4,000, Central Point chose the following recycling programs. Recycling Program Elements: OAR 340-90-0040 and 0041, (a) Provision of at least one durable recycling container (c)Provision of an expanded education and promotion program (d)Multi-family dwelling collection program (e)Provision of a residential curbside yard debris collection program (f) Provision of a commercial/institutional recycling program Waste Prevention and Reuse Programs: OAR 340-90-0042, 2) Implementation of a city- or county-wide education and promotion program 7) City or wasteshed technical assistance to promote and sustain reuse, repair, leasing or sharing efforts 8) Support by a local government for a food rescue program that diverts resident's food that would otherwise be composted or disposed DEQ approves the Opportunity to Recycle report for Central Point and the recycling and waste prevention programs implemented in 2021. Central Point participates in the Jackson County Recycling Partnership, which offers recycling and waste prevention education to the community. The JCRP provides outreach on waste reduction through its reuse directory and other informational materials on its website. Promoting the JCRP on the city's recycling webpage offers a good waste prevention resource for community members. Many outreach opportunities, such as information booths at fairs and other in- person events, were still limited in 2021 due to COVID-19. DEQ understands the challenge to conduct certain outreach and welcomes proposed changes to your city program to accommodate any new conditions arising from the pandemic. Note a Contamination Reduction Education Plan outlined in OAR 340-90-0041 is no longer part of Expanded Education and Promotion (element "c") for 2022, though the remaining components are required. The Plastic Pollution and Recycling Modernization Act signed into law August 2021 will provide alternative contamination reduction opportunities.
