II. Discussion
1. Oregon Governor Executive Order 20-04 Part 2 TSP
Planning Director Stephanie Holtey explained that we are trying to give the
Commission, Council, and boards an overview of the pending changes because
of the Governors Executive Order 20-04 Directing State Agencies to take actions
to reduce and regulate Greenhouse Gas Emissions (EO). The discussion tonight
will concentrate on the Transportation Systems Plan (TSP) Core Elements and
performance measures/targets and what this means for the Central Point TSP.
The EO includes state specific regulations on how cities will be moving to less
vehicles and towards clean energy. The new rules will require Climate Friendly
Areas (CFA) and reduction in Vehicle Miles Traveled (VMT). The state will
require annual reports on the target goals and performance measures.
Pedestrian System/Model Element: Requires pedestrian facilities be required on
all streets and highways on both sides of the street, with enhanced facilities
along high volume/high speed streets. We will need to prioritize what we already
have in place and if there are safety issues with those facilities.
Public Transportation System Model Element: We will need to plan for a

connected transit networks that serves key destination.
Street and Highway System Model Element: We do not have many highway
issues in town so we are not going to dig into this item tonight.

Parks and Public Works Director Matt Samitore talked about the current 2008
TSP which is a 20 year plan and we are near the end of that plan. Our plan has
short term and medium term project lists which are nearly complete. It is
important to update our TSP so that we can apply for grants to help with our
projects.
ODOT will fund $250,000 for a new updated TSP but they will require that we
use the new EO guidelines. We have no idea how long it would take to complete
the TSP because the guidelines are not finalized through the state committees
yet. Staff is concerned about being the first city to implement the new rules into a
30 year plan.
Staff suggests we move forward with existing TSP Amendment to get the UGB
process complete.
DLCD will allow us to amend the current TSP to include newly added UGB.
Estimated timeline is twelve months.
Estimated cost is $100,000 or less.
