ADJOURNEMENT STAFF REP Back to Agenda AGENDA ITEM: CENT L PQit~IT STAFF REPORT May 26, 2011 F'lanl~ng D~~~~°~ment Tom I~umphrey; A1CP Community Development Director Consideration of Resolution No. 2011-01 approving the Rules of Procedure of the Central Point Development Commission (Applicant: Central Point Development Commission) STAFF SOURCE: Don Burt, Planning Manager BACKGROUND: With the creation of the Central Point Development Commission (Ordinance No. 1950) it is necessary that the Commission adopt specific rules of procedure. Attached is a draft of the Rules of Procedure of the Central Point Development Commission prepared by the City Attorney. The Commission needs to decide on a standard meeting date and time to meet. As written the draft Procedural Rules leave the time and day open. As future conditions warrant the Commission has the authority to modify the Rules of Procedure. ISSUES: None. ATTACHMENTS: Attachment "A" -Rules of Procedure of the Central Point Development Commission. ACTION: Consideration of Resolution No. 2011-01 approving the Rules of Procedure of the Central Point Development Commission. RECOMMENDATION: Approval of Resolution No. 2011-01. ATTACHMENT "A" Go to Item 1 Recitals: RULES OF PROCEDURE OF THE CENTRAL POINT DEVELOPMENT COMMISSION A. The Central Point Development Commission was created pursuant to CPMC Chapter 2.62. B. Section 2.62.050 requires the commission to adopt rules of procedure to govern the conduct of commission business. The commission therefor adopts the following Rules of Procedure. ARTICLE 1-AUTHORITY Section 1. Powers and Duties of the commission: The powers and duties of the commission shall be as provided by ORS Chapter 457 and CPMC Chapter 2.62. ARTICLE 2. COMMISSION MEMBERS Section 2. Commission Membership: The commission is composed of the Mayor and City Councilors of the Central Point City Council. ARTICLE 3. OFFICERS AND PERSONNEL Section 3. Officers: The officers of the commission shall be a chair and vice chair. Section 4. Chair: The chair shall be the mayor and shall preside at all meetings of the commission. Except as otherwise authorized by the commission, the chair shall sign all contracts, deeds, aiid other instruments made by the commission. Section 5. Vice Chair: The vice chair shall be elected by the commission members and shall perform the duties of the chair in the absence or incapacity of the chair; and. in case of resignation or death of the chair, the vice chair shall perform such duties as are imposed on the chair until such time as the commission shall elect a new chair. Section 6. Executive Committee: The chair and vice chair, aiid one other member of the commission, selected by the commission, shall comprise the commission executive committee. Such third person shall serve during the same period of time that the chair serves. The executive committee shall assist and advise the city manager where requested in commission business matters, commission briefings, project review aiid agenda preparation. The executive conuiiittee shall perform such other duties and. functions as may from time to time be required by the commission or by these rules. Page 2 of 4 Section 7: Election or Appointment: The vice chair shall be elected aimually by the commission members at the first regular meeting of the commission each year, aiid shall hold office for one year or until their successors are elected and qualified. Section 8. Vacancies in Office: Should. the offices of the chair or vice chair become vacant, the commission shall elect a successor from its members at the next regular meeting and. such election shall be for the unexpired term of such office. Section 9. Personnel: The Central Point City Manager will be the executive director for the commission. The executive director or appointed designate shall keep the records of the commission, record all votes, keep a record of the proceedings of the commission, and perform all duties incident to the office and other duties and functions as may from time to time be required by the commission or these rules. ARTICLE 4 -MEETINGS Section 10. Regular Meetings: Regular meetings shall be in accordance with ORS Chapter 192. All meetings shall be held in the Central Point Council Chambers, or at such other place as the chair shall determine. The commission shall meet on the first of each month begimiing at p.m., when necessary. The executive director shall determne whether sufficient business exists for a meeting and notify each member through email of the meeting as well as arrange for official public notice of the meeting. Section 11. Special Meetings: The chair, executive committee or executive director may call a special meeting of the commission to be held between regular meetings if a need. exists for commission action. Special meetings may also be held at any time by the consent of at least four members of the commission. Section 12. Quorum: A quorum of the commission is four members. All decisions of commission will require a simple majority of a quorum. Section 13. Closed Meetings: All Meetings shall be open to the public, except that airy portion of a meeting may be held. in executive session if such session is in conformity with ORS Chapter 192. Section 14. Decorum: All roles of order not set forth in these roles or provided for by resolution shall be determined in accordance with Roberts Rules of Order, Newly Revised. ARTICLE 5 -FINANCIAL Section 15. Separate Fund: A separate fund or funds of the City of Central Point shall be established for the commission. All disbursements from these funds shall follow the regular disbursements procedures of the City. Section 16. Budget: Budget procedures shall be in compliance with state budget laws. Audit: An annual audit of the fiord or fiords of the commission shall be performed by the auditor of the City of Central Point using the same procedures as are used. for all other fiords of the City and. in accordance with state audit laws. ARTICLE 6 -AMENDMENTS Section 18. Amendment to Rules: These n~les of procedure may be amended only with the approval of a majority of all members of the commission at a regular or special meeting. Page 6 of 11 ATTACHMENT "A" Go to Item 2 457.170 Urban renewal agency's powers in planning or undertaking an urban renewal project. An urban renewal agency may plus or undertake any urban renewal project to carry out an approved urban renewal plan. In planning or undertaking an urban renewal project, the urban renewal agency has the power: (1) To carry out any work or undertaking and. exercise any powers which a housing authority is authorized. to perform or exercise under ORS 456.055 to 456.235, subject to the provisions of this chapter provided, however, that ORS 456.155 (Profit and Reasonable Reserves) and 456.160 (Rental Restrictions, Low Income) do not limit the power of an agency in event of a default by a purchaser or lessee of land. in an urban renewal plan to acquire property and. operate it free from the restrictions in those sections. (2) To carry out any rehabilitation or conservation work in an urban renewal area. (3) To acquire real property, by condemnation if necessary, when needed to carry out the plan. (4) To clear airy areas acquired, including the demolition, removal or rehabilitation of buildings and. improvements. (5) To install, construct or reconstruct streets, utilities and site improvements in accordance with the urban renewal plan. (6) To carry out plans for a program of the voluntary repair and rehabilitation of buildings or other improvements in an urban renewal area in accordance with the urban renewal plan. (7) To assist in relocating persons living in, and property situated in, the urban renewal area in accordance with the approved urban renewal plan and to make relocation payments. (8) To dispose of, including by sale or lease, airy property or pant thereof acquired in the urban renewal area in accordance with the approved urban renewal plan. (9) To plan, undertake and carry out neighborhood development programs consisting of urban renewal project undertakings in one or more urban renewal areas which are planned and. carried. out on the basis of annual increments in accordance with the provisions of this chapter for planning and. carrying out urban renewal plans. (10) To accomplish a combination of the things listed. in this section to carry out an urban renewal plan. Page 7 of 11 457.180 Powers of urban renewal agencies in general. An urban renewal agency, in addition to its other powers, may: (1) Make plans for carrying out a program of voluntary repair and rehabilitation of buildings and improvements. (2) Make plans for the enforcement of laws, codes and regulations relating to: (a) The use of land. (b) The use and. occupancy of buildings and. improvements. (c) The repair, rehabilitation, demolition or removal of buildings and improvements. (3) Make plans for the relocation of persons and property displaced by an urban renewal project. (4) Make preliminary plans outlining urban renewal activities for neighborhoods to embrace two or more urban renewal areas. (5) Conduct preliminary surveys to determine if the undertaking and carrying out of an urban renewal project is feasible. (6) Develop, test and report methods and tecluiignes and carry ont demonstrations and other activities for the prevention and. the elimination of urban blight. (7) Engage in any other housing or community development activities specifically delegated to it by the governing body of the municipality including but not limited to land acquisition and disposition, conservation and rehabilitation, residential or business relocation, construction, leasing or management of housing, and the making of grants and loans from any available source. Page 8 of 11 ATTACHMENT "B" Go to Item 2 457.085 Urban Renewal Plan and Report Requirements. (1) An urban renewal agency shall provide for public involvement in all stages in the development of an urban renewal plan. (2) An urban renewal plan proposed by an urban renewal agency shall include all of the following: ^ A description of each urban renewal project to be undertaken. ^ An outline for the development, redevelopment, improvements, land acquisition, demolition and removal of strictures, clearance, rehabilitation or conservation of the urban renewal areas of the plan. ^ A map and legal description of the urban renewal areas of the plan. ^ An explanation of its relationship to definite local objectives regarding appropriate land uses and improved traffic, public transportation, public utilities, telecommunications utilities, recreational aiid community facilities and. other public improvements. ^ An indication of proposed land uses, maximum densities and building requirements for each urban renewal area. ^ A description of the methods to be used for the temporary or permanent relocation of persons living in, and businesses situated in, the urban renewal area of the plan. ^ An indication of which real property may be acquired and the anticipated disposition of said real property, whether by retention, resale, lease or other legal use, together with aii estimated time schedule for such acquisition aiid disposition. ^ If the plan provides for a division of ad valorem taxes under ORS 457.420 to 457.460, the maximum amount of indebtedness that can be issued or incurred under the plan. ^ A description of what types of possible future amendments to the plan are substantial amendments aiid require the same notice, hearing aiid approval procedure required. of the original plan under ORS 457.095 as provided. in ORS 457.220, including but not limited to amendments: Page 9 of 11 ^ Adding land to the urban renewal area, except for an addition of land that totals not more than one percent of the existing area of the urban renewal area. ^ Increasing the maximum amount of indebtedness that can be issued or incurred under the plan. ^ For a prof ect which includes a public building, an explanation of how the building serves or benefits the urban renewal area. (3) An urban renewal plan shall be accompanied by a report which shall contain: ^ A description of physical, social and economic conditions in the urban renewal areas of the plan and the expected impact, including the fiscal impact, of the plait in light of added services or increased population; ^ Reasons for selection of each urban renewal area in the plan; ^ The relationship between each project to be undertaken under the plan and. the existing conditions in the urban renewal area; ^ The estimated total cost of each project and the sources of moneys to pay such costs; ^ The anticipated completion date for each project; ^ The estimated amount of money required. in each urban renewal area under ORS 457.420 to 457.460 and. the anticipated. year in which indebtedness will be retired or otherwise provided for under ORS 457.420 to 457.460; ^ A financial analysis of the plan with sufficient information to determine feasibility; ^ A fiscal impact statement that estimates the impact of the tax increment financing, both until aiid after the indebtedness is repaid, upon all entities levying taxes upon property in the urban renewal area; and. ^ A relocation report which shall include: ^ An analysis of existing residents or businesses required. to relocate permanently or temporarily as a result of agency actions under ORS 457.170; ^ A description of the methods to be used. for the temporary or permanent relocation of persons living in, and businesses situated in, Page 10 of 11 the urban renewal area in accordance with ORS 35.500 to 35.530 (Relocation of Displaced Persons); and. ^ An enumeration, by cost range, of the existing horsing units in the urban renewal areas of the plan to be destroyed or altered and new units to ~e added. (4) An urban renewal plan and accompanying report shall be forwarded to the planning commission of the municipality for recommendations, prior to presenting the plan to the governing body of the municipality for approval under ORS 457.095. (2) To carry out any rehabilitation or conservation work in an urban renewal area. (3) To acquire real property, by condemnation if necessary, when needed to carry out the plan. (4) To clear airy areas acquired, including the demolition, removal or rehabilitation of buildings and. improvements. (5) To install, construct or reconstruct streets, utilities and site improvements in accordance with the urban renewal plan. (6) To carry out plans for a program of the voluntary repair and rehabilitation of buildings or other improvements in an urban renewal area in accordance with the urban renewal plan. (7) To assist in relocating persons living in, and property situated in, the urban renewal area in accordance with the approved urban renewal plan and to make relocation payments. (8) To dispose of, including by sale or lease, airy property or pant thereof acquired in the urban renewal area in accordance with the approved urban renewal plan. (9) To plan, undertake and carry out neighborhood development programs consisting of urban renewal project undertakings in one or more urban renewal areas which are planned and. carried. out on the basis of annual increments in accordance with the provisions of this chapter for planning and. carrying out urban renewal plans. (10) To accomplish a combination of the things listed. in this section to carry out an urban renewal plan. Page 2 of 6 457.180 Powers of urban renewal agencies in general. An urban renewal agency, in addition to its other powers, may: (1) Make plans for carrying out a program of voluntary repair and rehabilitation of buildings and improvements. (2) Make plans for the enforcement of laws, codes and regulations relating to: (a) The use of land. (b) The use and. occupancy of buildings and. improvements. (c) The repair, rehabilitation, demolition or removal of buildings and improvements. (3) Make plans for the relocation of persons and property displaced by an urban renewal project. (4) Make preliminary plans outlining urban renewal activities for neighborhoods to embrace two or more urban renewal areas. (5) Conduct preliminary surveys to determine if the undertaking and carrying out of an urban renewal project is feasible. (6) Develop, test and report methods and tecluiignes and carry ont demonstrations and other activities for the prevention and. the elimination of urban blight. (7) Engage in any other housing or community development activities specifically delegated to it by the governing body of the municipality including but not limited to land acquisition and disposition, conservation and rehabilitation, residential or business relocation, construction, leasing or management of housing, and the making of grants and loans from any available source. (1) An urban renewal agency shall provide for public involvement in all stages in the development of an urban renewal plan. (2) An urban renewal plan proposed by an urban renewal agency shall include all of the following: ^ A description of each urban renewal project to be undertaken. ^ An outline for the development, redevelopment, improvements, land acquisition, demolition and removal of strictures, clearance, rehabilitation or conservation of the urban renewal areas of the plan. ^ A map and legal description of the urban renewal areas of the plan. ^ An explanation of its relationship to definite local objectives regarding appropriate land uses and improved traffic, public transportation, public utilities, telecommunications utilities, recreational aiid community facilities and. other public improvements. ^ An indication of proposed land uses, maximum densities and building requirements for each urban renewal area. ^ A description of the methods to be used for the temporary or permanent relocation of persons living in, and businesses situated in, the urban renewal area of the plan. ^ An indication of which real property may be acquired and the anticipated disposition of said real property, whether by retention, resale, lease or other legal use, together with aii estimated time schedule for such acquisition and disposition. ^ If the plan provides for a division of ad valorem taxes under ORS 457.420 to 457.460, the maximum amount of indebtedness that can be issued or incurred under the plan. ^ A description of what types of possible future amendments to the plan are substantial amendments aiid require the same notice, hearing aiid approval procedure required. of the original plan under ORS 457.095 as provided. in ORS 457.220, including but not limited to amendments: Page 4 of 6 ^ Adding land to the urban renewal area, except for an addition of land that totals not more than one percent of the existing area of the urban renewal area. ^ Increasing the maximum amount of indebtedness that can be issued or incurred under the plan. ^ For a prof ect which includes a public building, an explanation of how the building serves or benefits the urban renewal area. (3) An urban renewal plan shall be accompanied by a report which shall contain: ^ A description of physical, social and economic conditions in the urban renewal areas of the plan and the expected impact, including the fiscal impact, of the plait in light of added services or increased population; ^ Reasons for selection of each urban renewal area in the plan; ^ The relationship between each project to be undertaken under the plan and. the existing conditions in the urban renewal area; ^ The estimated total cost of each project and the sources of moneys to pay such costs; ^ The anticipated completion date for each project; ^ The estimated amount of money required. in each urban renewal area under ORS 457.420 to 457.460 and. the anticipated. year in which indebtedness will be retired or otherwise provided for under ORS 457.420 to 457.460; ^ A financial analysis of the plan with sufficient information to determine feasibility; ^ A fiscal impact statement that estimates the impact of the tax increment financing, both until aiid after the indebtedness is repaid, upon all entities levying taxes upon property in the urban renewal area; and. ^ A relocation report which shall include: ^ An analysis of existing residents or businesses required. to relocate permanently or temporarily as a result of agency actions under ORS 457.170; ^ A description of the methods to be used. for the temporary or permanent relocation of persons living in, and businesses situated in, Page 5 of 6 the urban renewal area in accordance with ORS 35.500 to 35.530 (Relocation of Displaced Persons); and. ^ An enumeration, by cost range, of the existing horsing units in the urban renewal areas of the plan to be destroyed or altered and new units to ~e added. (4) An urban renewal plan and accompanying report shall be forwarded to the planning commission of the municipality for recommendations, prior to presenting the plan to the governing body of the municipality for approval under ORS 457.095. THE DOWNTOWN AND EAST PINE STREET CORRIDOR REVITALIZATION PLAN SECTION 100 INTRODUCTION The preparation of this urban renewal plan (the "Plan") was encouraged by a number of events, including the Great Recession of 2008, adoption of the Greater Bear Creek Valley Regional Plan, and Central Point Forward, Fair City 2020 -A City Wide Strategic Plan (the "Strategic Plan"). The objective of this Plan is to position the City's historic downtown and the East Pine Street corridor area for revitalization, redevelopment, and development as the City's primary high density mixed-use multi-modal urban core. The goals, projects and activities presented in this Plan are designed to reinforce the City's commitment to the development of Central Point in accordance with Central Point Forward, Fair City 2020 - A City Wide Strategic Plan (the "Strategic Plan"), the City's Comprehensive Plan, and the Downtown Plan. The Urban Renewal Area is located entirely within the incorporated City of Central Point and consists of a single geographic area of xxx acres with a total 2010-11 taxable true cash value of $xxx,xxx,xxx. This Plan is presented in two parts--Part 1, The Downtown Revitalization Program, and Part 2, The Downtown Revitalization Report. The Plan has been prepared by the Board of Directors of the Central Point Development Commission, an urban renewal agency for the City of Central point, pursuant to the provisions of Chapter 457 of the Oregon Revised Statutes, the Oregon Constitution and all other applicable state and local laws. 101. CITY AND AGENCY RELATIONSHIP The City Council of the City of Central Point on April 14, 2011, by Ordinance Number 1950, declared that blighted areas exist within the City and that there is a need for an urban renewal agency to function within the City. The City Council, by the approval of Ordinance Number 1950, and in accordance with the provisions of ORS 457.045 (3), appointed a Board of Directors of the Central Point Development Commission consisting of the City Council. Pursuant to ORS 457.035, the Central Point Development Commission is, "...a public body corporate and politic..." The relationship between the City of Central Point, an Oregon Municipal Corporation, and the Central Point Development Commission, a public body corporate and politic, shall be as contemplated by Chapter 457 of the Oregon Revised Statutes. Nothing contained in this Plan, including the City's supplying of services or personnel, and the budgeting requirements Paz a ~t is of this Plan shall in any way be construed as departing from or disturbing the relationship contemplated by Chapter 457 of the Oregon Revised Statutes. SECTION 200 DEFINITIONS As used in this Plan, unless the context requires otherwise, the following definitions shall apply: 201. AGENCY means the Central Point Development Commission which, in accordance with the provisions of Chapter 457 of the Oregon Revised Statues is the urban renewal agency of the City of Central Point, Jackson County, Oregon. 202. AGENCY BOARD or COMMISSION means the Board of Directors of the Central Point Development Commission. 203. AREA means the geographic area of the City that encompasses the Downtown and East Pine Street Corridor Revitalization Area, prepared in accordance with all applicable provisions of ORS Chapter 457. 204. BOARD OF COUNTY COMMISSIONERS means the governing body of Jackson County. 205. BLIGHTED AREAS means areas which by reason of deterioration, faulty planning, inadequate or improper facilities, deleterious land use or the existence of unsafe structures, or any combination of these factors, are detrimental to the safety, health or welfare of the community. A blighted area is characterized by the existence of one or more of the following conditions: A. The existence of buildings and structures, used or intended to be used for living, commercial, industrial or other purposes, or any combination of those uses, which are unfit or unsafe to occupy for those purposes because of any one or a combination of the following conditions: i. Defective design and quality of physical construction; Paz ~ ~t is ii. Faulty interior arrangement and exterior spacing; iii. Overcrowding and a high density of population; iv. Inadequate provision for ventilation, light, sanitation, open spaces and recreation facilities; or v. Obsolescence, deterioration, dilapidation, mixed character or shifting of uses; vi. An economic dislocation, deterioration or disuse of property resulting from faulty planning; vii. The division or subdivision and sale of property or lots or irregular form and shape and inadequate size or dimensions for property usefulness and development; viii. The layout of property or lots in disregard of contours, drainage and other physical characteristics of the terrain and surrounding conditions; ix. The existence of inadequate streets and other rights-of-way, open spaces and utilities; x. The existence of property or lots or other areas which are subject to inundation by water; xi. A prevalence of depreciated values, impaired investments and social and economic maladjustments to such an extent that the capacity to pay taxes is reduced and tax receipts are inadequate for the cost of public services rendered; xii. A growing or total lack of proper utilization of areas, resulting in a stagnant and unproductive condition of land potentially useful Paz ~ ~t is and valuable for contributing to the public health, safety and welfare; or xiii. A loss of population and reduction of proper utilization of the area, resulting in its further deterioration and added costs to the taxpayer for the creation of new public facilities and services elsewhere. 206. CITY means the City of Central Point, Jackson County, Oregon. 207. DOWNTOWN, as used in this Plan, means that geographic area of the City of Central Point, which is included in the Downtown Revitalization Area -- an urban renewal area --and which is more fully described in Section 300 and Exhibits 1 and 2 of this Plan. 208. CITY COUNCIL or COUNCIL means the governing body of the City of Central Point. 209. COMPREHENSIVE PLAN means the Comprehensive Plan of the City of Central Point including all of its policies, procedures and implementing provisions. 210. COUNTY means Jackson County, Oregon. 211. EXHIBIT means an attachment, either narrative or graphic, to this Urban Renewal Plan asset forth in Part 2 of the Plan. 212. ORS means Oregon Revised Statutes (State Law). ORS 457 is the chapter which regulates the renewal of blighted areas within the State of Oregon. 213. PLAN means the Downtown and East Pine Street Corridor Revitalization Plan, an Urban Renewal Plan of the City of Central Point, Oregon. Paz ~ ~t is 214. PROGRAM means Part 1 of the Plan. 215. REDEVELOPER means a party who acquires real property from the Central Point Development Commission for the purposes of developing or redeveloping such property in conformity with the provision of the Plan. 216. REVITALIZATION PLAN means the Downtown and East Pine Street Corridor Revitalization Plan, an Urban Renewal Plan of the City of Central Point. 217. STATE means the State of Oregon, including its various departments, divisions and agencies. 218. TAX INCREMENT FINANCING means a method of financing indebtedness incurred by the Board of Directors of the Central Point Development Commission in preparing and implementing the Plan. Such tax increment method is authorized by ORS Sections 457.420 through 457.450 and provides that the tax proceeds, if any, realized from an increase in the taxable assessed value of real and personal property within the Revitalization Area above that existing on the County tax roll last equalized prior to the effective date of the Central Point City Council Ordinance approving the Urban Renewal Plan shall be paid into a special fund of the Agency's Commission of Directors. Such special fund shall be used to pay the principal and interest on indebtedness incurred by the Commission in financing or refinancing the preparation and implementation ofthe approved Urban Renewal Plan including the administration of the Commission's activities. 219. TAXING BODY means the City of Central Point, Jackson County, Jackson County Education Service District, Jackson County Vector Control, and Rogue Valley Transit District, Rogue Community College, Fire District No. 3, and Central Point School District No. 6, each of which levies ad valorem taxes within the boundaries of the Urban Renewal Area. 220. URBAN RENEWAL AREA means the geographic area of the City that encompasses the Downtown and East Pine Street Corridor Revitalization Area, an urban renewal district prepared in accordance with all applicable provisions of ORS Chapter 457. URBAN RENEWAL LAW means Chapter 457 of the Oregon Revised Statutes as it exists on the effective date of this Urban Renewal Plan or as it may be amended from time-to-time by action of the Oregon Legislature. 222. URBAN RENEWAL PLAN means the Plan for the Downtown and East Pine Street Corridor Revitalization Plan -An Urban Renewal Plan for the City of Central Point, Oregon. MISSION STATEMENT It is the mission of the Central Point Development Commission to eliminate blight and depreciating property values within the urban renewal district. This will be accomplished through the preparation and implementation of an urban renewal program that maximizes both public and private investments that strengthen the economic and aesthetic vitality of the Downtown and East Pine Street Corridor Area as the City's traditional mixed-use urban core. 402. GOALS AND OBJECTIVES To accomplish its mission the Development Commission will develop and implement an urban renewal program known as the Downtown and East Pine Street Corridor Revitalization Plan, the goals and objectives of which are to: A. Resolve the problems created by existing blighted conditions so that unused and underused properties can be placed in productive condition and utilized at their highest and best use in accordance with the Downtown Plan. B. Provide programs for the development, redevelopment, and rehabilitation of property in ways that will: Re-enforce the pedestrian and mixed-use character of the downtown, and insure a more attractive, functional and economically viable urban core; ii. Encourage job creation through the expansion of existing businesses and the development of new businesses; iii. Increase property values so that the Area will contribute its fair share to the costs of public services, provided by the City and all affected taxing districts; and iv. Conserve and place into productive use historically significant places and properties. C. Respond to the needs and the concerns of all people of the City of Central Point as expressed in the City's strategic plan Central Point Forward, Fair City Vision 2020; Paz i i ~t is D. Encourage the maximum amount of public involvement and citizens participation in the formation and implementation of the Urban Renewal Plan by: Explaining and discussing the details of the Urban Renewal process: a. To the public at town hall type gatherings; b. To invite special interest groups, public service organizations, public bodies and the general public to Commission meetings; c. To include urban renewal activities and updates in the City's periodic newsletters; and d. To cooperate with the news media to discuss the Urban Renewal Plan and process. ii. Meeting with the administrations and Commissions of the nine affected taxing bodies to explain the long-term benefits of the Urban Renewal program and its relationship to their fiscal concerns, and iii. Being available to discuss the details of the Urban Renewal Plan with service, professional, fraternal and labor organizations. E. To provide an adequate amount of properly located off-street parking in the downtown area including a plan and program to effectively pay for, manage, and maintain such parking; F. To create positive linkages among the three sectors of the Urban Renewal Area--i.e., the Downtown, the East Pine Corridor Area and the residential -mixed-use areas to the north and south; G. To cooperate and coordinate with the Rogue Valley Transit District in their efforts to improve transportation services in the Urban Renewal Area; H. To develop, and implement, a plan for the undergrounding of present overhead utilities that are located in areas of maximum pedestrian activity; Paz i? ~t is I. To cooperate and coordinate with the program to improve Bear Creek and the Bear Creek Greenway and to recognize the positive values and benefits that these improvements will have on the revitalization of the Urban Renewal Area. J. To improve the visual appearance, capacity and traffic flow of East Pine Street and other streets within the Urban Renewal Area that carry the major share of vehicular and pedestrian traffic; K. To cooperate with property owners in the rehabilitation of their buildings and property; L. To install coordinated street furniture, night lighting and landscaping in areas of maximum pedestrian concentration; M. To assure, through the construction/installation, or replacement that publicly owned utilities such as water, storm drains, and sanitary sewers, are adequate incapacity to service the needs of all uses within the urban renewal district; and N. To leverage the Agency's financial resources to the maximum extent possible with other public and private investment and other public and private funding sources. SECTION 500 RELATIONSHIP OF PLAN TO THE CITY'S STRATEGIC PLAN This Plan is intended to further the objectives of the City's strategic planning goals, strategies and actions as set forth in Central Point Forward, Fair City Vision 20201`` as it exists on the effective date of this Urban Renewal Plan, or as it may be amended from time to time, is hereby incorporated by reference as if it were included in full. SECTION 600 CONSISTENCY WITH CITY'S COMPREHENSIVE PLAN This Plan has been prepared in conformity with the City's adopted Comprehensive Plan including its goals, policies, procedures and implementing provisions, or as it may be amended from time to time, is hereby incorporated by reference as if it were included in full.
