II. Discussion Topics
1. Corporation Yard Tour
The meeting began at the new Public Works Corporation Yard. This was a tour of
the facility and all it will have to offer when complete. The facility will house the
Water, Street, and Parks Public Works Crews and equipment. Parks and
Recreation will have space upstairs for classes and a few offices. Completion
date for the facility is estimated to be March, 2022. The completion date is a
moving date because of issues with supplies being delivered.
2. Police "FLOCKS" Presentation
The meeting reconvened in the Council Chambers at 5:30 p.m.
Police Captain Scott Logue introduced Mack Larking, the Territory Representative for
Flock Safety. He explained the type of technology that Flock Safety is using and that
their mission is to reduce crime in America by 25% by 2025. This technology focuses
on reading license plates, it provided information on the type of car time and
occurrence when the car passed by the reader. It will provide real time alerts when a
stolen car or wanted vehicle is registered with the reader. This is not a facial
recognition too and is not a live streaming program. They are used in 41 States and
information can be shared between agencies. Grants Pass has ordered cameras,
Rogue River has been in discussions and Medford has already installed them.

Jackson County is in talks about getting them.
Flock Safety would provide the installation and maintenance on the cameras and
poles they are attached to. This is a subscription based project and it would depend
on the amount of cameras ordered. The city would be leasing the equipment but the
data would belong to the city.
There is an automatic 30 day retention of information and then the data is deleted
unless saved for investigative work. If the city decides to share information with
neighboring cities there would be a memorandum of understanding listing the checks
and balances.
They discussed the monthly subscription prices for the camera, hardware, license
plate reader software, solar or DC power, mountain equipment and maintenance
warranty.
