A. Fiscal Year 2021-2023 Park and Recreation Budget o

Matt provided an overview of the 2021-23 Park and Recreation budget.All park,
water, streets operations staff will move to a new operations center that will be
constructed on a 4.2 acre site located on S. Haskell Street.The upstairs of the office m
portion of the facility will be used by the recreation program to provide for staff a
offices,two classrooms, and a teaching kitchen. Funds for creating the space will m
come from the American Recovery Act.The recreation program should be moved a
over by December.This is a temporary fix until the community center is completed H
within the next two or three years. Margarita Esparza will be added to the recreation 3
staff on July 1, moving over from the finance department. New park fees went into
effect on June 1 to be used specifically for maintaining the Greenway and the
Central Point Cemetery.These will be new additions to the budget going forward. A
new park maintenance staff person will be added on July 1 and another in spring
2023.Additional maintenance staff is needed to provide staff support for the
Greenway, cemetery and the new parks to be built in the White Hawk development
and possibly at Boes.
The major projects for the new budget will include the Oregon Fallen War Heroes
Memorial Landscape Upgrade project.The landscaping at the site is in very poor
condition.This project will replace landscaping and the irrigation and electrical

system.The other priority project is the Dennis Richardson Memorial which should
be fully funded.The goal is have both projects completed by Memorial Day 2022.
The Forest Glen Playground should be replaced by fall 2022.The Central Point Little
League Fields is another project for this upcoming budget.The city needs to finalize
total cost for the project and funds the private donor will provide.American
Recovery Act funds may be used for the project as well. Discussions will continue
through this summer and into the fall with the goal of having a plan in place that
could be implemented after the end of the next Little League season.The fields
would then be opened for the 2023 season. Concerning the community center,the
city manager has asked that the project be put on hold until after November to
ensure that property tax revenues have not been impacted by Covid-19.After this, if
the numbers look good, a final public meeting will be held and City Council will u_
decide on moving forward with the project in January. If they approve,final designs
and construction plans will be completed and construction will move forward late
summer or early fall of 2022 with construction completed by 2024. 0

B. Don Jones Memorial Park Improvements

Matt reported the city will receive $1.9 million as part of the American Recovery o
Act(ARA) in June and an additional $1.9 million next June.The problem is that the c
rules for using these funds have changed over the past few months so we don't
know exactly how the funds can be used. Originally, a list had been brought to
council which included renovating Don Jones Memorial Park which would have
included a new playground, embankment slide, and new elements for the spray
park. However,the rules for the ARA may not allow for these uses or there may be
better uses for the funds. Funds may be used more effectively for elements of the
community center including a senior center and recreation classrooms.The positive
thing is that funds prioritize park and recreations but it's a matter of working out the
details on how the funds may be used.

C. Revised Special Event Fees-Weddings
Nikki reported there has been an increase in weddings in city parks.These events
require more park and recreation staff time then most normal private events. In
looking at fees charged by city such as Ashland and Medford and private venues, our
fees are relatively low in comparison. Fees will be increased for weddings only.The
rental time blocks used in the past will remain unchanged.The revised fees will be as
follows:
• 4 hours-$300 nonresident rate; residents received 15%discount
• 6 hours-$400 nonresident rate; residents received 15%discount
• 8 hours- $500 nonresident rate; residents received 15%discount
• All day- $700 nonresident rate; residents received 15%discount
Weddings will only be allowed in Twin Creeks Park which provides more parking and

space for large events. Other fees related to special events will remain unchanged.
Sharon Rogers moved that the rates for weddings be increased as described by Ms.
Petersen. Stephanie Hendrickson seconded the motion which was approved by all.

VII. UPDATES
Central Point Cemetery: Dave reported that the city ordinances and operation rules and
regulations had been approved by city council.The owner of the property still has not —g
been located so transfer of the property has not taken place. Park maintenance crews a

along with Federal Emergency Management Agency volunteers cut grass and weeds and
picked up trash from the site prior to Memorial Day so it does look great at the moment.

Forest Glenn Playground: There had been questions from the Park and Recreation
Commission members concerning the large tubes on the equipment selected and the 2

issue of transients using these for sleeping purposes. Dave had spoken to the PlayCraft g
representative and there were no viable options available to provide for complete
transparency, but there are screen sections and openings throughout so that visibility
should not be an issue.

Special Events: Nikki reported that summer events will be back to normal for the most o
part. So far there has been the Eggstravaganza, Geocache, and drive in movies have
been held at the Little League Park. Upcoming events include Made in Southern Oregon,
Park and Recreation Day, and Movies in the Park. Planning for the Fourth of July is
moving forward.There will be a parade and fireworks.

Recreation Programs: Elizabeth reported that the summer recreation guide should be
out next week.There will be a wide variety of recreation classes and camps, including
more activities for adults both indoor and outdoors.
