SUBJECT: Bohnert Family Farm Park - Pickleball Noise Issues

Background: The Bohnert Family Farm Park has been under development for several years with
the property being transferred to the City of Central Point in June of this year. The park has
many features including permanent pickleball courts which were finished this spring. Pickleball
is a very popular sport in the city, but it’s also a sport that produces noise due to the paddles
and plastic ball. We have received complaints from the homes neighboring the park due to
players using the courts as early as 6 am. The Parks Department is examining options for
dealing with this issue which may include a noise ordinance.

SUBJECT: Community Center - Review Ad Hoc Committee Recommendations

BACKGROUND INFORMATION: In 2018, City Council created a Community Center Ad Hoc
Committee with the purpose of prioritizing the elements of a Community Center. With the funds
potentially available, the committee decided that gymnasiums and classroom would be the
priority and that a community swimming pool couldn’t be funded at this time. The Ad Hoc
Committee reviewed several potential floor plans and made the following suggestions:
Community Center Proposed Location: The community center would be located at
Community Center Fields at 405 S. 4th Street. The center would use the entire block. The
project would be staged with initial construction focusing on the community center itself. Future
projects on the site may include a pool or spray park. The existing skateboard park would
remain on the site.
Size, Material & Estimated Cost: The size of the community center would be approximately
30,000 sq. ft., constructed of metal. Estimate cost for construction of the buildings would be in
the neighborhood of $200 per sq. ft. Total costs are estimated to be in the $6,000,000 to
$8,000,000 range.
Configuration: The Ad Hoc Committee reviewed several potential floor plans and made the
following suggestions:
· 1 full-size basketball court
· 2 multi-purpose courts
· 2 classrooms moveable center wall will allow for larger group meetings/conferences.
· Snack bar or commercial kitchen
· Dining area and Senior Center area
· Office Space
· Restrooms
· Storage Space
Community Center Uses: The Community Center Ad Hoc Committee reviewed the potential
community center uses below:

Senior Center: Classes, lunch, music, senior resources: The committee feels that a senior
center would be an important component of the community center. Senior Center could operate
mornings in the facility and provide lunch, classes, and senior resources. No membership
requirements - open to all. Possibly provide indoor walking track around both gyms for morning
exercise program.
Kitchen Facilities including dining area for senior center, cooking classes, snack bar:
Need to have kitchen facilities and dining area to serve Senior Center. No need for teaching
kitchen. Size should be minimized to meet needs of the Senior Center and to provide an area
for food prep for events. The committee also agreed that a snack bar serving community center
visitors would be good idea. This could be contracted out or staffed by nonprofit volunteers.
Adult and Kid Recreation Leagues (Gymnasiums): Basketball, pickleball, volleyball: The
gymnasiums are a required element of the community center. The committee would like to keep
the two gym configuration although some adjustments may be necessary related to total sq. ft.
Need to research types of surfaces available that will allow greatest flexibility and how best to
configure lines for variety of uses including basketball, indoor soccer, pickleball, volleyball, etc.
Possibility of raised walking path was discussed.

SUBJECT: Dennis Richardson Memorial Update
ACTION REQUIRED:

Background: As was reported at the May 16 Commission meeting, an ad hoc committee has
been formed by the City Council to discuss a potential memorial for the late Dennis Richardson.
The committee has been working with John Galbraith, a landscape architect, who has provided
several options to the committee. An option was selected by the committee and is currently
being reviewed by the family. Once an option is selected and finalized, the project will be
presented the Park Commission for approval. Currently, funding is not available for the project
but we expect that a variety of state, local and private funds will be sought once the design is
completed and the project is ready to proceed.

SUBJECT: Boes Property Riparian Restoration Project
ACTION REQUIRED:

Background: The City of Central Point has received a nearly $15,000 grant from the Jackson
Soil and Water Conservation District to fund a riparian restoration project on Bear Creek. The
30-acre property is located just north of the Expo and the Upton Road I-5 overpass. The
property was donated to the city by Jackson County in 2006 with the stipulation that it be used
as a park. The city has completed a great deal of work at the site this spring and early summer,
removing blackberries and other invasive plant species to make the area fire safe. The
restoration project will start in fall of 2020 focusing on the riparian area of the stream removing
invasive species and planting native trees and shrubs. The site offers great potential as an
educational site and natural area. The city hopes to start a master planning process in the near
future that will involve Central Point residents in creating a new and exceptional park for our
community.
