City Council Minutes City of Central Point • September 26, 1974 "he City Council met in regular session with Mayor Jim McBee presiding at. 7:30 P.M. Roll call found the following Councilmembers present: Hamer, Mills, Hudson, Powers, and Tally. Absent being Councilman Snook and r ty Recorder Zander. Also present were City Attorney Duray, Public Works Supt. Capps, Police Chief Sanders, Administrator Young, City Engineer Replogle, and a few interested citizens. Administrator Young gave the September 17th and 24th Planning Commission © Reports. On September 17, 1974 the Planning Commission met jointly with School L`a District No. 6 regarding the Swimming Pool Project. "he meeting was an informative and profitable one. On September 24, 1974 several items went before the Special Planning Commission Meeting. A general discussion was held but no action was taken by the City Council. (Pefer to City Administrator's Report) Valley Estates Subdivision Unit "?o. 1 was in discussion. No decision made for approval and acceptance by the City Council as to date. Final plat of Hull Subdivision on Horth Third was approved upon acceptance by the Engineer. Discussion held. Tally moved, seconded by Powers to approve final plat of Hull Subdivision upon Engineer's recommendations and agreement. Roll call vote, all in favor, motion carried. The Council reviewed Preliminary Plat of Valley Estates Subdivision Unit No. 2. The Planning Commission felt that Mr. Malot, Developer, should review engineering plans with the City Staff, and any further action would be based on the Final Plat that would be submitted. Mayor McBee recognized Mr. Weathers as a property-owner on Hopkins Road concerning proposed intent of a Mobile Home Park. The Mayor advised that the new Mobile Home Park Ordinance is now being prepared by the City Attorney at the present time and should be before this Council in the very near future for legislative action. Public Appearances Miss Inge Gruber, Engineer for Myron Corcoran, relating to proposed annexation of West Pine Street properties questioned certain zoning as indicated and recommended by the Planning Commission. It was recommended that proper zoning of this area by the Planning Commission be P-ig. r:b 4 Reverend Ralls, Assembly of God Church, was recognized by the chair and spoke of the 7orth Tenth Street properties and street extension. It was Reverend Rallst intention to sell some of the properties as subdivision lots to offsetstreet construction costs. Mayor and Council reviewed engineering of the proposed street and discussion was held. Reverend Ralls spoke in hopes that this City and his Congregation could agree to this extension as to the benefit of the City of Central Point. Upon final discussion of the issue, proposed Ordinance #1176 was presented by Attorney DuEay, and reading in part: "An Ordinance Declaring The Intent Of The City Council Of Central Point, Oregon, To Acquire Peal Property For The Purpose Of Extending Tenth Street In The City Of Central Point." Motion was made by Mills, seconded by Hamer to adopt Ordinance #1176 as presented. Roll call vote, all in favor, motion carried. Ordinance No. 1176 Declared Duly Adopted. Lloyd Replogle, City Engineer, (Community Development Engineer), was sworn in by Mayor McDee before the City Council and citizens of Central Point. Old Pusiness Mayor McTee recommended the gasoline purchase agreement with Chevron Oil to supply the City of Central Point with gasoline for a one—year period. Councilman Powers moved, seconded by Tally that the City enter into this gasoline purchase agreement. Roll call vote, all in favor, motion carried. Mayor McDee stated that October 10, 1974 is the date set for the Public 'fearing on assessment roll for sanitary sewer improvements on certain Freeman Road properties. Upon final discussion of the issue, proposed Ordinance #1177 was presented by Attorney DuFay, and reading in part: "An Ordinance Declaring The Assessment Of property Benefitted For The Cost Of Construction Of A Sanitary Sewer Parallel To Freeman Road And 170 Feet Easterly Thereof, Extending From Ash Street Southerly 350 Feet In The City Of Central Point, Oregon, And Directing The Recorder To Enter A Statement Thereof, In The Docket Of City Liens And To Publish A Notice Thereof." Motion made by '3owers, seconded by Hamer that Ordinance ,#1177 be Adopted. Roll call vote, all in favor, motion carried. Ordinance No. 1177 Declared Duly Adopted. 746 3 The Corcoran property annexation has been held off based on policy of the City to pursue other properties in area for annexation. Upon final discussion of the issue, proposed Ordinance #1178 was presented by Attorney DuBay, and reading in part.: "An Ordinance Declaring The Council's Intent To Annex A Parcel Of Land Contiguous To The City Of Central Point Adjacent To The Intersection Of Hanley Road And The Most Northerly Boundary Of The City Of Central Point Without An Election And For Withdrawal Of Such Property From The Central Point Rural Fire Protection District And Bear Creek Valley Sanitary Authority And Setting A Date For Public Hearing Thereon." 41•14 Motion made by Mills, seconded by Hamer to adopt Ordinance #1178. Roll call vote, all in favor, motion carried. Ordinance #1178 Declared Duly O Adopted. 4-4 Upon final discussion of the issue, proposed Ordinance #1179 amending Ordinance #1173 was presented by Attorney DuBay, and reading in part : "An Ordinance Amending Ordinance #1173 By Annexing Property Omitted And Withdrawal Of Such Property From Central Point Rural.. Fire District And Bear Creek Valley Sanitary Authority." Motion made by Hudson, seconded by Mills to adopt Ordinance #1179. Roll call vote, all in favor, motion carried. Ordinance #1179 Declared Duly, Adopted. Upon final discussion of the issue, proposed Ordinance #1180 was presented by Attorney DuRay, and reading in part: "An Ordinance Declaring The Assessment Of Property Benefitted For The Cost Of Construction Of A Sanitary Sewer Along First Street Between Bush And Cupp Drive Within The City Of Central Point, Oregon, And Directing The Recorder To Enter A Statement Thereof In The Docket Of City Liens And To Publish A Notice Thereof." Motion made by ally, seconded by Hamer to adopt Ordinance #1180. Roll call vote, all in favor, motion carried. Ordinance #1180 Declared Duly Adopted. The Mayor called for further business from the floor, and Mrs. Judy tittle, 316 iorth Fifth was recognized and spoke on the issue of the hazardous intersection at Fifth and Maple Streets. The recent accident was mentioned and Mrs. Tuttle recommended a stop sign at that location. Mayor McBee called on Police Chief Sanders to explain the accident that happened earlier that day and a discussion was held. Motion was rade by Mills, seconded by Tally to allow the Street Committee to look into the matter of a stop sign immediately at the intersection of Fifth and Maple. Poll call vote, all in favor, motion carried. /11 Mayor McBee called for a 9-minute recess. ri 0 bd ' ew Business Short discussion was held as to the selection of a Swimming Pool Committee. Motion was made by Mills, seconded by Hamer to place the following people on the Swimming Pool Committee: 1) Mayor Jim McPee 2) Councilman Howard Tally 3) Parks Commissioner Sandi Malot 4) Parks Commissioner Bill Russell 5) Planning Commissioner Paul Emery Roll call vote, all in favor, motion carried. Discussion was held regarding the reactivation of the Comprehensive land Use Plan Citizen Advisory Committee. Councilman ?ally stated that the City Council should be aware that the Zoning Ordinance be brought up to date. Motion made by Bowers, seconded by Tally that the Comprehensive Land Use Plan be updated. Poll call vote, all in favor, motion carried. The West Central Point annexation, Green Acres, Grant Acres, and general area was discussed. It was noted that September 28, 1974 at 7:30 P.M. at Scenic Junior High School library has been set as the meeting date for the City meeting. A short discussion was held on the Public Works 1975 pickup vehicle. There were insufficient bids at the present time to bring before the City Council. Tern Capps, Public Works Supt., was recognized by the Chair and he said they were expecting to receive one more bid tomorrow. The members of the City Council said they want to review the bids before any acceptance was made. Mayor McBee struck Item F (Authorization for property appraisal)from the agenda. Uponfinal discussion of the issue, proposed Ordinance ;#1181 was presented by Attorney "u:ay, and reading in part: "An Ordinance Ordering The Biennial Election For City Elective Officers To Pe Held November 5, 1974." Motion made by Bowers, seconded by Hamer to adopt Ordinance #1181. Roll call vote, all in favor, motion carried. Ordinance #1181 Declared Duly Adopted. Discussion was held on the hazardous intersection of Freeman Road and Fast Pine Street. Mayor McBee stated he would like the Street Committee to work on this project with Police Chief Sanders. Short discussion held on what day Veterans Day should be recognized. It was decided Veterans Day would be recognized on the 4th Monday of October although the State of Oregon has moved Veterans Day back to November 11th. Members of the Council said an Ordinance should be presented verifying the date for Veterans Day. Discussion was held on approval of bills. With no questions raised, motion was made by Tally, seconded by Mills to approve the bills as presented. Administrator Young called the Land Conservation Development Commission meeting held on October 2nd and 3rd to the Mayor's attention. tfJ With no further business from the floor and nothing more to be brought G.1-4 before the Council., the motion was made to adjourn to the next regular meeting or to the call of the Mayor. With all in favor, motion was carried. Meeting was adjourned at 10:32 P.M.
