City of Central Point

July 25, 1974
The common council met in regular session with Mayor Jim McBee
presiding. Roll call found the following Councilmembers present:
Bowers, Ramer, Mills, and Snook. Absent being Tally and Hudson.
Also present being City Administrator Young, City Attorney J. DuBay,
Recorder Zander, Public Works Supt. Vern Capps, members of the City
Planning Commission, Chief of Police Sanders, and some interested
citizens.
The Mayor referred to the agenda of this meeting and called upon Mr.
Ed McKain, Cedar Street resident, as per agenda request. Due to the
absence of Mr. McKain, it was brought out that Mr. McKain wanted infor-
mation as to oiling for dust control of Cedar Street between Front and
First Streets. It was then mentioned that the City would only do the
grading and preparation and the oiling would be done by the property-
owners.
Mr. Ron Young reports of Planning Commission activity of the July 16th
meeting. Election of officers was held. The results of this election
of officers was Donald Banks, Chairman, and Warren Holbrook, Secretary.
Old Business
Attorney John DuBay referred to earlier correspondence of the Oregon
State Highway Commission relating to a specific agreement. The
State Highway Commission is requesting an agreement on "Hold Harmless"
of the control signal of Highway 99 and Pine Street. Attorney DuBay
spoke of the possible additional liability insurance the City would
have to acquire, etc. The liability would very well relate to all
incidents resulting from the signal operation as to the maintenance
and to any malfunctions. Discussion held. It was so advised that
Mr. Young meet with State Highway officials and attempt to further the
reasoning along with our maintenance agreement.
Mayor McBee referred to the Planning Commission study of the proposed
Mobile Home Ordinance. At this time Mr. Young was asked to report his
findings along with the Council study report. Numerous additions and
some changes are recommended such as units per acre, screening, street
front setbacks, tree planter, sidewalks, etc. (Refer to the City Admin-
istrator's Report) Discussion held. Motion was made by Mills, seconded
by Snook that City Attorney DuBay draft the proposed ordinance for
consideration. With all in favor, motion was carried.
Mayor McBee presented a request of annexing certain North Third
Street and Tenth Street property to the City owned by three property-
owners; This being the end results of a long time effort both by the
City and by Mr. Jim White (petitioner). Discussion followed.
Councilman Bowers spoke of County Comprehensive Planning as a
141 suggested zone for the area, however, the City Zoning Ordinance
does not allow the 0-2 Zone. It was mentioned that the proper
zone would be R-1-8 after annexing modification of the area could
be implemented. Motion was made by Bowers, seconded by Snook to
table the issue for further study and for Mr. Young to discuss and
explain the problem with petitioner White. With all in favor, motion
was carried.
Mayor Jim McBee spoke to the Council and audience as to some concern
of property-owners on annexation of properties paralleling Taylor
Road to Stage Road. He advised that inquiries have been made by
property-owners through Mr. Young and a feasibility report is available
•,y from Mr. Young. (Refer to Mr. Young's report) A short discussion
1f7 followed. The Mayor advised that the Council should consider this and
O the B.C.V.S.A. - Jacksonville issue at its study session as a topic
;.1.+ of review. It was determined to meet August 1, 1974 at 7:30 P.M.
Q at the City Hall for a study session on both matters of concern.

Mr. Young advised that the City Treasurer had invested City funds of
$105,000.00 in time deposit at 9 percent interest until October, 1974.
Bills were reviewed as presented without any questions. Motion was made
by Snook, seconded by Mills to authorize payment. With all in favor,
motion was carried.
Discussion was held regarding City of Central Point Sewer Rate Committee
11 Representatives. The Mayor advised that Mr. Tom Malot has moved outside
the City boundary and wouldbe unable to represent the City as our
member on the board. Coi1ncilmember C. Bowers recommends that the Mayor
and Council appoint Mr. Howard Tally, Councilman, as the City represen-
tative to the area Sewer Rate Committee. Motion made by Snook,
seconded by Mills to appoint Councilmember Howard Tally replacing Tom
Malot to the Sewer Rate Committee. With all in favor, motion was carried.
Mayor Jim McBee spoke to the Council, attending audience, and the Medford
Mail Tribune correspondent regarding an untrue statement. "The City has
in the past, is presently, and will continue to support the Senior
Citizens Program by its pledge of $2,000.00 as budgeted this year and
further, the City is not without funds." Mrs. Betty Miller was so advised
to a news release.
City Recorder, Edward Zander, requests that a final date to file for
elective office be established prior to the State announced deadline.
He so stated that August 27, 1974, would allow sufficient time for
certification of petitions. Motion was made by Hamer, seconded by
Bowers that August 27, 1974, 5:00 P.M. be the official date and dead-
line for filing of City elective offices. Roll call vote. All in favor,
motion carried.

The City Recorder presented a delinquent street improvement
assessment of a property—owner on certain property fronting Bush
Street. The report showed that no payment has been made since
the assessment of over one year ago. Attorney John DuBay was
instructed by the Council to proceed with collection.
There being no furtherbusinessto be brought before the Mayor and
Council, motion was made by Hamer, seconded by Snook to adjourn to
the next regular meeting or to the call of the Mayor. With all in
favor, motion was carried.
