The common council met in regular session at 7:30 P.M. with Mayor Jim McBee
presiding. Roll call found the following councilmembers present: Hadley,
Hamer, Malot, Mills and Snook. Absent being Howard Tally. Also meeting jointly
were members of the City Planning Commission: Chairman Cal Bowers, members Banks,
McManama, Hull, Zieser, and Morrison. City staff personnel were City Attorney
DuBay, City Admin. Siler, Engineer Westwood, Recorder Zander, Police Chief Sanders,
members of the City Fire Department, Public Works and several interested citizens.
Mayor McBee advised that the Hull property on North Third Street subject for Sub-
division plot approval must be referred back to the Planning Commission for their
study and report of plot approval before Council consideration.
The Mayor also announced that the Scenic Village Sewer development plot approval
would have to be studied by the Planning Commission before the Council could act
on the issue. It was recommended that the Planning Commission make their study
of the revised plot plan and report their findings to the Council for the January
10th 1974 meeting. :The study session to be held as acknowledged on January 7th
jointly with the Council and Planning Commission.
Mayor McBee next referred to the item on the Agenda of Council's intent to annex
certain property (H. Davis property). Discussion held. Attorney DuBay read the
proposed ordinance and reading in part: An Ordinance Declaring the Council's In-
tent to Annex as Zone R-F, Residential-Farm, a Parcel of Land Contiguous to the
City of Central Point Along Freeman Road without an Election and Setting the Date
for Public Hearing Thereon": By no questions raised a motion was made by Hamer,
seconded by Hadley to adopt the Ordinance as read. Roll call vote, all`in favor,
motion carried. Ordinance #1121 Declared Duly Adopted. (Annexation intent on
H. Davis Property on Freeman Road) Public hearing to be January 24, 1974 at 7:30 PM.
Attorney DuBay presented the Amended and Signed Document of the Northwest Printed
Circuits Consent Decree. Mayor McBee spoke on behalf of the City Council and its
action taken while he had been away on vacation- regarding the decision that had
been made concerning the Northwest Printed bircuit situation. The Mayor stated
that "It makes me feel that this Council is a 1008 type-of-government on making
such decisions for the benefit of all concerned and acting with great intelligence
when confronted with serious situations% (decision made to extend permission for
N.W. Printed Circuits to operate six months longer at 325 Fast Pine Street address).
Reports were given of City affairs by Bruce Siler, City Administrator. Items dis-
cussed were Bonding of City employees and certain elected officials (refer to report)
with his recommendation :of option #2 as presented, Taxation of property on Dobrot
Way was explained. Due to the fact that the withdrawal did not meet the May 31st
cutoff date, both the Central Point Rural Rire Protection District and the Bear
Creek Valley Sanitary Authority will. appear as a tax obligation for this year.
However,. next year only the Bond Indebtedness (B.C.V.S.A.) of the former rural
properties would appear on the County tax statement. Continuing, Mr. Siler
stated the Mazama Village Financial Report is still underway as more information
is needed in order to complete it for Council. The City is in receipt of the
Auditor's Report and the Council was informed that all appears to be in order and
favorable. Mr. Siler advised that he had attempted to contact the builder regard-
ing the sidewalk on North Fifth Street without success at this time. Also, Mr.
Siler spoke on the 1973 State of Oregon Legislative action concerning planning
commission rues and regulations, etc.

Next item of business was "Committee Reports". Planning Commission Chairman
Cal Bowers reported to all that he received a complaint of a possible obscene
book and magazine store operating in the City. Mr. Bowers further stated that
his acquaintance of the complaint had divulged that a local market is selling a
"hard core-type" magazine and that legislation is needed to regulate the situation.
Mayor McBee thanked Mr. Bowers for the Commission's efforts and that the Council
would certainly advance with their study of the matter and situation:
Mayor McBee referred to House Bill #2965 (effective October 5, 1973) setting
forth new rules for Planning Commission members' terms of office and eligibility
of candidates. The position of the Chairman of our City Planning Commission was
discussed inasmuch as the term of office expires the first of January, 1974.
Discussion held. It was moved by Hamer, seconded by Mills that Cal Bowers con-
tinue as Chairman of the Planning Commission for another term of office. Roll
call vote. All in favor motion was carried.
Mayor McBee called for the discussion of the Ilectrowriter "Transmitter". mr.
Dave Mandell, C.E.O.C. spokesman, advised that the operation is handicapped by
being without the transmitter at the C.E.O.C. location. Councilmember Malot ad-
vised that at the last meeting a request was made for the City of Central Point
to participate in the purchase of the new unit at a possible one-third share of
cost. Discussion followed. mr. Siler presented the Agreement and Mayor McBee
described the area regarding "equipment as being rather vague". Mayor McBee
advised that the issue should be a Police and Fire Committee study at a January
3, 1974 7:30 P.M. meeting. The Mayor also commented "why hasn't the Fire Chief
advised this Council of the problem? Both the Police and Fire Committee officers LI
advised that they had never met on the subject. ,Mayor McBee requested a full
study and complete report _for the Council before any action would be considered.
The request was tabled for further study and report.
Mayor McBee advised that a message to the City would be made at the January 10th
1974 Meeting. He also advised that Mrs. Lorain Tate, City Administrative Assist-
ant and City Treasurer has been a very outstanding City employee and has taken a
short vacation to allow her to relax "after hard days work". "A very devoted and
sincere person of great confidence is Lorain Tate."
City Engineer C.P. Westwood spoke of the sanitary sewer improvements for the
recently-annexed property of Saxbury Furniture, C.P.R.F.P.D., Kitchenmasters,
and others located on South Front Street. Discussion held. Motion was -made by
Hamer seconded by Hadley to call for engineering and intent to construct to pro-
vide the sewer service as per request. With all in favor, motion carried.
Discussion was held regarding commercial vehicle parking (trucks). It was suggested
that the Administrative Committee study the problem at the scheduled session.
Mr. Siler presented a proposed ordinance relating to utilities and occupancies.
Discussion held. Attorney _DuBay read the proposed ordinance and reading in part:
"An Ordinance Amending Ordinance No. 853 and the Uniform Building Code Adopted
Thereby in Respect to Certificates of Occupancy". Motion made by Hamer, seconded
by Snook to adopt the ordinance as read. Rol call vote. All in favor motion
carried. Ordinance No. 1122 Declared Duly Adopted. (Certificate of Occupancy)
Mayor McBee called for any further business to come before the Council at this
time. No further business noted. Motion was made by Hadley, seconded by Malot
